Contracts Specialist

Petroplan have partnered with an Oil & Gas operator who are an American multinational corporation engaged in hydrocarbon exploration and production. The company are looking for a Contracts Specialist to join their team on a contract basis in Calgary.

Basic Purpose/Accountabilities
The SCM Specialist, Contract & Sourcing Specialist (CS) is an integral role elevating our requirement for commercial expertise with external suppliers and contractors and developing and maintaining support with internal Business partners. The CS manages, assists, and facilitates pre/post contracting and sourcing activities. The scope covers contract formation through to administration.

Overall Areas of Responsibility
* Provide expertise on commercial content and negotiation support to relevant stakeholders for specific contract development
* Ensure that Supply Chain is represented during the formation of commercial relationships in efforts to achieve optimal value
* Support the development and on-going post-award contract management activities including dispute resolution, claims support, scope of work and compensation agreement amendments
* Provide contracting expertise and guidance to both strategic and routine requirements for various service and material agreements
* Participate and influence key stakeholder and supplier negotiations
* Build internal stakeholder relationships to understand their SCM requirements and build fit for purpose strategies that reduce risk, add value, and meet execution requirements
* Provide enhanced metrics and reporting capabilities for ensuring contracting and support implementations are tracked and measured for success and continuous improvement with suppliers
* Ensure initiatives comply with Policies and Procedures.
* Adherence to Supply Chain Policies, standard and the Code of Business Ethics & Conduct
* Support a variety of field operation activities including asset integrity, building/equipment maintenance and repair, health and safety, chemical, fuels and lubricants, MRO/PVF and site services.
Specific Contract Formation Responsibilities (pre- award)
* Execute vendor pre-qualification process
* Prepare Tender Evaluation Plans
* Prepare commercial contract exhibits
* Prepare and issue RFP documents (i.e., contract exhibits and RFP proposal forms); this includes interfacing with all contract exhibit/proposal form Owners')
* Lead and single point of contact throughout the Tender process
* Lead and facilitate commercial meetings (i.e., RFP kick-off, clarification meetings etc.)
* Lead Terms & Conditions negotiations
* Prepare Recommendation for Award
* Execute Contract Documents

Specific Contract Administration Responsibilities (post award)
* Change Management - review, validate contract change requests, amendments, and claims
* Coordinate with site owners and support functions
* Coordinate proper closeout of assigned contracts per the closeout procedure
* SCM point of contact for internal audits to ensure that all documentation pertaining to the contracts is current and accurate

Required Skills/Competencies
* Minimum college diploma in Business Administration, Law, or Supply Chain disciplines
* Minimum 5 years of Supply Chain/Contracting experience preferably oil and gas industry
* Enhanced software application skills (Microsoft Word, Excel, and SAP)
* Demonstrated knowledge of contracting terms and conditions, clauses, scope of work and compensation schedule development
* Commercial experience / expertise, and strong negotiation planning skills
* Effective time management & strong organizational skills
* Keen attention to detail & adherence to quality work
* Experience with electronic contracting software
* Effective interpersonal communication skills with the ability to build & maintain effective, trusting relationships with internal stakeholders. Strong influence, facilitation & networking ability.

Preferred Qualifications
* Participation in IACCM (International Association Contract and Commercial Management) and/or SCMA (Supply Chain Management Association of Alberta) is an asset.
* Significant experience in Contract formation management with demonstrated ability to effectively use procurement and contracting knowledge to add value
* Knowledge of Upstream Canadian exploration and Production operations

This individual contributor is highly focused on our SAP / ERP Systems for the Supply Chain Management (SCM) function. This position is an interim assignment to support our sustainment activities.

Responsibilities
* Monitor ServiceNow queues and group mailboxes for business user inquiries.
* Troubleshoot errors and issues associated with SAP MM and SCM automated systems.
* As one of our security role owners, review and validate user account requests for our SAP MM and other connected applications.
* Perform routine tasks and audits to maintain the integrity of our system configuration, in compliance with applicable SOX/ITGC controls.
* Coordinate and execute user acceptance testing in preparation for upgrades, enhancements, and configuration changes.

Qualifications

Must have:
* Legally entitled to work in Canada.

* 5 years of recent experience within the Oil & Gas industry providing functional support within SAP and associated applications for the Supply Chain Management business.
* Experience with an integrated supplier collaboration portal for electronic Purchase Order, Field Ticket, and Invoice transactions, including supplier account review and alignment with our ERP systems.
* SAP MM Functional Expert (ECC and S/4 HANA), working with Process and Technical teams and apply the most appropriate solutions to enable business process.
* Ability to facilitate meetings to understand business challenges and capture business requirements, as it pertains to defect resolution and enhancement requests within SAP / ERP Systems.
* Comfort with extracting data from various systems and applications and analyzing within MS Excel.
* Awareness of other SAP Functions (FICO, JV, PS, PM, HR).
* Strong understanding of integrations with connected apps (e.g., Ariba, TRACK, VIM, OpenInvoice, Cortex).

Overview
Reporting to the Manager, SCM Conventional Operations the Procurement Analyst supports the establishment of cost-effective supply of materials through the use of market exercises and negotiations. This role will be primarily involved with supporting procurement requirements within Maintenance, Operations, and other auxiliary Site Service business areas of the conventional operations. This role will support all operational requirements of materials and equipment, partnering closely with various internal stakeholders.

