Procurement Advisor
Contract: 12 months
Location: Sarnia, ON

Key Accountabilities:

  • Creates purchase orders. Maintains and manages entire lifecycle of purchase orders and other basic procurement documentation.
  • Assists with procurement process issues as required and escalates unresolved procurement issues to more Senior Procurement Coordinators and Specialists.
  • Meets the demands of multiple clients including external stakeholders.
  • Ensures all procurement activities are aligned with the purchasing strategy and procurement plan.
  • Identifies approved suppliers to address requirements.
  • Creates individual annual objectives, measures, and performance targets aligned with the overall Procurement Team and the Supply Chain Management (SCM) functions' performance targets.
  • Applies a mix of general Supply Operations concepts and processes and articulates key terminology in daily work.
  • Applies general knowledge of ERP modules and processes in daily work.
  • Problems dealt with are of limited complexity and are guided by policies and procedures.
  • Makes decisions within established guidelines.
  • Determines course of action as per procedural guidelines and contracts. Participates in the development of priorities to guide decisions.
  • Deals with problems which are of limited complexity and guided by policies and procedures.


Minimum Requirements:

  • Represents a continuation of learning and development within the various phases of Supply Chain Management (SCM).
  • Displays a general knowledge of Supply Chain Management (SCM) practices, procedures and tools.
  • Understands the importance of communication skills and effective interaction with partners and suppliers.
  • Demonstrates skills in ERP and an understanding of Planning, Scheduling and Coordinating practices, while acquiring a broadening understanding and awareness of related Supply Chain competencies.
  • Minimum 1 - 3 years in a Supply Chain or a Procurement related role.
  • Post-secondary Business or Supply Chain background preferred.
  • Experience in Oil and Gas industry preferred

Reporting to the CDMS Team Lead, the CDMS Proxy Approver is an established position that plays a vital part in ensuring Vendors are paid accurately and on time by approving transactions on behalf of Business Units. The CDMS Proxy Approver works closely and collaboratively with the Business Units and Vendors to obtain necessary information before acceptance of charges. Their main objective is to approve transactions in an efficient manner in order to reduce field worker's time spent in an office.

Accountabilities
Approve Labour, Equipment and Material (LEM) in CDMS on behalf of the Business Unit in a timely manner
Validate transactions are reimbursable as per Contract Terms and Conditions prior to approving in CDMS
Refer to Contract Payment and Vendor Summaries to assist in determining if transaction is billable
Have detailed understanding of the Vendor agreement compensation structures (reimbursable vs non-billable for labor, material, equipment and third party)
Interface with Vendors, Business Unit (Service Receivers) to seek clarification or request required changes prior to approving
Follow up with Contract Coordinators, Category Management for clarification or contract interpretation as required
Escalate unresolved issues in a timely manner to CDMS Team leader
Generate reports and provide to appropriate areas as required
Maintain accurate and effective documentation and record management

ROLE OVERVIEW
The Cost Estimator (CE) is accountable for developing cost estimating deliverables for a wide range of projects at various levels of definition for the Canada Capital Projects department.

* Supports the change management process by providing guidance on budget breakdown and contingency usage

MANDATORY REQUIREMENTS
* Degree or Technical Certificate, or equivalent work experience.
* 3 to 5 years of experience in the cost estimating of heavy industrial projects, preferably in the Oil & Gas field.
* Working knowledge of all phases of large/complex industrial projects from conception to completion.
* Proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, MSTeams and Word.
* Basic knowledge of EPC/M practices and related impacts on cost
* Solid knowledge of estimating norms for industrial projects in Northern Alberta and Northern BC.
* Willing and able to travel 10% of the time on a yearly basis, if required

  • Key role to establish and monitor standards, processes, communications, and systems governing the commissioning phase from grassroots to best-in-class.
  • Reporting to the Senior Coordinator, OCT, this position will coordinate and supervise activities associated with commissioning and start up planning and execution activities of the program development.
  • The Commissioning Coordinator will work collaboratively with the Commissioning Manager and Commissioning Engineer to ensure all necessary commissioning and start up activities associated with the program development are planned and executed in a safe, efficient, and environmentally sound manner.

Job Responsibilities:

  • Support the Operational Integrity Management System (HOIMS) by developing, implementing, practicing and/or communicating appropriate processes, systems, and procedures such that project, corporate and legislative standards are met or exceeded.
  • Lead a multi-disciplinary team to plan, prepare and execute commissioning activities to ensure they are performed in accordance with all specified requirements and with results satisfactory to the Design Basis Memorandum as well as Vendor Requirements. Manage and control, with assistance from the Senior Coordinator, OCT, the progress and quality of commissioning deliverables including cost expenditures within agreed budgets and schedule performance.
  • Liaise with the Construction/Turnover Management Team as well as Operations Teams to ensure seamless handover/turnover of relevant plant system information from the construction phase to the operations phase with assistance from the Senior Coordinator, OCT.
  • Establish and maintain a detailed commissioning and start-up schedule to carry out planned tasks efficiently and effectively.
