KEY ACCOUNTABILITIES

RESULTS/DELIVERABLES

Turnaround/Maintenance Schedules
  • Works with centralized Maintenance Planning, to develop and optimize routine maintenance activities.
  • Works with Technical leads to develop and optimize project activities.
  • Coordinates schedules and applies them to the TAR standards.
  • Develops short term (weekly) maintenance schedules in conjunction with all relevant stakeholders.
  • Coordinates regular review meetings to ensure there is common understanding and acceptance for planned Maintenance & Turnaround schedules.
  • Ensures schedules are communicated to all relevant stakeholders.
  • Monitors schedule compliance and adjust as necessary. Ensure any changes are appropriately communicated.
  • Develops long term (1 - 5 Years) Maintenance schedules for selected high criticality maintenance work.
  • Manages the use and development of Maintenance scheduling tools to ensure the process is as efficient and accurate as possible.

Manage Resource Availability
  • Tracks the availability of all staff, contractors and any other critical resources.
  • Participates in weekly manpower allocation meetings.
  • Ensures supervisors are aware of the resources required to carry out the planned maintenance work program.
  • Advises supervisors where there may be a mismatch between planned work and available resources.
  • Monitors any change in resource availability and adjust schedule accordingly. Ensures any changes are appropriately communicated.

Ensures Plant Availability
  • Works with the Production Coordinator to ensure plant is available as necessary to complete the designated maintenance schedule.
  • Ensures coordination of external services, contractors, and equipment rentals.
  • Tracks any changes to nominated plant availability and adjust the schedule as necessary. Ensure any changes are appropriately communicated.
  • Ensures any plant outages for maintenance work are optimized so that all relevant work is identified and completed during a minimum number of events.

Schedule Monitoring and Reporting
  • Develops systems to monitor and record compliance with the planned schedule.
  • Produces both routine and exception reports covering maintenance scheduling issues.
  • Ensure schedule reviews focus on safety, SIMOP's, resource leveling, and efficient execution of work.
  • Reports schedule compliance issues to Maintenance management. Work with affected parties to resolve.
  • Identification and communication of critical and near critical paths and constraints.

Support the Computerized Maintenance Management System (Maximo).
  • Updates the CMMS database with changes identified by system users or as a result of plant modifications.
  • Reviews the CMMS database to ensure that it is complete and accurate. Update where necessary.
  • Identifies opportunities to extend the coverage of the CMMS database.
  • Ensures links between the CMMS and Primavera 6 are maintained.
  • Maintains familiarity with all available CMMS functions and identifies opportunities for the Maintenance dept to extend its use of the system.

Support of the Planning Function.
  • Assists with the development of plans, cost estimates and schedules for Maintenance projects and Turnarounds.
  • Work closely with the planners in job plan development and work sequences.
  • Develops detailed work schedules in Primavera for significant maintenance tasks, projects or site activities.

Overview

Our client, a privately held company based in Vancouver and an industry leader in the production of sustainable natural gas products, is seeking a Director of Health, Safety, Security, and Environmental (HSSE) to join their project team at their Vancouver office.

The project, situated approximately 7km west-southwest of Squamish, BC involves the construction and operation of a liquefied natural gas export facility with a storage capacity of 250,000 m3, capable of producing 2.1 million tonnes of LNG per year.

The Director of Health, Safety, Security and Environmental (HSSE) will be in charge of strategic leadership and management of the HSSE function. Leading a small corporate team, they will support teams in developing HSSE systems.

They will ensure organizational compliance with local, provincial and federal HSSE laws and regulations; driving safety innovation of a large scale construction project and excellence in core health and safety management systems.
Key Responsibilities
The successful applicant will:

