Petroplan are looking to hire a Training and Competency Assurance Specialist to work for a major Refinery in remote Vietnam.

This will be a permanent staff role residential in country.


The primary objective of this position is to assist the Operations Excellence in scoping, developing, delivering, and maintaining Training and Competency Assurance processes, procedures, and applications

Required:

Bachelor's degree

10 years prior experience in a similar Training and Competency Assurance Role

  • Holds Cert 4 (or equivalent) in Training and Assessment.
  • Local knowledge of Registered Training Organizations an advantage.
  • Have good experience and be knowledgeable about systems:
  • Learning Management System.
  • Competency Management System.
  • Computer Based Training.
  • Working knowledge of SAP an advantage.

TA Cost Control Lead

TA Cost Control Lead is to Prepare, maintain, control the Turnaround budget, expense of Turnaround Section, and ensure its compliance with the Company budgeting process. Manages and safeguards documents generated by Turnaround Section and Maintenance Division, Contractors, and suppliers to support the Turnaround.


Responsibility

  • Responsible to monitor and report project total expenditures/ estimation including verifying and checking invoices and claims from suppliers and vendors to ensure that all project expenditures are captured and properly recorded.
  • Develop CBS (Cost breakdown structure) for TA cost, prepare Procedure/guideline for TA cost estimation and cost control.
  • Development of conceptual cost estimates in conjunction with process engineers to enable optimum economic option selection based on lifecycle costs.
  • Preparation of cost performance KPI's, dashboards and management cost data
  • Review and manage market Bench-marking to validate cost of main equipment to estimate total TA cost project.
  • Review and verify industry norms, & established KPI's and ensure cost database development.
  • Review planning and cost projections on a timely basis for cost control support for all projects. This includes variation reporting, monitoring of milestone progress payments, etc.
  • Review timely and accurate cost report updates at the end of each reporting period for the project control accounts to assure proper monthly cost report.
  • Review regular reports as directed on project cost status and cost deviations and recommend remedial actions.
  • Review regular reports as requested on project time accumulation or time budget variances and recommend remedial action if required.
  • Prepare forward looking project and business cash flow forecasts.
  • Interface with planners on the deliverables' progress to update estimate-to-complete.


Work Experience:
At least 10 years of experience in cost estimation and evaluation

Skills:

  • Communicate well in English with coworkers, supervisors, and other external partners in both speaking and writing; can handle effectively fairly complex business situations in English.
  • Competency in Microsoft applications including Word, Excel and Outlook; SAP; Maximo.
  • Strong skill in analysis and cost evaluation

Purpose

  • Identify factors affecting to lead different maintenance costs for each type of equipment, such as operation condition of equipment, process problem, engineering design, etc.

  • Consult with operation, maintenance engineers, engineering engineer, contractors, and subcontractors to improve maintenance program, optimize waste time, stand by time during conduct maintenance activities.

Description

The Cost Estimator is to assist the Cost Esurance & Cost Control Leader to prepare, maintain and track the estimation maintenance cost of Maintenance Division and ensure its' compliance with the Company budgeting process. B. Purpose

C. Responsibility

  1. Works with Project Engineering to ensure the reliability and maintainability of new and modified installations. The Reliability Engineer is responsible for adhering to the Life Cycle Asset Management process throughout the entire life cycle of new assets.
  2. Participates in the development of design and installation specifications along with commissioning plans. Participates in the development of criteria for and evaluation of equipment and technical suppliers and technical maintenance service providers.
  3. Guides efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.
  4. Professionally and systematically defines, designs, develops, monitors and refines an Asset Maintenance Plan.
  5. Develops engineering solutions to repetitive failures and all other problems that adversely affect plant operations.
  6. Applies Data analysis techniques that can include:
      • Reliability modeling and prediction
      • Fault Tree Analysis
      • Weibull Tree Analysis
      • Root-Cause Failure Analysis
      • Failure Reporting, Analysis and Corrective Action System

B. Purpose

C. Responsibility
Reports to the Reliability Manager.

  1. Develop and implement performance tools in delivering sustainable and efficient Maintenance Execution Process.
  2. Development and standardization of Refinery, Petrochemical, and Oil Movements Maintenance Work Processes.
  3. Support in driving Maintenance Organization's accountability via best practice KPI's establishment and monitoring.
  4. Establish end-to-end Maintenance Execution process improvements.
  5. Drive continuous improvement in Work Management performance of the Division via direct support to Assets and Executive.
  6. Support the section, design, implementation, and results evaluation of a Maintenance Competency Program, to include competency gap analysis and creating employee development plans to close the gaps.
  7. Assist with resolution of findings from audits.
  8. Development and optimization of corporate processes and standards including governing policies and drives continuous improvement of the process of delivering the preventive maintenance work
  9. Vendor contracting strategies.
  10. Support Maintenance Division to develop important plan for Maintenance; increment of efficiency and maintenance process.
  11. Support Maintenance Division to ensure QA/QC for maintenance activities.
  12. Other reasonable responsibilities assigned by the Reliability Section Manager
