Lead Electrical Engineer
The large and complex nature of the electrical power systems and electrical equipment in both the liquefaction plant (LQF) and gas treatment plant (PTF) require specific skills and attention to detail to assure reliable and safe operating plants. For assurance and reliability, it is necessary for the operator to know what physical and code requirements exist in each electrical power system part, and to lead the EPC engineers and designers into compliance with these requirements. Upon reviewing their drawing and specification work products, it is necessary for the Lead Electrical Engineer to review these documents, marking them with corrections when required, and explaining the corrections to the EPC engineers and designers.

  • Ensure safety in electrical design and in plans for onsite construction activity in all areas involving electrical systems, encompassing Shock Hazard, Arc Flash hazard, ground potential rise at high voltage substations, transferred potentials, step and touch potentials, NFPA 101 egress illumination, and similar features of the new plants
  • Contribute to the development of budgets for specific activities or scopes that feature electrical content, and work toward obtaining the most value for funds invested in each case
  • Contribute to the development an integrated schedule for the execution of all tasks that involve electrical equipment or electrical activities. Remain vigilant working toward assurance that all parties continuously meet their obligations in performing to the requirements of the schedule. Contribute toward resolving "roadblocks to progress" as they arise
  • Continuously maintain an overview EPC resource requirements for the execution of all aspects of the electrical engineering, design, and field installation work
  • Continuously work toward updating knowledge of codes and standards to be able to identify all regulatory requirements and confirm that the work of the EPC is compliant
  • Continuously maintain a high level of technical expertise in the key electrical areas of high voltage systems, relaying and overcurrent protection, electrical switchgear, UPS systems, communications systems, motor protection and control, electrical codes and standards, hazardous area classifications and related electrical power system features, lighting, lightning protection, grounding and bonding, and battery systems. Continually discuss these in detail with the EPC engineers to make sure that they are correctly planning their designs, and review their drawings and specifications to identify problems before they can arise in the field
  • Maintain a high level of expertise making use of the latest electrical engineering software to be an asset to the EPC engineers and designers as they encounter technical questions for which they require resolution assistance
  • Seamlessly provide engineering and design drawings for owner-scope projects involving electrical systems, such as electrical dredging and upgrades of existing high voltage substations.
  • Maintain continual vigilance in reviewing vendor shop drawings to assure that they will technically work and that they comply with the plans and specification terms in the operator/EPC Contract
  • Validate what the EPC engineers arrive at a design, such as evaluating the level of Arc Flash incident energy that would be created by the new electrical system
  • Final reviewer of EPC documents, identifying problems before they can arise in the field, such as faulty logic in schematic control drawings
  • Technical expert in the uncommon but important fields in this project of electrical harmonics, VAR flow control, cogeneration, VFDs, differential relaying, large motor protection, gas insulated switchgear, IEC 61850 communications and controls to act as a resource to the EPC engineers as well as a reviewer of engineering deliverable documents and vendor equipment tests.
  • In the PMT, a knowledge bridge between technical specialists on rotating machines, instrumentation and controls, and civil structural that is necessary when these fields overlap.


Key Responsibilities:

  • Work to ensure that the equipment planned for installation by the EPC will be safe, operable, and reliable
  • Assist the EPC engineers and designers in planning by suggesting correct solutions
  • Provide technical review of plans and specifications the EPC produces
  • Provide review and comments on the planned schedule, and provide updates on schedule accomplishments as the project continues
  • Accurately report the status of the electrical portions of the project to management with a focus on items that are either late or problematic
  • Work to ensure that the EPC team and their subcontractor team include key skills for the work at hand
  • Final review calculations provided by the EPC engineers and their subcontractors
  • Represent owner/operator in direct interface with the EPC and Owner's Scope contractors for electrical issues
  • Work as a seamless team in the PMT to cover not only electrical issues, but also to assure proper consideration and resolution of multi-discipline issues, such as structural dampening of the motor inertia block movement from electrically induced torsional vibrations
  • Work with the EPC to help to fashion their deliverables into forms and groups that can be used not only to facilitate construction, but that will also be functional as record drawings to which the owner/operator can refer for specific details in future years
  • Represent the best interests of the owner/operator in reviewing cost estimates, budgets, change orders, and vendor offerings

The Cost Engineer/Analyst is responsible for the proper set up, maintenance and reporting of project cost information to track performance against approved budgets, future commitments and actual costs. The position will require you to identify deviations or issues as they occur, forecast future spending, and report results to the key stakeholders in Project Engineering and Management.

