The Role:

In this role you will lead the company's proposal function overseeing the administration and delivery of an effective proposal and work winning process. The role will provide strategic direction, adherence to procedures and manage the bid submissions for competitive tenders.

The role will cover the full range of proposals and bids that the company undertakes including Renewables, Oil & Gas and Energy Transition. These bids will be focused in the UK but for renewables will involve international tendering and the associated expertise associated with such.

Scope of Responsibilities:


Responding to the company's growth pipeline you will join a team already exploring a strong pipeline of projects in the offshore wind and OGET sector. The ideal candidate will use their previous experience of developing successful bid strategies and play a key role in the enhancement of the business development strategy and the company's growth.
  • Lead and be responsible for devising and implementing bid strategies to ensure the business wins deliverable and value accretive options.
  • Oversee the delivery of tender documentation and other milestones as part of the bid strategy and auction rules.
  • Identify risks in the bid strategy and develop solutions to overcome.
  • Subject matter expert internally on the current status of proposals
  • Provide expert input into the delivery strategy of project bids ensuring quality, value and high safety standards are maintained.
  • Create a winning culture that drives growth in the team and business.
  • Co-ordinate across the project team the Bid Preparation Strategy to identify and determine the required programme of work against bid success factors.
  • Ensure compliance with all client bid requirements and forms of bid.
  • Ensure the quality of the proposals in line with corporate requirements.
  • Determine and implement how projects can maximise scoring against tender criteria (e.g. stakeholder mgmt. criteria, capability criteria, local supply criteria, etc.), evaluate potential trade-offs.
  • Prepare manage and submit tender documentation including pre-qualification requirements and bid submissions.
  • Commercial awareness
  • Proven experience leading and winning bids in the offshore wind industry, within budget and quality.
  • Experience working for a successful EPC or Wind developer/Oil operator or industry contractor with international project / team experience in Europe, the Far East and USA.

Purpose of the Role

Lead E&I ensures follow up of all electrical, instruments and automation related equipment within the assets; leads engineering studies. Makes recommendation to ongoing production issues and bottlenecks as well as conceptualizes solutions for new projects.

Job Function

  • Contribute to efficient project execution, selection of E & I systems and equipment and support other disciplines in their interdisciplinary deliverables/ tasks. Assist the project team to achieve project goals.
  • Prepare and Review bid documentation and give input to tender team regarding pricing, scope and planning.
  • Review of specifications, requirements and project scope
  • Establish Control Philosophy together with assistance from Process group
  • Communicate with Process group regarding tagging, control and instrumentation related to the P&ID's.
  • Develop and keep track of Instrument Index.
  • Review and when necessary, establish Automation system (DCS, PLC, etc) specification and IO requirements
  • Determine IO count, single line diagram and specification for Automation system
  • Review and optimise deliverables like, Power Consumption list, Interconnection Diagrams, Instrument Datasheets, Functional Logic Description etc.
  • Technical input to Procurement group and evaluation of RFQ's
  • Review supplier documentation
  • Assist other disciplines and package engineers with E&I support whenever needed.
  • Participate in HAZOP's, SIL reviews, FAT etc as required by project.
  • Interact with subsidiaries through project-approved channels clarifying technical issues and writing Technical Queries if necessary.
  • Interface with other disciplines, vendors, and required parties with E & I engineering input in support of activities in design of equipment, component and process systems.

OVERVIEW OF THE ROLE

  • Support SCM tendering Activities
  • Manage procurement of complex "engineered" materials and/or services as allocated by the Project SCM Manager and ensure materials/services are delivered as per the Project Procurement Plan requirements (Time, Cost, Quality).



Specific Key Responsibilities & Activities
Tendering Support

  • Support SCM Tender Lead by driving the RFQ process in order to timely obtain the required details for the assigned RFQ and issue it in line with the strategy defined by the SCM tender lead.
  • Propose alternative suppliers and specifications based on a cost effectiveness
  • Challenge Engineering requirement and spare philosophy
  • Propose the Tender Suppliers Bidders List based on Company approved Suppliers Lists and based on approved SCM strategy within the Tender.
  • Perform commercial and contractual analysis, schedule evaluation of bids and "Total Cost Of Ownership" based recommendation with related buy out or cost increase depending on evaluation of the market evolution.



Project Support
Pre-Award

  • Coordinate with in-house departments to ensure all requirements are included in pre-qualification and tender documents - including flowdown -and prepare/issue the Request for Quotation to the suppliers of the Bidders lists.
  • Perform commercial and contractual analysis, schedule evaluation of bids, and incorporate technical evaluation from Engineering, QA, QC & HSE.
  • Finalise the bid summary and make recommendations to the Project SCM Manager and to the Project Manager for technically acceptable solutions.
  • Perform commercial negotiation and ensure the best deal for the company.



