Client is seeking a Project Engineer - Civil Demolition to lead and manage the hazard assessments, scoping and detailed planning and execution of the demolition of several buildings and miscellaneous facilities within the Client's LNG site. The successful candidate reports directly to Pre-Construction Works Project Manager and will play an essential part in supporting the company's engineering and senior management team. This is a 1-year termed employment.
Responsibilities
* Ensuring safety compliance to Client LNG's Occupational Health and Safety programs; promote a true HSE culture leading by example and actively participating in all aspects of supporting the development of safe work plans, JHA, reporting, corrective actions, etc., as required
* Ensure compliance to - Client LNG's Environmental Management Plans and contractor meets permit requirements set forth by stakeholders, environmental agencies and district of Squamish
* Support QA/QC requirements and work with Project Management Team (PMT) Quality Management

Turnover and Handover Coordinator

The Turnover and Handover Coordinator will report to the site QA/QC Superintendent and support projects in Alberta and British Columbia projects on a two week on/two week off schedule.
Responsibilities are as follows:
* Ensures the contractor quality and commissioning records, acceptance certificates, mechanical completion certificates and the documentation for specific systems and buildings/areas are prepared and collated in accordance with project requirements
* Administers and maintains completion management software
* Coordinates with the planning and scheduling department to ensure milestone dates are understood for each turnover and handover area/system
* Coordinates with the site QA/QC and commissioning for the completion of as-built turnover and handover documentation
* Resolves any discrepancies between the completed milestone, quality and commissioning documentation
* Coordinates with the commissioning department to define the scope of work and develop system component (tag) lists
* Assist the site subcontractors to compile turnover dossiers as required
* Provide turnover and handover progress information for incorporation into project reports
* Monitor hydrostatic test packs for incorporation into the completion management system
* Consider the implications of delays in QC as-built turnover documentation and bring to the attention of the site QA/QC manager
* Monitor and control the status of punch list and exception lists relevant to quality dossiers and walkdowns
* Attend the weekly QA/QC, and commissioning meetings
* Coordinate any inconsistencies with test packages with the field QC site inspectors

Basic Purpose/Accountabilities

* Work closely to manage existing contracts and contractor performance

* Lead/facilitate the development and implementation of procurement and contract strategies for Minor and Brownfield Capital expense requirements
* Develop Brownfield and Minor Maintenance Projects (MMP) strategies that are fit for purpose for multiple stakeholder groups and have an enterprise view
* Ensure compliance with the systems, policies, procedures, and agreements where applicable
* Develop and lead sourcing strategies to align multiple discipline goals and objectives to create value and ensure local and corporate compliance

Specific Contract Formation Responsibilities (pre- award)
* Execute vendor pre-qualification process
* Prepare Tender Evaluation Plans
* Prepare commercial contract exhibits
* Prepare and issue RFP documents (i.e., contract exhibits and RFP proposal forms); this includes interfacing with all contract exhibit/proposal form Owners')
* Lead and single point of contact throughout the Tender process
* Lead and facilitate commercial meetings (i.e., RFP kick-off, clarification meetings etc.)
* Lead Terms & Conditions negotiations
* Prepare Recommendation for Award
* Execute Contract Documents
Specific Contract Administration Responsibilities (post award)
* Change Management - review, validate contract change requests, amendments, and claims
* Coordinate with site owners and support functions
* Coordinate proper closeout of assigned contracts per the closeout procedure
* SCM point of contact for internal audits to ensure that all documentation pertaining to the contracts is current and accurate
Required Skills/Competencies
* Minimum college diploma in Business Administration, Law, or Supply Chain disciplines
* Minimum 5 years of Supply Chain/Contracting experience preferably oil and gas industry
* Enhanced software application skills (Microsoft Word, Excel, and SAP)
* Demonstrated knowledge of contracting terms and conditions, clauses, scope of work and compensation schedule development
* Commercial experience / expertise, and strong negotiation planning skills
* Effective time management & strong organizational skills
* Keen attention to detail & adherence to quality work
* Experience with electronic contracting software
* Effective interpersonal communication skills with the ability to build & maintain effective, trusting relationships with internal stakeholders. Strong influence, facilitation & networking ability.
Preferred Qualifications
* Participation in IACCM (International Association Contract and Commercial Management) and/or SCMA (Supply Chain Management Association of Alberta) is an asset.
* Significant experience in Contract formation management with demonstrated ability to effectively use procurement and contracting knowledge to add value
* Knowledge of Upstream Canadian exploration and Production operations
