Contracts Engineer

Contract role based in Norfolk for a few months.

The job holder is responsible for assisting in aspects of contract planning, contract strategy development and risk assessment, contractor pre-qualification, issue of invitation to tender, tender evaluation, contract award recommendation, post-contract administration and contract close-out.

Job holder's work will include, but is not restricted to;

  • Identify potential bidders for goods and/or services required and prepare and execute contractor pre-qualification,
  • Prepare and act as a focal point for all Invitation to Tender discussions including proposed contract terms and conditions based on Company's Master Agreements or LOGIC model contracts, including remuneration, scope of work and other contract sections,
  • Prepare and undertake tender commercial evaluations post-receipt of tenders, draft and coordinate formal award recommendations and present to senior management,
  • Review of all commercial matters and correspondence submitted by contractors and provide advice and recommendations to project management team on their response,
  • Liaise with legal, insurance, finance, health safety and environment, quality management departments as required,
  • Contract management; provide regular reports and updates to the project team, line manager and senior company management together with irregular reports as requested,
  • Final account preparation and contract close out.


Qualifications & Experience:
The job holder must have:

  • Relevant engineering / technical / legal qualification
  • Maximum 10 years relevant experience in the international oil and gas industry.
  • Capable of using all specific software.
  • Eligible to work in the UK

Description: Responsibilities /Key Objectives

* Liaise with Well Engineering contract holders to define the contract strategy for the well services and completions services packages
* Prepare ITT package for bundled well services and well completions tender
* Manage the schedule and delivery of input from various internal stakeholders
* Manage engagement with bidders to ensure all aspects of the ITT package are fully understood by all parties prior to submission
* Evaluate the tender submissions in close collaboration with Contract Holders, engaging with bidders for the purpose of clarification where necessary
* Once recommendation is approved, negotiate the final contract with the successful bidder(s)
* Provide leadership to the Contract Advisors and others in C&P to ensure delivery of required input throughout the process
* Ensure all contracts are filed appropriately (hardcopies and electronic)
* Handle any required changes to the purchase orders or requisitions
* Liaise with suppliers to expedite the transaction and delivery of goods and services
* Provide reports and business information as required

Experience and Education:
* Significant experience in Contracts and Procurement environment, specifically in Well Engineering
* Experience of tendering for integrated services strongly preferred
* Academic qualifications to Diploma level in a business or management related subject advantageous international exposure within an Oil and Gas operating environment
* Experience of Coupa or similar tendering software is preferred
* Experience working in Africa is preferred

Skills:
* Experience of formulating, evaluating and negotiating high risk, high value offshore oil and gas contracts is essential
* Excellent understanding of the RTP process
* Experience of working with RTP systems (SAP)
* Computer literate and fully conversant with the Microsoft suite of applications
* Ability to solve practical problems and deal with multiple variables simultaneously
* Ability to self-prioritise tasks
* Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule formGood interpersonal skills and ability to work effectively with C&P Advisors and business

Contract Administrator

This is an associate level role and the job holder will support the business with all contracts administration activities:

Accountabilities and Responsibilities:

  • Interface with the project and corporate / finance / project control teams and assistance with contract information requests or day-to-day information requests as they arise.
  • Support the relevant contract holder with all post contract award contract administration activities.
  • Monitor, evaluate and manage contract variations, claims and formal notices in an organised and methodical way.
  • Administering and auditing of Company procure to pay system and to ensure adequate records are maintained and updates made where required.
  • Supplier management through notification letters and general Contracts administration.
  • Proactive monitoring of costs, delivering final account statements and close out of relevant contractual commitments.
  • Assisting C&P colleagues with the issuing of contracts, amendments and call-offs for execution.


Qualifications & Experience:

  • It is essential that the candidate has good contracts administration experience. Preferably within the Oil and Gas Industry
  • At least 5 years relevant experience.
  • Fluent in both written and spoken English
  • A good understanding of model forms of contract including standard LOGIC would be a distinct advantage.
  • Capable to use all specific PC software
  • Eligible to work in the UK
