Project Controls Manager (Contract)
Location: Papua, Indonesia
Status: Single
Rotation 8 week on, 3 weeks off.

Manages and oversees project controls functional area for very large multidisciplinary high risk capital engineering and construction projects. Responsible for project planning and scheduling, cost estimating and monitoring, progress measurement, risk management and reporting. Manages project controls personnel. Responsible for establishing operating policies to mitigate risk. Provides guidance and consultation for project managers and corporate management. Experienced with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.

Essential Functions:

  • Guide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns and potential mitigations.
  • Interact with the Project Management team and Corporate management team and participate in regular project meetings. Gather information and prepare reports and presentations of information as needed on the project.
  • Identify and communicate design changes, scope changes and schedule slippages and potential impacts and participate in the identification of mitigations. Ensure trends of cost and schedule are identified, manage change management process and communicate and suggest corrective actions.
  • Coordinate with cross functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts and construction on concepts and relationships to the scope of work and ensure adherence to safety and quality standards.
  • Oversees project baseline process for cost, schedule and progress and ensure all project systems are implemented according to process and company standards and procedures.
  • Ensure full implementation of company processes and procedures as well as industry best practices with regards to project controls on the project following the company project stage gate process.
  • Establish risk management protocol which includes identification, documentation, mitigation and tracking of potential risks on the project. In addition determine potential cost and schedule/progress impacts of potential risks as they are identified.
  • Ensure the accuracy of reported progress percentage based on the rules of credit established within the project. Develop progress measurement process for required scopes of work.
  • Establish and manage project schedule development, review and update processes and to ensure accuracy and alignment with the overall master schedule.
  • Manage and ensure all project required reporting is pared and submitted as per approved reporting schedule for the project.
  • Mentor and lead a large staff of project controls team members, ensure project is staffed appropriately, conduct regular staff performance reviews and manage any staffing issues that may arise.

Job Scope

  • Level of interaction: Leads the department with interaction with external piers in various departments, responsible for cross coordination between groups.
  • Autonomy/decision making: Works under very limited to no supervision and has latitude to set objectives, priorities and timelines
  • Budgetary responsibility: Has moderate budgetary responsibility
  • Managerial responsibility: Leads large multidisciplinary project controls team

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Business or related fields and twelve (12) years' experience in Construction Management, at least eight (8) years of experience in a leadership role in project controls OR
  • High School diploma or GED and sixteen (16) years' experience in engineering, construction, project controls or business related field with at least eight (8) years of experience in a leadership role in project controls

Preferred Qualifications

  • Leadership ability and strong management skills
  • Proficiency in Microsoft Office Word, Excel and Outlook
  • Strong communication skills both verbal and written
  • Strong analytical skills
  • Ability to multi-task in a high paced project environment
  • Experience with ERP system, estimating software, SAP and EcoSys is preferred
  • Understanding of accounting functions and systems
  • Experience with cost control including project estimating, forecasting and cost management including reporting
  • Strong understanding of Primavera and with overall planning process and best practice on capital mining projects
  • Construction experience with an ability to maintain awareness of occupational hazards and safety precautions in a construction environment
  • Experience with mining construction projects, especially in Asia
  • Bahasa language skills is a plus

Area Commissioning Manager (Contract) - Smelter Project
Location: Surabaya
Project: 18-24 months
Rotation: 8 weeks on 3 weeks off

Description
This contractor position will be located near Surabaya, Indonesia with potential travel to engineering and technology providers offices in Japan and Finland. This position will report to the Commissioning Manager.
Responsible for direction, planning and management of the commissioning phase of capital projects, beginning in the early phases of project definition with project execution planning, phasing and scheduling, and continuing throughout the erection and commissioning phases of the project. The scope of this position includes the performance evaluation of facilities, systems, and assemblies to ensure they meet defined objectives and criteria. Manages the all inclusive quality-oriented process for the planning, delivery, verification, and managing risks to critical functions.

  • Responsible for planning, developing and implementing comprehensive commissioning plans, manpower resources and managing the pre-commissioning and commissioning effort effectively as required for start-up of capital projects.
  • Works with EPCM contractor to obtain pre-commissioning plan to be used as the basis for the wet/ore commissioning and start up plan.
  • Reviews a P&IDs, design drawings and specifications to fully understand designated project areas and pre-commissioning systems and subsystems. Understands structure of turn over packages as defined on markup P&ID's and flow sheets furnished by the EPCM. Provides input as needed on TOP structure to EPCM as required to ensure logical turnover sequence.
  • Reviews all scope outside EPCM battery limits for items to be supplied by owner. Any interface items required for successful plant startup such as power supply, water supply, control system design and supply, reagents, raw material feed supplies, ancillary systems, etc, shall be included in the integrated commissioning plans as well as an integrated construction and mechanical completion milestone schedule.
  • Collaborates with Construction Managers and discipline Superintendents to understand construction sequence and upcoming areas for pre-commissioning and commissioning.
  • Develops commissioning schedule, plans, and procedures and conducts punchlist inspections.
  • Ensures that all commissioning activities are captured in the project systems and works with Document Controls to prepare turnover package documentation.
  • Directs the activities of consultants and contractors.
  • Performs other duties as required.