  • Develop and lead the HSSE Management System for the company.
  • Develop, implement, and manage all Safety and Health policies, procedures, and activities to ensure a safe work environment for all employees.
  • Defines corporate HSSE objectives annually and assists site and project teams in setting objectives.
  • Implement an assurance strategy to monitor compliance against the project HSSE Execution Plan and HSSE procedures.
  • Manage incident reporting and follow-up programs, including the analysis of trends and improvements.
  • Provides oversight of incident investigations and corrective actions; ensures adequate corrective measures are implemented to prevent a recurrence.
  • Ensure that all incidents are correctly classified, investigated, and corrective actions and lessons learned are developed, closed on time and shared within the company.
  • Collect and analyze HSSE data and develop goals, dashboards, and metrics to track effectiveness and areas of improvement.
  • Play a lead role in developing and managing ERP through support to site and project teams.
  • Review and approve contractor's health and safety management plans and safe operating procedures to ensure that controls are in place to achieve the lowest acceptable risk to eliminate or control the risks associated with the tasks.
  • Lead, facilitate and implement project hazard analysis and risk assessment process across the company.
  • Develop and drive current and future sustainability and ESG programs.
  • Stay abreast of changes concerning health and safety regulations; keep necessary leaders informed of changes.
  • Develop and lead the Governance and Assurance programs.
  • Provide advice, strategies and problem solving to project personnel on all health and safety issues to achieve the goal of 'no harm' during construction.


Required Experience

  • Degree in Occupational Health & Safety or another relevant discipline.
  • Fifteen (15) or more years of progressive Health & Safety management experience.
  • 5 years of proven leadership/managing direct reports experience is required.
  • British Columbian HSSE experience is highly advantageous.
  • Experience in setting up HSSE systems, processes, tools and policies in construction and heavy civil type industry.
  • Ideally, experience in a resource-based company (oil and gas, mining, extraction).
  • Related Professional Certification an asset (e.g. CRSP).
  • Extensive knowledge of H&S management systems and their implementation within a site/construction setting.
  • Proven advanced auditor skills and certification(s) are essential.
  • Ability to independently assess the functional performance of a safety management system, and develop implementation gap closure plans.
  • The ability to understand the process flow and process improvement is an asset.
  • Excellent knowledge of Federal, Provincial, and local health and safety regulations.
  • Strong time management, written/verbal communication, and digital technology skills.
  • Ability to travel as needed, up to 25% .

Our client, a privately held company based in Vancouver and an industry leader in the production of sustainable natural gas products, is seeking a Workforce Development Manager to join their project team at their Vancouver office.

  • Partner with cross-functional departments to develop strategies to prepare the company, the community and the workforce for jobs during construction and operations.
  • Support Human Resources and our Operational Readiness teams in the development of programs and strategies for operations-specifically geared towards training and development of the local workforce.
  • Engage First Nations, the broader community and educational institutes to ensure programs and services are in place to enable access to training.
  • Responsible for developing programs and services related to employment training, work readiness activities and job placement of individuals.
  • Work with our partners, stakeholders and other members of the team to remove barriers to employment.
  • Identify training and development needs across the company and develop programs to remove gaps in training and development.
  • Responsible for keeping up-to-date on new trade technology, certifications, methods and procedures across the industry.
  • Plan, budget, manage and oversee a collection of workforce development initiatives geared towards the training, development, capacity building and hiring of first nations and local community members.
  • Work with department leadership in developing and implementing department and agency strategic priorities and desired outcomes for the workforce development initiatives.
  • Develop and conduct outreach and education to public agencies to gain interest and buy-in to implementing programs and initiatives to build capacity within the local community for roles during construction and operations.

Required Experience

  • A college or university degree or completion of a recognized trades' program.
  • Ten (10) or more years experience in a workforce development capacity or learning or training capacity within British Columbia with many years working with trades.
  • Advanced and specialized knowledge of construction trade agreements is a vital asset.
  • Advanced knowledge of apprenticeship programs in B.C., ideally within the heavy industrial, construction or another relevant industry.
  • Knowledgeable in the construction industry, construction apprenticeship and pre-apprenticeship programs would be advantageous.
  • Ideally, an understanding of Project Labor Agreements and Community Workforce Agreements.
  • Passionate about removing obstacles/challenges facing workers, particularly underrepresented workers, First Nations and minorities.
  • Strong communication, interpersonal, report writing and customer service skills.

The project, situated approximately 7km west-southwest of Squamish, BC involves the construction and operation of a liquefied natural gas export facility with a storage capacity of 250,000 m3, capable of producing 2.1 million tonnes of LNG per year.