Award management

  • Prepare the Supplier Commitment Approval (SCA) and the contractual deviation matrix.
  • Maintain the Project Procurement Plan up to date.
  • Initiate & expedite the PR & PO process in SAP.
  • Update Procurement Plan and budget basis
  • Validate with other department man plan for Technical and QHSE supports
  • Update transportation plan



Post Award Management

  • Is the single Point of Contact with the Supplier and act as "PO Owner" up to delivery to the site team
  • Coordinate all supporting activities with Engineering and QHSE.
  • When dealing with Category related PO, report to Category Lead for any evolution of the PO
  • Organise the Kickoff Meetings with Vendors, ensuring in particular that instructions related to Vendor documentation and to the administration of the Award are clearly explained and understood.
  • Implement PO Cards and Progress Cards
  • Challenge Supplier Documentation List to the sole relevant document.
  • Is accountable for the timely review and approval of Supplier documentation
  • Organise Pre-Production Meeting
  • Update SCM schedule and Procurement plan with progress and delivery dates
  • Ensure that transit requirements are considered, that actions and information to transit team is made or given in due time and that the product is effectively delivered without delay.
  • Ensure all actions are taken against QC issues raised, make sure all alarm and NCR are treated.
  • Report weekly or according to project requirement, on progress and opportunities.
  • Manage commercial and financial issues arising from his/her assigned subcontract or Purchase order-negotiate all Variation/change Orders and provide regular cost forecast of PO/subcontract
  • Check Suppliers invoices and the final account obtain the corresponding close out certificate from Suppliers and issue the as-built revision of the Award.



Department Support

  • Highlight all discrepancies in SCM processes, identify related risks and propose actions to minimize such risk.
  • Ensure feedback and supplier performance evaluations upon completion of works -Supplier performance assessment, and Lessons Learned reports.

  • Degree in a relevant discipline (Engineering or Business) or qualified by Experience
  • Experience within the oil and energy industry, preference for subsea project experience.
  • Is "cost saving" oriented, and capable of challenging requests.

Project Operations Engineer

SPECIFIC KEY RESPONSIBILITIES & ACTIVITIES
Projects support

  • Prepare, review and comment Technical Documents (procedures, drawings, rigging and sea fastenings design, schedules, etc⣦) to support operations.
  • Participate to the definition of the required offshore spread for the project/tender including construction vessels, support and transportation vessels.
  • Liaise with SCM to select 3rd party vessels and operations related services and assets by preparing SOWs and reviewing technical offers.
  • Participate to installation feasibility reviews and HIRAs and provide operational input to the Engineering and Planning functions.
  • Support the POM in all the vessels readiness activities:- drive and monitor the progress of Marine Assurance on assigned vessels.
  • review vessels POBs (including project personnel and 3rd parties) and organise the manning of chartered vessels with the support of Crewing.
  • responsible for ensuring that the installation spread has full support, in terms of Logistic, Transportation, Safety, & Certification etc.
  • Support the POM in developing the baseline Project schedule.
  • Ensure 3rd party services costs and planning are tracked and monitor their cost base.
  • Assist Project/Field Engineers on vessel readiness and during mob/demob activities.
  • Plan and coordinate activities in yards and at quaysides to deliver the assigned scope.
  • Ensure that project equipment is mobilized/demobilized in an efficient and timely fashion.
  • Supervise material tracking activity through the project's material tracker, and ensure equipment inspection, readiness, delivery, tracking & demobilisation.
  • Liaise with the in-country team to ensure operations are planned and run efficiently.
  • Assist in the co-ordination of the logistic support activities, (Freight forwarding, Shipping, OPL), through the in-country logistic organisation.
  • Support HSE initiatives/activities to ensure that the work will be done safely and efficiently.Provide input to the Project Operations Debrief Report and to the lessons learnt.


Tenders support

  • Identify the key Operations deliverables and establish the platform to support an effective tender submission through development of the schedule, cost comparisons, vessel and personnel operational requirements.
  • Liaise with the Pursuit team and the Tender Lead to develop the tender operational strategy.
  • Coordinate and consolidate all inputs from multiple disciplines (Engineering, SCM, Fabrication, Operations, etc⣦) to support the development of the operational planning.
  • Think out of the box to improve the offshore schedule and make the most of the constraints.
  • Define requirements and produce SOWs for 3rd party vessels and assets chartering/hiring.
  • Support the estimators in producing costing for the tender and its options.
  • Liaise with Engineering and VOMs to define vessels POBs and provide input to Estimating.
  • Throughout the tender ensure:- adherence to tendering procedures and processes and maintain traceability throughout the tender and post tender clarification and negotiation phases;- adherence to operations department ways of working to organise the activities and store the tender experience for future use/handover to project team
  • Support the Tender Lead with the preparation of presentations for gate reviews with the GPC&AP management team and Executives.
  • Support the tender lead and region with the post submission clarifications and negotiations.
  • Organise and host meetings with the disciplines to facilitate the offshore schedule review.
  • Identify and constantly update the key Operations related risks throughout the tender.

  • The successful candidates shall have/be:
  • Extensive offshore experience having worked onboard pipelay/construction vessels (ideally previously Field Engineer or similar).
  • Knowledge of subsea construction, onshore fabrication recommended.
  • Able to demonstrate commitment to HSE and keen to promote safe practices.
  • Skilled in the co-ordination of multiple interfaces across functions.
  • A strong work ethic, willing to working in highly changeable environments, meeting tight deadlines whilst delivering high quality outcomes.
  • Committed to collaborative working in a multi-location team environment.
  • Mobility to travel to all international locations for short business trips or missions.
  • Fluent in English. Knowledge of French/Portuguese would be an advantage.
