Overview

Our client, a privately held company based in Vancouver and an industry leader in the production of sustainable natural gas products, is seeking a Director of Health, Safety, Security, and Environmental (HSSE) to join their project team at their Vancouver office.

The project, situated approximately 7km west-southwest of Squamish, BC involves the construction and operation of a liquefied natural gas export facility with a storage capacity of 250,000 m3, capable of producing 2.1 million tonnes of LNG per year.

The Director of Health, Safety, Security and Environmental (HSSE) will be in charge of strategic leadership and management of the HSSE function. Leading a small corporate team, they will support teams in developing HSSE systems.

They will ensure organizational compliance with local, provincial and federal HSSE laws and regulations; driving safety innovation of a large scale construction project and excellence in core health and safety management systems.
Key Responsibilities
The successful applicant will:

  • Develop and lead the HSSE Management System for the company.
  • Develop, implement, and manage all Safety and Health policies, procedures, and activities to ensure a safe work environment for all employees.
  • Defines corporate HSSE objectives annually and assists site and project teams in setting objectives.
  • Implement an assurance strategy to monitor compliance against the project HSSE Execution Plan and HSSE procedures.
  • Manage incident reporting and follow-up programs, including the analysis of trends and improvements.
  • Provides oversight of incident investigations and corrective actions; ensures adequate corrective measures are implemented to prevent a recurrence.
  • Ensure that all incidents are correctly classified, investigated, and corrective actions and lessons learned are developed, closed on time and shared within the company.
  • Collect and analyze HSSE data and develop goals, dashboards, and metrics to track effectiveness and areas of improvement.
  • Play a lead role in developing and managing ERP through support to site and project teams.
  • Review and approve contractor's health and safety management plans and safe operating procedures to ensure that controls are in place to achieve the lowest acceptable risk to eliminate or control the risks associated with the tasks.
  • Lead, facilitate and implement project hazard analysis and risk assessment process across the company.
  • Develop and drive current and future sustainability and ESG programs.
  • Stay abreast of changes concerning health and safety regulations; keep necessary leaders informed of changes.
  • Develop and lead the Governance and Assurance programs.
  • Provide advice, strategies and problem solving to project personnel on all health and safety issues to achieve the goal of 'no harm' during construction.


Required Experience

  • Degree in Occupational Health & Safety or another relevant discipline.
  • Fifteen (15) or more years of progressive Health & Safety management experience.
  • 5 years of proven leadership/managing direct reports experience is required.
  • British Columbian HSSE experience is highly advantageous.
  • Experience in setting up HSSE systems, processes, tools and policies in construction and heavy civil type industry.
  • Ideally, experience in a resource-based company (oil and gas, mining, extraction).
  • Related Professional Certification an asset (e.g. CRSP).
  • Extensive knowledge of H&S management systems and their implementation within a site/construction setting.
  • Proven advanced auditor skills and certification(s) are essential.
  • Ability to independently assess the functional performance of a safety management system, and develop implementation gap closure plans.
  • The ability to understand the process flow and process improvement is an asset.
  • Excellent knowledge of Federal, Provincial, and local health and safety regulations.
  • Strong time management, written/verbal communication, and digital technology skills.
  • Ability to travel as needed, up to 25% .

Sr Document Control Coordinator
Location: Calgary or Edmonton
Contract: Initially 12 months, with a view to extend
The Document Control Coordinator must have knowledge and experience working on Gas, Liquids, Power projects. High level understanding of each commodity's documentation and turnover process requirements. Demonstrate advanced knowledge of a variety of information management tools, including SharePoint Online, PowerBI, and Bluebeam.
Accountabilities
Provides operational support by:

  • Providing Information Management Support for Gas, Liquids, Power commodity projects. Supporting and communicating document management requirements throughout a project.
  • Working independently in a fast paced environment and on multiple projects at once.
  • Taking initiative to solve problems that arise and provide resolutions.
  • Advanced understanding of SharePoint architecture, permissions groups, library architecture, and access troubleshooting for internal and external stakeholders.
  • Utilizing multiple reporting methods and tools such as PowerBI to effectively communicate the progress of records throughout the lifecycle of the project to key stakeholders.
  • Interpreting project updates and milestones and advising management of any impacts for document management activities.


Provides first level specialized and technical project support and leadership to a project management team by:

  • Interpretation of project-specific business requirements, ensuring alignment with project lifecycle gating methodologies and compliance standards for records turnover to the proper Business Authorities.
  • Recommending improved processes for project Data Management teams when reviewing their Data Management Checklist and processes to ensure continual improvement.
  • Providing expertise in integrating existing information management tools with other applications (SharePoint, Excel, Word, PowerBI, Bluebeam, etc.)


Scope

  • Manages effective process communication with internal team members to provide overview of document control procedures and project record status
  • Coordinate internal and external Project team meetings and training sessions.
  • Interfaces with other internal project document control personnel to ensure consistency in approach with document control procedures and to leverage off existing practices.
  • Interfaces externally with engineering consultants' document control personnel to ensure document control procedures are implemented and being followed.


Required

  • Information/Business Analysis/Records Management Diploma or comparable post-secondary education and related experience.
  • Minimum of three years of working in a project environment or related equivalent experience.
  • Ability to work independently and with minimal supervision.
  • Strong computer skills are required with proven proficiency in Microsoft Office Suite, OneDrive, Teams, PowerBI, SharePoint, Knowledge of Nintex Forms and Workflows.
  • Experience and/or developer knowledge of SharePoint and/or other document control systems.
  • Strong data analysis, with experience in visual design and development utilizing Microsoft Power BI.
  • Motivated team player, able to work with team members to meet deliverables.

Enterprise Category Management - Senior Advisor
Contract: 12 months with a view to extend

Responsibilities include:
* Manage end-to-end Category Management process of assigned categories in support of Information Technology and the Corporate Project Management Office.
* Assess risk and support the development of enterprise category strategies in partnership with budget owners to achieve overall objectives
* Develop and maintain a network of stakeholders at the enterprise level
* Support the annual & long-term strategic planning and budgeting of the Information Technology Projects and Managed Services portfolios to secure supply of goods and services
* Leverage spend data, business requirements, external market data, and other necessary information to develop category strategies and influence implementation
* Lead and manage all aspects of complex sourcing initiatives including RFx activities, development of negotiation strategies and recommendations to award
* Develop negotiation plans and lead stakeholders through the negotiation process
* Review, interpret, analyze, draft and negotiate complex Information Technology contracts
* Drive post-award value through effective contract & supplier performance management