Reporting directly to the Permitting Manager, the successful candidate will oversee execution of the permitting and environmental management strategy for the Project. They will take complete ownership over the Constructions and Operations approvals require for the LNG Facility development.
In the role of Permitting Specialist, you will be an integral part of our client's dynamic team, responsible for executing the permitting and environmental management strategy for the Project. The successful candidate will report directly to the Permitting Manager and take ownership over implementing the Construction and Operations approvals required to facilitate LNG Facility development.
Key Responsibilities:
The successful applicant will:

  • Lead the development of regulatory permitting applications in collaboration with internal and external project team members.
  • Support development of discipline-specific environmental management plans consistent with approvals and Project requirements.
  • Manage and work collaboratively with the Business Unit to advance key permit strategy elements in support of external engagement and consultation.
  • Support the development and execution of scopes of work related to engineering design and construction in compliance with regulatory requirements, permit conditions, and environmental management requirements.
  • Inform and advise key team members on baseline and monitoring programs to support permits, compliance requirements and mitigation effectiveness verification.
  • Develop and maintain effective relationships with external parties, including regulatory agencies, Indigenous Groups and stakeholders, as it relates to the regulatory activities of the Project.
  • Participate in implementing the compliance management system (e.g. Borealis) to track and ensure compliance with Project regulatory and environmental commitments and conditions.
  • Develop, maintain and achieve schedule milestones and budget objectives for permitting activities
  • Identify major Project permitting risks and develop appropriate mitigation measures to ensure permits and approvals are secured.
  • Provide leadership through a personal commitment to influence overall safety behaviour and a culture of environmental compliance; demonstrates compliance with company HSE policies and guidelines.

Required Experience

  • University Degree in an environmental discipline (e.g. environmental science, environmental engineering, biology, ecology, resource management).
  • At least five (5) years of experience in a permitting role for large natural resource or infrastructure projects in Western Canada, with a preference for British Columbia.
  • Involvement in tracking and ensuring, and assessing compliance with environmental requirements.
  • Working with regulatory agencies at Municipal, Provincial and Federal levels.
  • Working within large multi-disciplinary and multi-cultural teams.
  • Overseeing the work of environmental consultants.
  • Experience conducting consultation with First Nations.
  • Proven ability to work with a culturally diverse group of people, including Indigenous Groups, with a cooperative team-orientated approach.

Our client, a privately held company based in Vancouver and an industry leader in the production of sustainable natural gas products, is seeking a Site Procurement Specialist to join their project team on-site near Squamish, BC.

Reporting to the Procurement and Contracts Manager, the successful applicant will conduct full life-cycle procurement activites, from planning and strategy to ongoing maintenance and renewals for materials and services. They will also be a key representative for the client, supporting Indigenous engagement initiatives and fostering relationships with the local supply community.

Key Responsibilities
The successful applicant will:

  • Lead all procurement and contracting activities in support of client needs - Understand internal needs and external market, develop go-to-market recommendations and execute commitments using established procedures and standard documents/forms.
  • Analyze suitability of potential suppliers following company vendor qualification criteria. Maintain records of approved, current and potential suppliers by commodity or service.
  • Develop and lead formal Requests for Proposals for long-term commitments and sizable purchases.
  • Performs pre-bid and pre-award meetings.
  • Analyzes suitability of bids dependent on time constraints, cost and quality assurance.
  • Prepares bid evaluations and seeks appropriate approvals of awards.
  • Monitor and report on the status of procurement and contract completion for activities of the team members you are supporting.
  • Supplier Performance Management - ongoing support of contract management plans and the coordination of managing key performance indicators.
  • External Stakeholder Engagement - Lead interactions and manage deliverables with key external stakeholders related to procurement & contract planning and activities.


Required Experience

  • 5 years of supply chain functional experience or working knowledge of procurement & contracts systems, including working with external suppliers and contractors.
  • Knowledge of commercial terms and conditions and procurement activity in the Canadian marketplace.
  • Procurement/supply chain Undergraduate degree and professional certification are desirable.
  • Previous exposure to oil and gas industry projects/operations is an asset.
