Contracts & Sourcing Specialist

Our client, a leading owner/operator organization is looking to add a Contracts & Sourcing Specialist to their team for a 1 year independent contract in Calgary.

The Position


This individual will be playing an integral role in elevating the organization's requirement for commercial expertise with external suppliers and contractors while developing and maintaining seamless support with internal business partners/stakeholders. The scope of work covers developing and executing sourcing strategies, negotiating terms and conditions for governing agreements, negotiating commercial terms etc.

Key Responsibilities:

  • Provide leadership and expertise on commercial content and negotiation support to internal stakeholders for scope specific contract development and implementation
  • Support the development and on-going post-award contract management activities including dispute resolution, claims support, scope of work and compensation agreement amendments
  • Build internal stakeholder relationships to understand their SCM requirements and build fit for purpose strategies that mitigate risk, add value to the organization.
  • Selection of optimal master agreement (i.e. terms and conditions) template to govern the work to be awarded/contracted
  • Compilation of RFP documents, this requires close collaboration with internal stakeholders as well as fellow supply chain colleagues
  • Leading negotiation efforts on Contractor exceptions.
  • Track and report on upcoming contract expiries to ensure required agreements are negotiated and renewed prior to expiry


Key Requirements:

  • Minimum 7 - 10 years of supply chain experience within the Oil & Gas Industry, with previous exposure to upstream operations and production
  • Post Secondary education in Business, Supply Chain, Law or relevant field.
  • Significant experience in contract formation with a demonstrated ability to effectively use procurement and contracting knowledge to add value
  • Commercial experience/expertise, and strong negotiation planning skills
  • Demonstrated knowledge of contracting terms and conditions, clauses, scope of work etc.
  • Proficient in software such as (SAP, MS Office etc.)
  • Previous exposure to electronic contracting software is highly desirable
  • Participation in IACCM and/or SCMA is an asset

Head - Logistics & Warehouse Management

Overall Responsibilities

  • Adherence to Logistic procedures.
  • Co-ordination with Vendors and ensure that material is delivered to the Project Sites on schedule.
  • Identify prospective Project Cargo Freight Forwarder.
  • Establish feasible mode for shipment (Air/Sea/Road) based on Project Delivery Schedule or site exigency.
  • Arranging Road Survey, Feasibility Study based for Over-dimensional Cargo.
  • Arranging Permits for Transport, Export from the local authorities in the country of export and import.
  • Preparation of Commercial Comparative Statements and recommend suitable Freight Forwarder for order placement as per the Procurement Procedure.
  • Prepare and issue Services Orders / Work Orders / Subcontract Agreements to successful Bidders (Freight Forwarder).
  • Coordination for booking the Vessel/Flight/Trailers to ensure minimum lead time for delivery.
  • Keeping track of "Cargo in Transit" and update Estimated Time of Arrival (ETA) of each shipment.
  • Verification of Shipping Documents before Dispatch of the Cargo.
  • Notification to Insurance Company for Coverage of items covered under each shipment.
  • Collection of original Shipping Documents from Vendors / Finance (LC Department) for Custom Clarence.
  • Arranging Custom Duty Cheque or Custom Duty Exemption Authorization Letter from Client.
  • Appointing Custom Clearance Agent for cargo at port(s).
  • Placement of Service Order for Clearance and transportation of the cargo.
  • Organizing transportation from Port(s) to Project Sites.
  • Coordinate with Site Stores for delivery of material at site.
  • Coordination for Payment to Clearing Agents, part or Pro-rata basis and final payment to transporters by certifying Bills / Invoices with the assistance of the Task Force Coordinators.
  • Provide Budgetary Costing for Estimation / Bidding Work through the Historical Cost Data base.

Senior Subcontracts Specialist

Accountabilities:

  • Preparation of final contract documents, internal recommendations and execution of contract
  • Negotiation of contracts, working on terms, conditions and commercial points.
  • Preparation and development of Contract Strategies
  • Preparation, coordination and issue of Pre-Qual /ITT packages
  • Analysis and evaluation of proposals
  • Assist in securing Local Tender Committee/Corporate Tender Board necessary approvals
  • Rate reviews, amendment, variation, milestones, completion/handover, disputes, invoicing and management of key suppliers.
  • Raising of Purchase Orders from approved requisitions, applying diligence to pricing and T&Cs, issue of call off orders to suppliers, track return of orders and expediting same.
  • Assurance of all documentation requirements relating to contracts (including Insurance documentation) and maintenance of existing contract documentation.
  • Developing and encouraging innovative methods and techniques through the contract life cycle
  • Lead efforts to resolve contractor claims or disputes in and when they arise
  • Providing key support to all stakeholders in the Contract performance management
  • Contribute to the functional activities of the Supply Chain function within Company as appropriate including reporting, departmental and SCM discipline meetings, etc


Major Challenges:

  • Building strong and productive relationships with the Project's key contractors and other internal / external stakeholders.
  • Negotiating high value / high risk contracts under time pressure.
  • Ensuring that the contracts are fit for purpose and achieve an appropriate allocation of risk between all parties.
  • Liaison with technical and operational departments and assistance in compiling joint agreed strategies.
  • Optimising technical and commercial outcomes.
  • Promoting good SCM practice throughout the Project.
  • Manage, minimise and track cost expenditure against approved budget.