This position is located in our Calgary or Grande Prairie office. Some travel to sites is expected.

The Procurement Analyst, Conventional Operations is accountable to:
* Handle all procurement activities related to site requirements
* Provide consultations and recommendations to business stakeholders regarding purchasing policies, practices, procedures and objectives
* Recommend and select the appropriate procurement method to satisfy the business requirement varying in size, value and complexity
* Manages competitive procurement process from RFx development through evaluation, award, and close out

Assignment Scope: This Facilities Engineering role focuses on the Well Pads & Pipelines area and is part of an integrated team within Surmont operations. The Well Pads & Pipelines Facilities Engineer works closely with site operations, and the Production Delivery Team, leveraging an engineering skillset to extract maximum value from the facilities while carefully managing the Health, Safety and the Environmental impacts related to operation.

This is a Calgary-based role on a Monday to Friday optional hybrid office/remote schedule.

Responsibilities:

* Support and adhere to Client's Health, Safety and Environment (HSE) management system
* Ensure HSE issues are given priority consideration by complying with all corporate and operating procedures to align with corporate safety standards and expectations
* Well pad surface equipment surveillance & optimization such as separators and transfer pumps
* Daily operational process performance monitoring and troubleshooting as well as reporting on facility KPIs (key performance indicators)

o Identify, develop, and manage the relationship with the client and relevant stakeholders

o Conduct activities in accordance to Values - Protect what matters; Do it Right; Make it Better; Do it together
o Ensure regulatory requirements for health, safety and environment that govern field-based infrastructure
o Develop a proactive approach to contractor pre-qualifications and management systems assessments with service providers
o Report on leading/lagging indicators - Manufacturing and Field Install
o Deliver relevant and timely communications with project teams and stakeholders
o Adhere to Operations Integrity Management System (.O.I.M.S.) on all projects to manage health, safety, operations integrity and environmental risks, objectives, and performance goals

Risk Management:
o Identify risks related to Scope, Time, Cost & Quality and propose appropriate risk mitigations
o Work with the project team to define and implement mitigations, manage the risk/mitigation log
o Plan and de-conflict with field teams to ensure all simultaneous operations (SIMOPs) and/or concurrent work hazards are addressed

Invoice Control & Variance Analysis:
o Work closely with the project team to ensure cost estimates, budgets, accruals, timing, and schedules are clearly understood and controlled
o Accurately assess and forecast budget performance by budget year and for the entire project
o Ensure billings are in accordance with contractual obligations; amounts progressed meet percent complete and invoices are received/processed to meet cash flow reporting requirements
o Review and recommend for approval all project-related costs and billings, including progress payments and holdbacks based on actual work performed; including following up on internal/external claims
o Review and recommend proposed contract changes and ensure information is adequate for the execution of the change Ex: (Non-Conformance Report (NCR), Management of Change (MOC)
* Service Provider Management:
o Plan and deliver project kick-offs with service providers and impacted functions, and supporting functions (Ex: Security, HSE)
o Setup service provider stewardship meetings to confirm they are all on course for completion as planned
o Resolve escalated issues from within the supplier team; escalating issues as required
o Ensure that all back-charges and contract delays or disputes are properly attended to, documented, and impartially resolved
o Attend meetings and working sessions and ensure a communication log is maintained to capture all meetings and communications between the various team members
o Provide input into progress reports, risk and mitigation logs, issues, decision records/tracking, communication logs, financial commitments holdbacks and payments due

QA/QC Program:
o Develop sound quality assurance processes for to monitor and control the manufacturing of infrastructure
o Verify service provider quality control program for all disciplines, defining roles, responsibilities, procedures, and metrics.

Qualifications:
* Models in all interactions and activities.
* 5 years experience managing and executing both small and large scale, multi year infrastructure projects which require the gathering of functional requirements, architectural design, engineering design, construction, manufacturing, field installations, commissioning, and handover to operations
* Proven experience facilitating value engineering on designs prior to decision-makers signing off
* Experience working with all third-party consultants such as design/architects, change managers, cost consultants, and engineering consultants including architectural, structural, mechanical, electrical, acoustics, and environmental
* Experience working on Leadership in Energy and Environmental Design (LEED) projects
* Working knowledge of regulatory requirements for health, safety, and environment that govern field-based infrastructure to ensure compliance with all regulations including building codes
* Working knowledge of manufacturing and commissioning QA and QC Programs
* Knowledge of both theoretical and practical aspects of project management
* Able to coordinate and maintain project management framework
* Working knowledge of established stage-gated process
* Proven experience in people management, excelling at teamwork, facilitating decisions, and ability to establish credibility with field staff
* Proven experience in strategic planning and critical thinking
* Proven experience in risk management
* Proficient in project management software
* Proven collaborator and communicator in multi-disciplined projects; values transparency
* Strong financial acumen including budget planning, accurate forecasting, tracking, and reporting
* Ability to manage multiple projects concurrently
* Ability to provide clear and comprehensive updates to stakeholders
* Must be legally eligible to work in Canada.

Schedule 8 hours per day, 40 hours per week.
Some OT may be required on occasion for the projects, but will be not be on a regular basis.
Some travel to sites will be required. No allowance for Vehicle will be provided. However all trips to site will be paid for
