Our company, the exclusive distributor of natural gas in Quebec, is looking to grow their team with the addition of a Specialist Supply Chain Management. We are looking for a bilingual (English and French, required) individual who is highly qualified in drafting contract agreements.
This role is responsible for the overall strategic leadership on SCM matters related to the company Business Unit (BU) and significantly contributes to the performance of the SCM function in creating value for the BU.

The Specialist SCM will bring senior level technical expertise and is responsible for the execution of complex contracts ranging from initial contracting strategy and development to contract execution in accordance with Company contracting policies and procedures.

What You Will Do
* Interface between SCM and the assigned BU by proactively anticipate and address BU SCM requirements, facilitating resolution of BU SCM items and conducting in person visits to our field locations.
* Accountable for understanding BU spend profile and providing input into the annual BU budgeting/forecasting process and ensuring spend is directed through the most efficient buying channel while reducing non-compliant BU spend (i.e. spend not through the appropriate buying channel).
* Champion SCM initiatives to the BU via maintaining an in-depth knowledge and understanding of SCM activities and being accountable for change management activities associated with implementing, deploying, and training/education on SCM initiatives, policies, and procedures in the BU.
* Manage BU SCM Service Level Agreement (SLA) and critical metrics through development of annual corporate SLA metrics, providing quarterly updates, and identifying and addressing areas of improvement on BU SLA metrics and Key Performance Indicators.
* Manage complex contracts and provide strategic advice to BU regarding contracting strategies.
* Mitigate risk and deliver competitive advantage by following all established Company contracting policy and procedures.
* Identify potential suppliers and qualification criteria and prepare RFx (request for proposal, request for quote, etc.) packages.
* Coordinate proposal evaluation activities, complete commercial evaluations, negotiate with suppliers, prepare award recommendations, award contracts, and provide interpretation of those contracts
* Facilitate and conduct pre-proposal, proposal clarification, and contract kick-off meetings with suppliers and key partners.

Who You Are
You will have the following education and experience:
* University degree (in Business, Supply Chain Management, or related field) and a minimum of 6 years of related experience in the SCM field.
* Bilingualism is required; must be able to conduct business in French and English (both oral and written).
* In depth knowledge of contract management, contract administration, RFx development and execution, contraction preparation, work order management, and Governance.
* Must have strong experience in drafting agreements. Experience as a paralegal is strongly desired.
* Strong communication, interpersonal, and presentation skills, with influencing and persuasive talents.
* Proven experience negotiating complex commercial agreements and drafting service contracts.
* Experience and proficiency in using SAP and Oracle.
* Completion of a SCM professional certificate such as Supply Chain Management Professional (SCMP) / Certified Professional in Supply Management (CPSM) or equivalent is considered an asset.
* Experience in the oil and gas industry is desired.

Working Conditions
The position is primarily office based with some travel required for supplier or partner meetings.

In the role of Senior Regulatory/Environmental Specialist, you will be an integral part of the clients LNG's dynamic team responsible for implementing the regulatory, permitting and environmental compliance strategy for the Project. The successful candidate will report directly to the Senior Regulatory Manager and will take ownership over implementation of the Environmental Assessment approvals and in obtaining permits and approvals for the project construction. The successful applicant will:

  • Lead the development of subject-specific environmental management plans, environmental permitting applications and approvals consistent with compliance and project requirements
  • Manage and work collaboratively with environmental consultants and construction and engineering contractors in preparing and obtaining regulatory approvals
  • Support the development and execution of scopes of work related to engineering design and construction in compliance with regulatory requirements, permit conditions, and environmental management requirements

Required experience

  • University Degree in an environmental discipline (e.g. environmental science, environmental engineering, biology, ecology, resource management)
  • At least 10 years in an environmental role working on large natural resource or infrastructure projects in Western Canada, including British Columbia
  • Managing regulatory and permitting processes
  • Involvement in tracking and/or ensuring and/or assessing compliance with environmental requirements;
  • Working with regulatory agencies at Municipal, Provincial and Federal levels
  • Working within large multi-disciplinary and multi-cultural teams

Key Responsibilities:


In the role of Environmental Compliance and Systems Specialist, you will be working to develop and monitor the overall Project environmental compliance program. In this role, the successful candidate will take ownership for the development and execution of project environmental compliance planning, along with supporting systems and their implementation. Reporting to the Senior Regulatory Manager, the successful applicant:

Leads the development and implementation of a compliance management plan to track Project regulatory and environmental commitments, including EA commitments, permit commitments, legislative requirements and other commitments made by the Company

Authors and implements procedures and protocols necessary to meet compliance requirements.