The Cost Engineer/Analyst will have a key role in the implementation of the standard project execution process that is aligned with the corporate Project Delivery Model (PDM) process as well as the Operational Integrity Management System (HOIMS).

Primary Functions:

  • Assist with budget preparation and cost reporting, tracking, accruals and reconciliation of expenditures. Identify and quantify emerging changes and report on cost deviations. Monitor risks and control measures and manage contingencies.
  • Review, assess, and analyze contractor cost performance during engineering, procurement and construction through to commissioning phase of the project.
  • Critically analyze existing cost control procedure, practices and standards and provide suggestions for improvement.
  • Perform document management, scheduling and administrative duties as required.



Qualifications:

  • Bachelor's degree in Business/Finance/Engineering or equivalent area required
  • Certified Cost Engineer (CCE)/Certified Cost Controller (CCC) from AACEI and/or Project Management Professional (PMP) from PMI (Project Management Institute) desired.


Required Experience:

  • 5 to 8 years of cost control experience in a related industry
  • Knowledge of all phases associated with project execution, standard engineering deliverables, procurement and construction deliverables
  • Exceptional attention to detail, organizational, analytical and time management skills
  • 5 to 8 years of experience working within an Engineering and / or Operations support environment within the oil and gas industry
  • Desired: Experience with preparing and communicating project and work schedules in Microsoft Excel, MS Project or other comparable software



Skills and Abilities:

  • Knowledge of SAP and/or other similar cost management software used in the oil and gas industry
  • Proficient with MS Office Suite
  • Strong verbal and written communications skills, along with the understanding and ability to work with confidential information
  • Experience, exposure or training in electronic document management systems such as Livelink, SharePoint, etc.

Contracts Specialist

Reporting to the SCM Manager, the primary purpose of the incumbent in this position is to provide life cycle management of Projects Contracts from creation, revision and maintenance to close-out. He/she will execute Contracting strategies and plans in alignment with key business objectives.

Primary Functions:

  • Execute procurement best practices for Sourcing activities, ensuring these practices are in accordance with HOIMS, Procurement Policy, Procurement Management System Documents (MSDs), and all relevant regulations
  • Develop Project or Scope specific Contracting Strategies and Contract Execution Plans in support of PDE Gate reviews and Project execution.
  • Provide oversight of E&P Contractors in managing Project Contracting activities (per division of responsibilities between &P).
  • Execute Pre-Award activities for main project services (Engineering, Fabrication, major Construction Work Packages)
  • Develop EOI and evaluation criteria; Coordinate the evaluation of EOI, Bidders prequalification and shortlisting; Coordinate the development of Bid Evaluation Criteria and Plan (BECP) with PMT & CMT; Develop the appropriate commercial compensation structure for the SOW and conform the RFP; Issue the RFP and Manage the Bid process (as Single / Focal Point of Communications with Bidders); Coordinate the evaluation process per BECP; Develop and Prepare negotiation plans and Conduct negotiations, Prepare award recommendations and Route for appropriate financial and commit authority approvals, Issue Awards and Kick-off (with PMT/CMT); Conform the contracts and Route for execution by authorized personnel; Prepare Contracts Briefs (Terms of Reference)
  • Execute Post Award Contracts Management (for contracts assigned to the incumbent) and support the management of Contractors Relationships:
  • Compile data to assist in periodic reviews of Contractors' performance (Performance Scorecards/Metrics) against established KPIs; Support management of Contractors NCRs in accordance with the NCR process; Manage and Report on approved contract values (e.g. up-to-date Current Contract Value, Forecast Contract Value Vs. Approved Contract Value) and spend against Approved Contract Value (to ensure governance i.e. prepare amend decisions for proper approvals before committing additional spend).
  • Manage the upkeep of Contracts Change Logs, Issues and Disputes Management Register (IDMR), disputes and claims mitigation plans; Route Change Orders, and Amendments for approval per process and signing authority guidelines.
  • Work with Contractors to resolve day-to-day issues and expedite resolution.
  • Ensure all Procurement & Contracting documentation is stored in the appropriate Contract Management Systems in accordance with the Procurement Information Plan.
  • Perform other duties as assigned.



