Title: Operations Readiness Manager - LNG Project

Petroplan is working exclusively with a global energy company to staff an exciting LNG production and export terminal mega-project. We are recruiting a top caliber Operations Readiness professional for a Operations Readiness Manager position, based in Houston who meets the following criteria.

Purpose
  • This position is accountable for management and delivery of Operations readiness for opportunities or projects and safe start -up of the new facility
  • For process owner, the position is the central focal point for the governance & assurance of Operations Readiness process
  • This position also acts as the Pre-Production Operations Manager for all new developments and projects until a designated Pre-Production
  • Operations Manager is dedicated to the project.

Responsibilities & Accountabilities

HSEQ & Process Safety
  • Ensuring awareness and adherence to WEL and Projects HSE policies/values both within and outside the team.
  • Demonstrating PSM leadership and ensuring compliance to Process Safety Management Procedure requirements
  • Supporting effective PSM implementation through inherently safe design
  • Lead risk identification and assessments to ensure conformance to the Process Safety Management

Leadership
  • Establishing Operations Readiness organisation and competent team
  • Operations Readiness leadership in project
  • Responsible for coordinating the resourcing (people)

Excellence
  • Developing integrated operations readiness delivery from Assess to Execute and handover to asset
  • Assuring stakeholder on quality of Operations Readiness to start up and performance of new facilities
  • Ensuring seamless integration and transition of new facility to existing facility

Work Processes & Systems 
  • Developing and managing overall budget for Operations readiness
  • Developing Operation Readiness execution plan and mandatory deliverables including Opex
  • Accountable for the delivery of the Operations Readiness activities of Opportunities under Management.
  • Ensuring effective handover acceptance and verification for start-up
  • Accountable for planning and safe execution of safe up
  • Demonstrating governance to stakeholders in Production.
  • Collaborate with engineering to ensure Operations and Maintenance outcomes are an integral part of design decisions.

Additional for process owner
  • Accountable for (owner of) the Operations Readiness process.
  • Accountable for the review and revision of the Operations Readiness Process key supporting documentation including procedures, guidelines, catalogues, templates, and roadmaps.
  • Accountable for the Operations Readiness (OPS) Peer Review functional (assurance) check process, including review participation.
  • Responsible for management of global Operations readiness risks
  • Responsible to providing supports for new opportunities, predominantly greenfield project/new countries and for M&A

Skills & Experience
  • 15 years experience in the Oil & Gas industry, including onshore and offshore projects with experience encompassing handover, commissioning and start-up activities
  • In-depth knowledge of People, Safety, Environmental and Industry legislative requirements
  • Knowledge of Production Processes, Risk and Management of Change processes & systems
  • Skill in Process Safety Critical Role Competency
  • Ability to drive and shape long term plant and business strategies
  • Ability to lead change and influence within a large organisation
  • Demonstrate positive influence on team and organisation
  • Ability to work across multi-disciplinary teams including contractors
  • Clearly aligned to company, facility and management goals and objectives
  • Understanding of Operations.
  • Tertiary Qualification or equivalent industry experience
