Oil and Gas Recruitment in Oman Needs a Local Specialist
A Buoyant Employment Market
Oman is pushing ahead with a number of multi-billion dollar upstream and downstream projects, such as development of the Khazzan tight gas field and Duqm refinery facilities, which has meant that recruitment has remained buoyant here. In 2016 Petroplan completed its company registration in Oman and we continue to expand our team here to fulfil oil and gas recruitment in Oman. We draw from our global network and invest locally, in order to meet demand. Petroplan is a registered company in the Sultanate of Oman, (Petroplan LLC 1253813), with offices located in Muscat.
Managing the Balance of Expatriate and Local Workers
Despite moves towards greater nationalisation and local content in many markets, oil and gas companies across the Middle East region continue to need highly-skilled foreign workers. However, this need is balanced by the growing wealth of local talent with Omani University-educated professionals attracted to positions across all spectrums of work from technical positions through to managerial and corporate roles.
Oman has very stringent rules on local content, relative even to the rest of the region. Under the process of ‘Omanisation’, the required ratio of Omanis to expats is important to consider. The requirements can change and are dependent on factors such as the size of a project and that of the employer.
Through our local registration we provide staffing solutions to Oil and Gas companies across the country. Our services include: sourcing, sponsorship (Work Permits & Residency Visas) and payroll capabilities that are compliant with local legislation, for both expatriate and Omani Workers.
Compliant Contracting in Oman
Given the long term Omanization targets introduced, Omani public authorities are becoming increasingly strict about the employment of foreign nationals. Significant skills and employment experience are required to be assured of being granted an employment visa and prior labour clearance from the Ministry of Manpower must be obtained.
To be compliant
- The visa is in relation to their occupation and their work type
- Workers are paid in line with Wage Protection System
- Contract documentation is fit for purpose with Omani Labour law
- Workers are provided with correct work permit and residency documents
- Work through a partner that is not legally registered as a company in Oman
- Ignore the Wage Protection System
- Expect workers to manage their own paperwork because your business is liable too
- Leave too little time to organise the permissions from the Ministry of Manpower
Manpower Consequences of Inaction:
Should any non-conformances be found workers can be ejected from Oman and fines imposed on the employing company, seriously jeopardizing project timelines.
In addition, non compliant workers and employers can be fined and even imprisoned in accordance with Omani Labour Law.
How we can help:
- An experienced PR Officer with 10+ years experience, a strong track record and exceptional relationships
- A compliant company set up achieving Omanization goals.
- Contracts are available due to the need for the named employer to match that on the labour clearance; Workers supplied by Petroplan will be issued an employment contract with Petroplan LLC, a registered entity in Oman.
- Speed of the process