  • Proficiency in Microsoft Office Word, Excel and Outlook
  • Experience with project commissioning planning on mining smelting process facilities projects and/or same experience in heavy industrial projects.
  • Strong communication skills both verbal and written
  • Ability to multi-task in a high paced project environment
  • Fluency in Bahasa language would be a plus
  • Reports to the Project Director onsite and functionally to the Director Commissioning

This contractor position will be located in Indonesia

Responsible for project planning and scheduling, monitoring, progress measurement, risk management and reporting. Manages planning team members reporting to the Project Controls Manager. Participates in establishing operating policies to mitigate risk. Provides guidance and consultation for project team members. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks.

Essential Functions:

  • Guide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns and potential mitigations
  • Interact with the Project Management team and Corporate team in the development of the project schedule and participate in regular project meetings. Gather information, conduct analysis and prepare reports and presentations of information to communicate potential issues and concerns as needed on the project. Integrate multiple schedules into a master project schedule.
  • Identify, determine and communicate design changes, scope changes, schedule slippages and potential impacts and participate in the identification of mitigations. Ensure trends of cost and schedule are identified, well documented and ensure the change management process is followed and communicate and suggest corrective actions
  • Coordinate with cross functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts and construction on concepts and relationships to the scope of work.
  • Manage project baseline process for schedule and participate in progress measurement as well as forecasting of final schedule throughout the project. Ensure all planning is conducted in accordance with company standards and procedures and that schedule version control processes, policies, and procedures are followed.
  • Analyze critical path and constraints to determine effect of changes to schedule and recommend mitigations and potential work-arounds
  • Participate in risk management; this includes identification, documentation, mitigation and tracking of potential risks on the project. In addition determine potential schedule/progress impacts of potential risks as they are identified
  • Mentor and lead other project planner/scheduling members, ensure project planning team is staffed appropriately, conduct regular staff performance reviews and manage any staffing issues that may arise
  • Conduct analysis to determine alternative courses of action or recovery on slippages identified in schedule

Language Skills, Certifications and/or Training

  • Fluency in English
  • Broad knowledge of the principles and practices of heavy industrial construction
  • Ability to research and analyze information of considerable difficulty and draw valid conclusions
  • Skill in effective communication, both verbal and written, including the ability to actively listen and to adapt behavior and communication style based upon the audience
  • Ability to develop and maintain awareness of occupational hazards and safety precautions
  • Skill in following safety practices, and recognizing, controlling and/or eliminating hazards Ability to build trust and credibility with employees/peers and establish common goals and expectations

Preferred Education and Experience:

  • Experience with construction of metal mining operations, especially with regards all disciplines of construction.
  • Experience with construction mega projects.
  • Preferred experience working on Combined Cycle Power Plants and/or LNG projects.
  • Experience with cost estimating for civil projects, project scheduling and project controls
  • Skilled in related scheduling software (Primavera, MS Project, etc. )

Contracts Manager I - Lead (Contract)

This contractor position is on a temporary basis and will be located in at the PTFI jobsite near Papua, Indonesia
Manages all contracts for assigned capital projects from conception through execution and completion. Responsible for post contract administration and management of all contract matters relating to the obligations and duties of both parties. Reports to the overall contracts manager for the project program.
Essential Functions

  • Analyzes all contracts including the conditions, scope, and other Works information to identify requirements and deliverables and to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work. Makes recommendations to the Project Managers on the mitigation of these risks. Closely monitors and supports remedial actions and recommends appropriate actions.
  • Develops and manages appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Supervises and provides guidance to other project team members to ensure technical competence and consistency of administration across several contract packages and to ensure that customer-related actions or inactions which could result in constructive contract changes are identified and make recommendations on their resolution.
  • Develops and manages procedures to recognize and identify contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate.
  • Maintains a good working relationship with Construction, Engineering, Project Controls, Procurement, Legal, Project Management and Risk Management to facilitate organizational interfaces to support contract administration.
  • Provides the Project Contracts Manager with reviews and analysis of the contract commitment data and payments position and assists Project Controls with the in the development and maintenance of overall cost management.
  • Responsible for adherence to contract insurance provisions and ensures implementation of all requirements.
  • Ensures the requirements of good corporate governance is understood by members of the Project Management team and takes early actions to correct any deviations from good governance practices.
  • Provides reporting, ensures technical competency and consistency across all projects and provides information and guidance to the Project Management team.

  • Work involves frequent travel, international assignments, and relocation to the site of work
  • Proficient in the use of personal computers in a business environment. MS Word, Excel, Outlook, Teams is essential

  • Experience with large copper production and related facilities
  • Prior EPCM experience
  • Prior international site based experience
  • Heavy industrial construction commercial management experience