Manages and works with consultants, contractors and external parties to promote compliance, and proactively identifies and resolve compliance risks

Establishes and implements data and records management processes to meet compliance tracking and reporting requirements

Manages the development and filing of compliance reports consistent with applicable requirements

Proactively promotes and tracks regulatory compliance and compliance risk across departments

Establishes appropriate interfaces with project and corporate resources including the EPC contractor, securing their participation and compliance with applicable permits, commitments, policies and procedures

Advises team members on compliance requirements and provides input to other processes including engineering and Corporate Affairs

Conducts internal audits, reporting and collaboratively develops corrective actions

Provides leadership through a personal commitment to influence overall safety behavior; demonstrates 100% compliance with company HSES policies and guidelines

Required Experience:

Degree or Diploma qualifications relevant for the position (environmental biology, ecology, engineering, resource management, or related environmental discipline) and over 10 years' experience

Demonstrated experience in BC environmental regulatory and compliance management (5 to 7 years in similar role with increasing seniority) for large natural resources or infrastructure projects

Experience developing and implementing Environmental Management Systems including those consistent with ISO14001 or similar established industry practices

Experience with internal or external environmental auditing with ISO14001 would be an asset

Experience interpreting and applying provincial and federal Environmental Assessment approvals would be an asset

Experience working with large multi-disciplinary teams and contractors

Proven ability to work with a culturally diverse group of people including Indigenous Groups with a cooperative team-orientated approach

Familiar with typical environmental management plans, community plans and implementation plans to meet

Environmental Assessment commitments; familiar with consultation requirements and processes as part of successful plan implementation

Deputy Project Director - Onshore candidate, reporting to the Project Director, to manage key areas of the project post-FID through handover to Operations. The EPC phase is expected to last 5 to 6 years.
The position is based in Squamish, BC with travel to EPC contractor's office in Houston and other locations, as required, to support project execution for meetings, workshops, audits, etc.

Key responsibilities:
The position responsibilities include, but are not limited to, the following:

  • Managing all aspects of project execution in Canada, primarily at site, including HSSE, Quality, Project Services, Procurement, Subcontracts, Regulatory & Permitting, Interface Management, Early Works, Site Construction, Logistics, Pipeline Oversight and Commissioning Support for handover to Operation
  • Supervise local PMT team with members located both in the WLNG Vancouver office and at site
  • Manage EPC Contractor and other local contractors as well as subcontractors onsite
  • Develop and implement key Canadian site specific project plans and procedures to support the overall project execution aligned with core project plans and procedures
  • Coordinate with WLNG BU, core PMT, Regulatory Bodies, Indigenous Groups and local contractors in the development, submission and approval of all Canadian Federal, Provincial and Local permits to support the project execution strategy
  • Ensure areas of responsibility meet all company, oil and gas industry as well as all Canadian codes and standards for safety, regulatory, environmental and quality compliance
  • Accountable for managing scopes of work, procurement, subcontracts, logistics, interfaces, cost, schedule, risk management and change management in Canada as well as forecasting to deliver the project within budget and schedule for areas of responsibility
  • Provide accurate reporting in a timely manner
  • Prepare all documentation for handover of the LNG Facilities to Operations for Commissioning and Startup as well as support Operations during Startup
  • Build strong relationships with Regulatory Agencies, Indigenous Groups, FortisBC and BC Hydro and Local Contractors to support project execution
  • Prepare final project closeout report for areas of responsibility


Required Experience:

  • Bachelor's degree in Engineering or Construction Management
  • 20 years of project experience in major capital projects in the oil and gas industry in various execution phase key roles in project management, engineering, construction and commissioning management
  • 10 years of major capital project experience in Canada, primarily in British Columbia is preferred
  • LNG project and Marine Facilities project experience is preferred
  • Has strong knowledge/experience in field construction and commissioning of LNG, gas compression and gas processing facilities is preferred
  • Has practical working knowledge/experience in HSSE, Quality, Contracts, Project Controls (Cost and Planning), Procurement, Materials Management and Logistics
  • At least 15 years of direct supervisory experience managing large teams
  • Worked on $1.0 Billion EPC projects
  • Able to balance technical decision making with commercial considerations to protect the project goals, objectives, cost and schedule
  • Team player with proven management and leadership skills
  • Strong written and oral communication skills
  • Ability to build relationships quickly in multi-disciplinary, multi-cultural, and multi-company environments

