Senior Contracts Engineer

Responsibilities:

  • Review the Project Procedures relevant to Contract development and administration function (e.g. Tender clarification, Variation Order etc. procedures). Follow up with Contractor until procedures are compliant with Project Requirements and are approved for use on the Project.
  • Obtain prior financial approvals for all commitments as required under the approved Financial Delegation of Authority.
  • Highlight any matters that will adversely affect the cost and schedule of the Project programme.
  • Liaise closely with the Company management at all stages on all aspects of procedures and activities to ensure that Company obligations and requirements are satisfactorily met on a continuing basis.

Pre-Contract Award:

  • Prepare the Contract plan/bidders list for each Contract. In the case of major Contracts, complete a bidder's pre-qualification (screening) analysis with a recommendation to support the bidders list.
  • Prepare Tender enquiry packages, comprising of relevant documents, including Conditions of Contract, Pricing Document, Bill of Quantities, Schedule of Rates, Scope of Work and enclosures, including Specifications and Drawings, etc.
  • Issue Enquiry Packages to the bidders for each Contract.
  • Arrange and lead pre-bid meetings with bidders for each Contract, ensuring that the relevant departments are represented to answer specific questions. Compile and distribute minutes of meetings to those concerned.

Post-Contract Award:

  • Provide contract interpretation where necessary.
  • Review all Contract Trend Notices (CTN) raised by FEED, EPC and other Contractors and provides contractual interpretation on admissibility. Coordinate with Legal Advisor(s) where necessary to formulate final position. Prepare necessary correspondence to defend Company's Position.
  • Analyze Variation Order Requests (VOR) to ensure pricing is done in accordance with Contract.
  • Prepare necessary submissions to obtain approvals on CTNs and VORs according to the Company Financial Delegation of Authority for the Project.
  • Prepare Variation Orders and follow up until all necessary signatures are secured.

  • Completes, inspects and distributes all quality records and documents
  • Capable and experienced in the calibration of all types of inspection equipment
  • May be responsible for conducting the magnetic particle and penetrant testing of parts and initiating and processing non-conformance reports

Petroplan is seeking an experienced Contracts & Procurement Project Manager for a major energy company based in Houston, TX.


Overview
The Contracts & Procurement PM is primarily responsible for assisting the Chief Engineering and Construction Officer in administering EPC and other primary contracts and managing all project procurement activities.
The PM - Contracts and Procurement is responsible for leading the procurement team in procurement planning, analysis and execution of purchasing strategies as well as managing the EPC Contract and leading the contracts team in contract management, negotiation, and change management while ensuring contract compliance.
PM - Contracts and Procurement initiates, tracks and monitors contract changes, deliverables, correspondence and risks, and maintains associated documentation. Uses standardized processes and tools to blend contract compliance with commercial know-how and practicality and focuses on contract compliance and risk mitigation, protecting and enhancing margins.


Responsibilities
* Develops and leads teams to manage the EPC contract and other large contracts and to handle all project related procurement activities. Ensures all purchasing activities are conducted in accordance with proper procedures and protocols and ensures all Contracts are managed in accordance with contract provisions to maintain compliance.
* Oversees the development of and maintenance of a Procurement Plan and works with the leadership team to satisfy the changing needs of the project.
* Develops and implements contract management, change management and procurement protocols. Develops and integrates contract management and procurement tools, templates, methods and processes for the engagement. Assesses customers/stakeholders needs. Develops contractual requirements /specifications. Utilizes established templates for solicitation of product/services required. Assures all pre-determined timelines are met.
* Reviews the EPC Contractors purchasing activities and approves or comments on Major Supply Agreements and Major Purchase Orders. Involved in supplier audits and site visits.
* Researches contractor / vendor/ supplier capabilities. Identifies a pool of candidate contractors / vendors / suppliers for project consideration.
* Manages the competitive bidding and selection process. Works with team to analyze submitted bids against established selection criteria. Formalizes information in preparation for negotiations. Sets negotiation targets to achieve maximum value.
* With support of the procurement and contract team, negotiates contract terms, pricing and payment schedules, ensuring that the agreements with vendors/suppliers are commercially advantageous.
* Ensures that the supplier selection is consistent with the sourcing strategy and established selection criteria and follows company protocols.
* Collaborates with other members of joint venture, or appropriate Stakeholders, as needed, to engage knowledge experts with a particular product category. Engages them in contract strategy discussions as appropriate.
* Intervenes, analyzes, manages and resolves business conflicts between the company and the vendors/suppliers.
* Participates in leadership meetings to provide the commercial input on strategic discussions.
* Manages ongoing life cycle of the agreement including any potential amendments to product/service price and/or terms and conditions, contract performance against commitments, and compliance to agreed terms.
* Prepares presentations for Management and stakeholders on the EPC Contract and overall project procurement.
* Presents regularly to management on commercial issues and highlights items of interest on the contracts and procurement functions.
* Proactively identifies savings/value opportunities throughout the life cycle of the contract. Collaborates with all areas of joint venture to ensure vendor partners are effectively managed and contract is fully leveraged.


Education
* Typically requires a Bachelor's Degree in business.
Experience
* Requires a minimum of 8 years of related professional experience in energy and contracts management. Minimum 6 years contract management experience. LNG experience is a plus.

Responsibilities:

- Overall management of procurement activities and the different disciplines assigned under Procurement team in Project execution from its commencement, through to completion and close out.

- Establish in agreement with the Project Manager the Procurement Execution Plan, Logistic Plan detailing Project organization and strategy for the critical Procurement items, works or services

- Implement and drive the procurement strategies in order to meet cost savings targets.

- Ensure a close, continuous and efficient interface with Engineering, Project Control, Construction, Quality and Stores dept.


Experience:

  • Overall 10 years' experience in work related field including 5 years' as Procurement Manager at Department or Corporate level.
  • Previous experience in EPC Marine Construction and/or Oil & Gas Complex projects.
  • A demonstrable experience in managing Category Management, Frame Agreement and contract management
  • Proven knowledge with Supplier Market in Middle East or/and North Africa.

Reporting to the team leader, procurement, you will lead all related supply chain management (SCM) operations including planning, scheduling, coordination, and procurement. You will understand and balance requests for materials and services, examine the needs of the business units and ensure fulfilment in accordance with the SCM operational model.

Key Responsibilities

  • Plan supply chain operations activities in order to supply materials and services to meet the requirements of scheduled activities and maintenance
  • Working in flexible conditions by supporting all areas of SCM while supporting Outages/Turnarounds.
  • Establish the projected materials and services needs of the business units to develop a supply plan that meets the target dates
  • Assist the business units to fulfill requests ensuring needs are met in a timely and efficient manner
  • Participate in the cross-functional teams to understand current and future demand

Required Qualifications
Experience and Education:

  • Three or more years of experience in the supply chain field (i.e. buyer, expediter, or previous experience in materials management or logistics)
  • Experience with chemical procurement and logistics along with Outages/Turnarounds
  • Oil and gas industry experience is preferred
  • University degree (Supply Chain or Business Administration is preferred)

    Skills and Knowledge:
  • Proficient with work orders and SAP, particularly experienced in the Materials Management (MM) module
  • Effective communication and negotiation skills; strong multi-tasking and coordination skills is an asset
  • Experience with Turnaround/Outages
  • Knowledge of master data, order control process, supply operations process, and warehousing
  • You work well in a fast-paced environment, under tight deadlines and requirements
