BASIC PURPOSE OF THE ROLE
The Instrument Technician is a member of the Offshore Operations and Maintenance Team reporting directly to the Maintenance Team Leader - Instrument with responsibility for all aspects of instrument maintenance. The Instrument Technician ensures that instrument and control equipment is maintained in alignment with clients engineering guidelines, Platform operating procedures, performance standards and manufacturer's tolerances.

Additionally, the role requires that a good level of communication skills be demonstrated when carrying out reports, identifying material requirements and when dealing with vendor technical support teams.
You will be expected to demonstrate high standards of commitment to Health, Safety and the Environment and will be active role model for client when working alongside vendors and contractors.
Contribute to continuous improvement in the safety, environmental and business performance of the installation, through active involvement in risk assessments, audits, tool box talks as well as identification and implementation of improvement opportunities through defect elimination.
You must be able to attend relevant training courses to maintain or improve levels of competency in the role of a performing authority in addition to TTLC (Technician Level Competency) requirements when necessary.

Assist in the training and development of new starts and less experienced technicians.
Act as Platform focal point for all Instrument and Control Vendors, co-ordinating their activities to ensure they are executed in alignment with client procedures and standards.

KEY RESPONSIBILITIES

HSE

  • Responsible for the supervision of specific work-scopes, to ensure that the requirements of the client Control of Work (ISSOW) system are fully complied-with.
  • To demonstrate knowledge and understanding of the specific signatory roles and responsibilities defined in ISSOW (such as Performing Authority, Isolating Authority, Area Authority Delegate and Technical Custodian Instruments - TCI) and accept the responsibilities of such, when acting in such role.
  • Performs task risk assessments using Toolbox Talk (Dynamic Risk Review), level 1 and level 2 techniques ensuring residual risk is As Low As Reasonably Practicable (ALARP).
  • Ensure level 2 TRA is conducted with PA and relevant Area Authority Delegate in the team.
  • Perform ISSOW audits as directed by the asset HSE plan and ensure that SMART actions are raised and completed.
  • Demonstrate personal leadership and exemplary safety behaviours at all times ensuring that client Safety Rules expectations are communicated and maintained.
  • Uses exemplary Intelligent Safety behaviours as a role model to drive a positive safety culture. Live the client way to ensure a 'Safe & Sustainable' future for client.
  • Ensure compliance with key policies and procedures by completing all assigned actions detailed in the offshore HSE plan.
  • Participate in hazard analysis and incident investigation as requested by the OIM.
  • Has awareness of the platforms major risks and ongoing operational risks.
  • Ensures relevant procedures within clients Management System are adhered to.
  • Ensure all environmental risks are considered and mitigated when work is being planned and executed.


Technical Integrity, Performance and Production

  • Complete accurate handovers (written and verbal) for both shift change and at the end of trip.
  • Ensure all plant operations are conducted with due regard to clients Standards.
  • Ensure all operations are conducted with regard to Plant shutdown avoidance.
  • Identify opportunities to enhance production through modifications, procedural review and defect elimination.
  • Complete all weekly maintenance routines as defined in Maximo and ensure that maintenance routines are written up with the appropriate amount of detail.
  • Work to and input into the platform planning process.
  • Participate in incident investigations and assist in identifying root cause
  • Contribute to platform safety management system by intervening when witnessing unsafe situations. Encourage safe behaviours amongst fellow workers and record conversations using the 'Intelligent Safety' database.
  • Complete at least one WCC or ICC audit within the ISSOW system per trip offshore.
  • Act as a member of the Emergency Control team for Fire team as appropriate.

Personal Competency

  • Complete elements as defined within the clients Technician Level Competency (TTLC) System profile for an Instrument Technician.
  • Review training requirements for current and future roles and identify appropriate training courses as required.
  • Attend relevant training courses to maintain or improve levels of competency in the role of a performing authority in addition to TTLC (Technician Level Competency) requirements when necessary.
  • Instrument isolating authority under the Safe Isolation and Reinstatement of Plant Standard (SIRPS).
  • Proficient in the use of IT systems - Maximo, ISSOW, etc

Performance Improvement

  • Identify opportunities to enhance production through modifications, procedural review and defect elimination.
  • Provide instrument input into Shutdown activities.
  • Ensure jobs are raised in Maximo to address all known defects. Order all required materials and where appropriate feed the job into the plan.
  • There is a requirement for an Instrument Technician to fulfil the role of Focal Point at any given time.

JOB DIMENSIONS
The expectations when performing this role are -

  • Primary point of contact for offshore technicians/management and onshore support, when dealing with Instrument activity and issues.
  • Distribute daily work load, as per priorities set by MTL, as best suits available Instrument Technician resource.
  • Manage Safety Critical maintenance to Zero overdue. Plan and execute all Instrument related activity against Safety reason codes striving for Zero Safety backlog.
  • Follow up on spares ordering to ensure timely delivery offshore. Update Maximo and plan jobs when spares arrive.
  • Attend offshore meetings as required to provide update on status of ongoing activity and understand priorities for Instrument department for future work scopes - e.g. Planning & Campaign Meetings, Inspection Meetings, Safety Critical Look Ahead, etc.
  • Provide a comprehensive handover on a weekly basis to the oncoming Focal Point.
  • Update and complete actions generated for Process Upset Report's.
  • Development and training of other technicians to fulfil the Focal Point Role.
  • TTLC Assessor for Instrument discipline.

QUALIFICATIONS, EXPERIENCE AND SKILLS


Essential

  • A minimum of an HNC Measurement / Control or Electrical Engineering.
  • VQ Level 3 in Instrument Maintenance
  • Basic Offshore Safety Induction and Emergency Training

Preferred

  • Operating or Project experience, either onshore or offshore, in the role of Instrument, Electrical or Mechanical Technician.
  • Ability to work extended periods of time offshore on a production platform.
  • Good understanding of safety management for offshore operations and have demonstrated personal commitment to Safety.
  • Proven track record of performing within a multi- disciplined team.
  • Instrument technicians should complete the relevant training and questionnaires to be an instrument isolating authority under the Safe Isolation and Reinstatement of Plant Standard (SIRPS).

EXPERIENCE/KNOWLEDGE/SKILLS

Essential

  • Practical knowledge and experience of offshore production, process and utilities systems and operations
  • Proven ability to meet the requirements of the platform Competency Assessment Programme
  • Good understanding of industry HSE practices applicable to the job role

Preferred

  • Experience of working in the UK offshore industry
  • Experience of working in brownfield operations
