Description:
* Job Overview: Reporting to the Project Controls Manager, the Sr. Project Controls Advisor will provide support for all phases of the project and/or event lifecycle including, but not limited to, project set-up, estimating, funding, performance analysis & close-out. The Sr. Advisor will be a key member of the integrated project team whose primary objective will be the creation & maintenance of the WBS in SAP, issuing purchase requests, managing work order controls, ensuring the accuracy and timeliness of month end accruals and financial project reporting, updating of project forecast entry in SAP, completing project financial close out and preparing progress and performance reporting. The Sr. Advisor will be proficient using SAP, Excel and other SAP visualization tools (like Power BI). The successful candidate will need to think critically, work under limited supervision, and provide timely & accurate information so that team members can make critical decisions quickly. This role will require candidates to confidently present data & work closely with the project controls manager and multiple stakeholder groups.
* Key Accountabilities:

* Support purchase requests with required backup, vendor quotes, and in alignment with supply chain management standards
* Provide detailed reporting on funding progress, trending and forecasting (completion dates, changes in funding, concerns)
* Prepare and maintain monthly progress reporting
* Prepare preliminary monthly reporting on incurred cost and schedule forecast for Project (and/or) execution Manager's review and approval
* Build and maintain the project work cost structures, and the project network and activities in SAP
* Enter forecast into SAP by assigned deadline
* Collect and provide details for month end journal entries to align with finance standards and timelines
* Prepare, consolidate and analyze individual project or program reports for all stakeholders
* Be knowledgeable of and adhere to all finance policies, ensuring that spending is in line with capital and/or expense guidelines
* Support and drive the closure of purchase orders, project/event phases and SAP tasks for the project
* Support in building the long range plans and budgets to develop a full understanding of the planned spending
* Protect the integrity of the investment decision by understanding the project/event scope and bring forward deviations as required

* Required Qualifications:
* SAP skills and SAP visualization (Knowledge in SAP Project system an asset)
* Intermediate knowledge of work orders, estimating cost (I.e. Work cost structure creation, management, and strategy)
* Intermediate Proficiency in computer skills including, but not limited to, PowerPoint, SharePoint and Business intelligence
* Intermediate ability to manipulate large amounts of data and perform complex functions within Access or Excel
* Intermediate knowledge of progress and performance
* Demonstrated conceptual, analytical, and problem solving skills towards the generation of solutions and sound decisions
* Strong communication skills, confident interacting with stakeholders in verbal, written and electronic form

* Experience and Education: A Degree in a related Technical or Business function or a Diploma with minimum of 10 to 15 years related work experience.
* 10 years of progressive, specialized Project Controls experience

* Skills and Knowledge:
* Project management courses or certificates an asset.
* AACEI (Assn. for the Advancement of Cost Eng'g) Certified Cost Professional (recommended).

Description: Project advisor reporting to Manager; Site Operations; Canadian Refined Products. The Project Advisor will be involved in small Capital projects management support and Cost controls & Reporting across Canadian Refined Products construction team.

Responsibilities
* Small capital projects management (HVAC, Paving, Roofing, Site Re-Branding, Branded Dealers)
* AFE creation and cost management across Construction team
* Regulatory compliance management (tank registrations, tank and line testing)
* Purchase requisitions and capital spend tracking and reporting in SAP
* Key stakeholders are external contractors, internal Canadian Refined Products construction, repair and maintenance groups, district managers, Finance, Procurement, and Downstream Small Projects

Reporting directly to the Manager Asset Integrity this position supports for the development, improvement and sustainment of the Facility and Piping Assessments in support of the Conventional Asset Integrity Management Program.
This position will:
* Provide technical support to the Conventional BU Asset Integrity Specialists by providing subject matter expertise relating to the corrosion circuits, inspection strategies, maintenance, repair and failure analysis of pressure vessels and piping in upstream oil and gas facilities.
* Work with the Asset Integrity Data Management team to ensure accurate, consistent and functional records are maintained for the BU's pressure equipment.
* Develop and maintain Piping Integrity Management Program documentation.
* Develop and participate in training and awareness presentations to diverse teams within the Conventional BU.
* Participate in networking and knowledge sharing activities with peers.
Provide technical support for Turnaround planning and execution as required.

1. Work in conjunction with the Asset Integrity Team, Engineering and Operations to develop pressure equipment and pressure piping:
* Integrity inspection strategies
* Integrity threat assessments and corrosion circuits.
* Integrity program supporting procedures and best practices
* Integrity program and supporting procedure training
* Deadleg register and management program.

2. Work with the Asset Integrity Team providing mentorship on:
* Integrity program, procedures, and practices
* Regulatory and code requirements
* Inspection strategies, planning and techniques
* Inspection reporting and integrity assessment
* Deterioration mechanisms
* Failure analysis
3. Maintain, optimize, and report on the plant and field asset integrity programs including:
* Non-destructive examinations of pressure equipment, tank and pressure piping

* Corrosion monitoring and mitigation measures

Overall, Job Summary:

Job Description Summary:
Senior level. Responsible for complex assignments and specializes in capital project estimation. Works with limited supervision and provides guidance to more junior staff to implement and evaluate assigned work. Viewed as senior site expert in Project Controls.
Key Accountabilities:

  • Provide a full range of cost estimating services involving a full technical understanding of construction estimation.
  • Direct support to Projects, or Programs.
  • Collaborates with project management and teams on matters relating to project controls estimating, other stakeholders to resolve issues.
  • Works on projects that are low to medium in risk and complexity.
  • Lead end to end Estimating processes on project initiatives less than $100MM.
  • Understand fundamentals of project estimation, and develop estimates from start to finish.
  • Ensures project estimates use IPA and internal benchmarking tools.
  • Advises on the conversion of the estimate into a Control Budget.
  • Supports estimate requirements for Gate Review and AFE appropriation documentation
  • Supports the development of business cases and provide economic analysis.
  • Analyze Foreign Exchange impacts to the project.
  • Leads and prepares cost estimates for change orders, trends, and extra work orders.
  • Challenges change proposals from Contractors.
  • Participates in Technical & Commercial bid analysis of packages and construction contracts.
  • Proficient in synthesizing Benchmarking Analytics
  • Understands and recommends what types of benchmarking need to be done at the various ADEM (Asset Development and Execution Model) phases of a project.
  • Accountable to inform project decision making.

Minimum Requirements:

  • Undergraduate degree (or equivalent). Bachelor's Degree or Diploma in Construction Management, Quantity Surveying, Civil/Structural Engineering or in a related field.
  • 7 years of Project Controls (or equivalent) related experience.
  • 10 years of estimating experience in Mining, O & G or other industries.
  • AACEI (Assn. for the Advancement of Cost Engineering) Certified Cost Professional or Certified Estimating Professional (recommended).
  • Covers positions at the senior level within the project control function with specialized working knowledge. Specialized skills & knowledge are applied to complex studies & problems.
  • Provide value-added solutions with stakeholders, including external vendor relationships.
  • Demonstrates coaching and influencing skills.
  • All PC requirements conform to PC terminology.
  • Ensure that the project PC folks understand and are complying to PC processes (teach, guide as required).