Position:
In the role of Indigenous Affairs Manager - Regulatory, you will be an integral part of a dynamic Project Team responsible for developing effective relationships with Indigenous Communities and supporting the team in permitting processes including the implementation of the Squamish Nation Environmental Assessment Agreement. The successful candidate will report directly to the Senior Regulatory Manager to advance the Project through design and construction into operation post-Environmental Assessment.   • Oversee the implementation and tracking of company agreements and consultation requirements including Impact Benefit Agreements and the Squamish Nation Environmental Assessment Agreement with regards to environmental and regulatory components
  • Lead the development and implementation of Indigenous Consultation Plans to support Project approvals including working with regulatory agencies, potentially affected communities and the Project Team
  • Act as the primary point of contact for Indigenous Peoples for the Project with regard to environmental and regulatory items
  • Promote the inclusion of Indigenous Groups in environmental programs, procurement and hiring and facilitate the sharing of project plans and information consistent with company commitments (level of task complexity is dependent on qualifications of the successful candidate)
  • Provide leadership and strategic advice to the Project Team with regard to matters related to Indigenous Communities and interests, including empowering other Team members to work collaboratively and meaningfully with Indigenous Peoples

Maintenance Supervisor

Position:
We are currently looking for a multi discipline Maintenance Supervisor to support the ongoing site maintenance and operation of our site, where our Project is located, which include Power House generation, Leachate Plant operations, mechanical, carpentry and affiliated support site structures.
Key Responsibilities:

  • Perform daily operations and verification of operating systems checks on the Leachate Plant/Temp Plant and make required adjustments to equipment or materials as required to ensure environmental compliance
  • Perform and monitor daily checks and complete required records and data on Power House Generator (1.6MW). Support shutdown startup duties on Pelton Wheel Generator, power house related electrical duties as required.
  • Repair and perform water intake cleaning and maintenance work as required for intake and flume water delivery systems
  • Operation of site equipment (with required certification and training) such us skid steer, elevated work platform, light trucks and telehandler forklift in support of site activities as required.
  • Perform general site duties such as waste removal, snow clearing, lawn mowing, fueling for gas- diesel, and general maintenance repairs as required to support the site
  • Responsible for responding to emergency situations at site in event of incidents affecting site operations/security as required
  • Ensure safety compliance to Client's Occupational Health and Safety Program for all aspects of the work to be performed during maintenance/operational duties.
  • Ensure compliance to Client's Environmental Management Plans for leachate discharge, effluent, waste water etc. for compliance
  • Perform and participate in safety culture programs as a leader overseeing duties and monitoring contractor's performance.
  • Attend and participate in daily tools box, daily plans, shutdowns
  • Complete required daily reporting and records as required for monitoring and auditing compliance.
  • Attend all required training courses and certifications related to ongoing and new works


Required Experience:

  • Over 10 years' experience in construction with B.C Inter-provincial electrical Red Seal certification. Experience with High Voltage would be an asset. Ideal candidate would have mechanical background to support other required site duties.
  • Valid Driver's License
  • Ability to operate or be trained on site equipment, for example forklift, skid steer, aerial platform, power and hand tools specific to the site operations.
  • Trained in areas such as confined space, work at height, first aid and incident command or be willing to be trained to specific site requirements
  • Must be flexible to work split shifts and overtime as required to support maintenance and operational requirements
  • Must be able to do some physical works as part of normal site duties


Additional Requirements:

  • Squamish Area resident or locally within 30 minutes' drive is preferred.
  • Must be comfortable with Marine type environment as site is remote and travel daily is by boat only

Establish plant level metrics to measure work processes related to inventory management, production planning, and scheduling, and report on Team performance

  • Monitor metrics, risks, and issues; and look for work process improvement opportunities, and initiate related projects, acting as a project sponsor or project manager
  • Work with members of the Plant Management Team to improve Plant safety, service, and savings goals, and other continuous improvement activities, including internal audit and management systems
  • Work with members of the Canadian Supply Chain team, Global Supply Chain Team and Marketing, Sales and RD&E functions on common goals and projects
  • Be accountable for supervision of a team of 5 to 7 direct reports, including administration of all performance and talent and succession management processes, including employee engagement and team development, and job specific and cross-functional training
  • Administer all knowledge management of work processes, procedures, job instructions related to areas of responsibility
  • Communicate and report activities related to responsibilities, as listed above across the Canadian Supply Chain and within the global Corporate organization, with routine external communications with vendors, suppliers, and contractors, and some external communications with customers


Minimum Qualifications
Post-secondary degree or diploma in Business or a technical discipline

  • 6 years' experience in operations management, preferably in a production or manufacturing environment
  • Experience with production planning
  • Intermediate to expert level proficiency in Excel and other Microsoft Office applications
  • Strong written and verbal communication skills
  • Previous experience managing or leading a small to mid-sized team


Preferred Qualifications
Certification in Supply Chain or Operations Management and/or P.Eng.

  • Previous experience in the energy industry
  • Exposure to ERP and scheduling tools including SAP experience
  • Familiarity with Lean practices
  • Ability to think strategically and lead projects to drive growth and efficiencies

Past exposure to managing budgets and financial responsibilities