Knowledge:

  • Substantial knowledge of standard forms of contracts, conditions and conventions prevalent in the North Sea and other areas

  • Use of management systems such as Oracle, SAP, Smartplant

Procurement Specialist - Fuels/Lubricants

Our client, a leading multinational mining organization is looking to add a Procurement Specialist focusing on Diesel Fuel & Lubricants. This is a full time permanent position based in Montreal, Quebec.

This individual will manage these commodities in North America, development and deployment by providing rigorous fact based development for the category, co-strategy development with the with North American Regional Manager. Participating in negotiations to achieve supplier selection of all contracts, management and application of price and commercial performance mechanisms.

The Job

  • Monitoring the Diesel Fuel / Lubricant markets. This includes market and competitive analysis, customer demand, supply chain histories and forecasts, supplier analysis, future trend analysis, understanding of total cost of ownership and the levers or value add for the category, and infrastructure analysis.
  • Maintain knowledge of all pipeline configurations, refineries, and monitor market
    conditions. Weekly reporting with "Intermediate Microsoft Skills"
  • Managing reporting, supplier performance, and invoice management with the internal team. This includes, relationship management to ensure suppliers' strengths are fully leveraged into the supply chain and that the full contractual intent.
  • Maintaining communication with business unit representatives through weekly, bi-weekly, monthly, or quarterly meetings. Work will require flexibility and after hour communication.
  • Maintaining the highest standard of health and safety performance by implementing a personal safety plan, exhibiting behaviours consistent with zero tolerance, leading by example with colleagues, team members and suppliers and acting in accordance with HSE policies
  • Support team members to willingly contribute to the best of their ability and continue to develop over time including development of capability in continuous improvement.
  • Assisting in the management and application of price mechanisms throughout contract term.
  • Provide forecast pricing assumptions to the Category Manager for approval for BU budget purposes.


The Individual

  • Bachelor Degree in Business, Commercial, Finance or Engineering
  • Minimum of 5 - 8 Yearsof procurement & supply chain experience
  • Previous experience with multi-national companies in Mining, Manufacturing, Utilities,
    Automotive, Rail.
  • Commercially focused Diesel Fuel, Fuel Oil, Lubricant knowledge and price negotiations.
  • Knowledge of North America Diesel Fuel, Fuel Oil, and Lubricant markets and mining operations.
  • Experience with Global, corporate, cross-cultural environment.
  • Managing strategic supplier relationships on a global level or across multiple regions.
  • Development and implementation of innovative supply strategies.
  • Ability to develop analytical modelling tools and translate findings to meaningful management information.
  • Working knowledge of commercial legal contracts in some or all key supplier locations.
  • Ability to formulate and present compelling strategies and business cases.
  • Ability to achieve outcomes through influence and collaboration with others.
  • An ability to work unsupervised and be a self-starter
  • English proficiency, French would be an asset

Regional Procurement Manager

Job Role:

  • Overall management of procurement activities & resources for all different disciplines (Procurement, Subcontract, Expediting and Logistics) under the Regional Procurement Dept.
  • Ensure necessary Procurement support is provided at Regional level to all Projects, Plant & Equipment Department and Tendering Department.
  • Work under guidance, instructions and close coordination with the Corporate Procurement or relevant Category Management Team when required.
  • Strive to achieve Procedural integrity on activity under his control.
  • Ensure the budget is always aligned within corporate targets.
  • Monitor and maintain the regional KPI's
  • Provide the necessary procurement support to all Projects/Sites including but not limited to
  • Ensure the Procurement Software (APICS) is properly and fully used by all Projects, Central Facility Yards and Regional Office as per Company procedures and guidelines.
  • Ensure the key stake holders (Corporate Procurement, Regional Management, Category Leads) have been involved in the procurement process or decision making when required.
  • Ensure compliance to any local content program and propose long term vendor development grogram if required.
  • Ensure a close, continuous and efficient interface with Engineering, Project Control, Construction, Quality and Stores dept.
  • Ensure commercial, legal and contractual compliances in all the procurement transactions within the team
  • Supervise the negotiation strategies and lead commercial and contractual negotiations developed for each Project.
  • Monitor and maintain a full compliance with the Company Procurement Procedures.
  • Maintain proper management of Vendors Assessment and Supplier Performance Management in its region
  • Train team on effective procurement processes and strategy


Job specifications::

Experience:

  • Previous experience in EPC Marine Construction and/or Oil & Gas.
  • Proven experience at Department/Regional level or significant experience as procurement Manager at Project level
  • Previous experience with Middle East.
