Our client is seeking a Project Construction Manager candidate reporting to the Project Director, to manage construction activities from detailed engineering through mechanical completion and handover to Operations for commissioning. The EPC phase is expected to be 4 to 5 years. The selected individual will be part of the Owner's team (PMT).
This senior level position requires previous experience in managing construction for large capital projects in the oil & gas industry, in all phases of project execution.
Key Responsibilities:
* Overall responsibility for safe on-time completion of construction and associated facilities for the project
* Provide leadership and supervise the Owner's construction team located in Houston, Site and Contractor's yards, as required
* Provide input into the overall construction execution strategy including contracting strategy and project execution, as the project develops or changes
* Responsible for construction oversight of primary EPC contractors and other contractors working on the project with the support of the Owner's construction team
* Develop and manage Owner's construction execution plan; provide input into other Project and Contractor plans and procedures
* Coordinate with Owner's Regulatory & Permitting group to provide input for permitting applications, consultations and site permits required to execute site construction; ensure company meets applicable oil and gas industry as well as Canadian safety, regulatory, environmental and quality standards and codes for compliance during the construction phase
* Participate in engineering, supplier and contractor reviews, workshops and audits to ensure safe, cost-effective constructability of the facilities
* Ensure QA/QC and equipment/materials preservation during construction
* Manage construction scopes of work, safety, quality, risk management, change management as well as cost and schedule for forecasting to deliver the project within budget and schedule
* Provide construction reports and presentations
* Prepare the Final Project Construction Closeout and Handover Report
* Support the delivery and handover of plant and facilities to Operations, including "as-built" input to key documents, drawings and systems, as required
Required Experience:
* Bachelor's degree in Engineering or Construction Management
* 10 years of direct supervisory experience managing large teams
* 20 years of construction management experience in major capital projects in the oil and gas industry; Onshore and Offshore project experience is preferred; LNG project execution experience is a plus

Provides operational leadership by:
leading the integration of PCSLD business processes, systems, applications and software for the LP business as a result of the SCADA Replacement Program
manage the creation of service level agreements, build training and resource plans, lead change, conduct performance monitoring, develop disaster recovery plans, etc.
Provides vendor management leadership by:
Defining and implementing an effective vendor resourcing strategy to augment the team and mitigate program risk and ensure successful delivery of program
Support vendor RFP and evaluation process including input on key contractual terms and continued management against the SOW
Provides people leadership by:
resourcing/coaching/mentoring/motivating program and project teams
being responsible for the resourcing, assignment and evaluation of all assigned internal resources to ensure the quality, cost efficiency, and timeliness of work associated with their assigned responsibilities.
Who You Are:
You possess a University degree in a related field, e.g., MBA, Computer Science, Engineering or equivalent
Relevant industry certification, e.g., Program Management, technical certifications or equivalent combination of experience and education
15 years of progressively responsible and related experience, e.g., Information or Operations Technology processes and business management through mergers and acquisitions
Extensive experience in a leadership position and leading technical implementation
Demonstrable experience as overall program leader for at least 1 large scale SCADA implementation for midstream or equivalent industry
Outstanding experience leading large vendor / systems integrator teams
Experience with AVEVA Enterprise SCADA or other enterprise grade commercial SCADA systems preferred.
Proficiency in communications related to leading and acting independently