Required Qualifications:

  • Undergrad degree in an Engineering, Technical or Business discipline (post-secondary education)

We are currently looking for a Turnaround Manager to join a Leading Refinery in Sweden
As Turnaround Manager, you will be responsible for developing and leading all components essential in the preparation, execution, and closeout of safe and effective Turnarounds. You will ensure development of scope, budget, planning of maintenance activities, manning, decommissioning, execution, commissioning and closeout of the units as well as integrate TA capital projects.
This position leads a project team starting with a couple of direct reports at the planning phase to 35-40 direct reports during turnaround activities. The TA activities starts as early as 40 months in advance of turnaround and end with post-execution activities 6 months after TA. This position reports to the Maintenance Manager.
Key responsibilities

  • Execute turnaround activities in accordance to Nynas turnaround manual
  • Manage event teams up to 700 personnel through the TA event
  • Lead the execution team to ensure work is handled and executed in safe accordance with Nynas standards and processes
  • Ensure capital projects are adequately integrated into turnaround planning, execution and budgeting processes
  • Develop, measure and communicate TA status to site management and TA steering committee by KPI in the areas of safety, environment, health, cost, schedule, scope and quality.
  • Communicate TA overall priorities to the execution team and refinery organisation.
  • Develop organizational charts, cost calculation and schedule for each phase of project events
  • Ensure organization is capable of executing the strategy and project planning and execution by recruiting the right teams of people and provide appropriate coaching and training.
  • Participate in assessment for readiness, alignment, integration
  • Participate in turnaround activities such as risk assessment, scope challenges, lessons learned, etc.

This Contract will be located in Houston, TX
Prospective candidates will be responsible for supportting the Project Manager to ensure that project performance, consistency and compliance to the project charter and project execution plan is maintained as committed.
Other requirements include:
  • Responsible for the HF Alky unit safety system additions and FCC/Crude unit Equipment Refurbishment activities as well as other activities as assigned by the Project Manager to accomplish the project objectives through engineering, procurement, fabrication, construction, and pre-commissioning activities.
  • The Project Engineer will be required to interact with internal and external stakeholders of the project and exercise the necessary leadership to help ensure the project is completed on schedule and within budget, while maintaining the safety and operational integrity of personnel and facilities.
Experience Required:
  • A minimum of 10 years of proven experience in project and construction engineering associated with the execution of Brownfield upgrading oil & gas refining, petrochemical project with TIC > $200MM
  • Experience in Crude and FCC units
  • Experience with HF Alky Unit safety systems, water curtain deluge and mitigation.
  • Strong understanding of discipline engineering deliverables and activities as well as Project Planning and Controlling
  • Knowledge of up-to-date business processes and project management best practices on Major Projects
  • Previous experience working in Pre-FEED, FEED and Detailed Design project phases
  • Project experience within EPC contractor and Owner's organization.
  • Knowledge of specific codes and standards used in the design and construction of downstream facilities

Petroplan are assisting a major client of ours in the search for an Operations Leader for a terminal to work on a Permanent basis.

The primary purpose of the role is to lead the safe, efficient and reliable operations of the terminal. Whilst also managing stakeholder engagements and ensure performance optimisation is met.

Selected candidates will need to have a proven ability within a supervisory/leadership capacity in Oil & Gas/Petrochemical roles. This individual will also possess strong technical knowledge in terminal operations (import, export, and storage of liquid hydrocarbons).

Sr. Electrical Engineer

Petroplan's client, a leading downstream development group is looking to add a Sr. Electrical Engineer to their team. This role is accountable for ensuring the Electrical System, from 138kV to Low Voltage, functions safely, efficiently, and reliably, with the objective of meeting business goals for production while minimizing unscheduled equipment down time.
Responsibilities:

  • Supervise Electrical Engineering team
  • Review Power System Model updates
  • Review and verification of application of relays, schematic diagrams, equipment ratings and protection documents
  • Owner of Electrical Operating Philosophies, Electrical Operations Manuals, maintenance strategies and procedures for Electrical systems
  • Participation in HAZOPs and HAZIDs as required
  • Update short circuit studies, coordination studies, and Arc Flash Hazard assessments
  • Maintain Power System Models and proactively monitor the electric utility grid configuration


Experience Requirements:

  • Bachelor of Science Degree in Electrical Engineering from an ABET accredited engineering program
  • 15 years direct experience with HV and MV electrical power systems and HV Cable Systems, application and programming of Protective Relays
  • Familiarity with the National Electrical Code, NFPA 70E, Safety in Design, and Safety in the field
  • Licensed P.E. preferred
