Contracts Specialist

PRIMARY PURPOSE

The Contracts Specialist implements Contract Management Plans, establishes key requirements, measures and protocols to mitigate risks, and reports on any concerns to Management. Support and manages all commercial activities related to assigned contracts to ensure consistency with contracts' terms and conditions.

KEY ACCOUNTABILITIES

Contributes to contract strategies; supports and implements negotiating strategy for complex, high risk, major contracts and executes the management and delivery of successful contracts.

Supports development of Contract Management Plans to ensure all aspects of assigned contracts are met; establishes of key requirements, measures and protocols to mitigate risks and reports on any concerns to the Management.

Manages all commercial activities related to assigned contracts to ensure consistency with contract terms and conditions. Work closely with internal and external stakeholders to ensure work schedules are appropriately coordinated thereby minimizing service and project interruptions.

Engages with key stakeholders to ensure adherence and compliance with the terms of the contract(s). Evaluates and recommends contracts amendments to ensure effectiveness of contractual change management and reviews financial implications. Audits contract invoices; prepares documentation for contract closeout and ensures all the documentation is processed and filed.

Participates in progress review meetings on a regular basis with internal stakeholders and suppliers. Leads supplier's performance management by monitoring suppliers' performance to ensure services are being delivered within the terms and conditions of established contracts and consolidates Supplier Performance Evaluation Plan towards supplier compliance with performance requirements.

Assists in developing and implementing contract management procedures and processes to ensure compliance with Supply Management policies and audits.
Develops and implements claim avoidance and mitigation strategy to support any claims that may arise within contracts; drafts and/or reviews letters regarding commercial/contractual matters.

  • Supplier Relationship Management - Build and develop supplier relationships that will add value to the business
  • Supply Management Policies, Procedures and Methodologies - Identify and develop improved supply management methodologies, processes, policies and procedures
  • Change Management - Support and implement change management process and use change management tools & strategies at peer level
  • Contract Law and Management - Encourage, support and communicate the knowledge of contract laws and management
  • Negotiating - Develops and leads negotiation strategy utilizing best practices
  • Consulting Skills - Able to quickly identify critical aspects of issues, creatively use data sources, structure complex analyses, develop recommendations and sell to stakeholders
  • Project Management - Able to establish projects, provide structure and articulate goals
  • Process - In-depth understanding of the FEL, FEED and Detail Engineering processes
  • Ability to read and interpret Design and Construction drawings
  • Lead the creation of Work Packages from project Work Breakdown Structures
  • Lead the development and implementation of Execution Plans

 

 



QUALIFICATIONS

  • MBA or B.Eng are required
  • Supply Chain Management Professional (SCMP) designation or other similar designation an asset
  • PMP/PMI designation an asset
  • Experience: (business related and approx. # of years).
  • Minimum 10 years of category management, strategic sourcing, contract management, and operations experience specifically within a construction / projects environment
  • Experience in the energy, oil and gas sector an asset
  • Category Management experience an asset
