Job Responsibilities
Job Requirement
Bachelor of Business or Engineering with Seven or more years of direct work experience in supervision of capital projects quality, ISO 9001 QMS requirements, activities and resources for Procurement of services, materials and equipment
Three or more years of direct work experience in supervisioni or capital project procurement quality related to the engineering disciplines and scope of WORK (eg., Industrial Oil & Gas production or Petrochemical projects)
Passed an internationally accredited (i.e., IRCS or ASQ) quality Auditor training course and examination, or approves equivalent for the 2015 version of ISO 9001
Proficient in reading, writing and speaking the English language

Job Details
Job Title: Procurement Specialist - Drilling
Business/Department: Finance, IT and Supply Chain
Reporting To: Procurement Manager
Job Purpose
Coordinate and control the purchasing of Drilling and Rig equipment within the
Company and liaise directly with the Drilling and Rig team. Ensure maximum value
is derived from purchase expenditure and continuity of supply while minimising
inventory investment. Handle purchase of small to large value items often of a
highly complex technical nature. Conduct negotiations with local and international
vendors for assigned purchases.
Key Result Areas (Key Accountabilities)
1. Ensure operational requirements for Drilling and Rig are attended immediately
as required by the business.
2. Ensure reactiveness and persuasion on following suppliers for tactical
procurement (urgent) ensuring that the material is delivered in a timely manner.
3. Assess operational risks of current and potential supply opportunities.
4. Guide the user departments' for compliance with approved sourcing policies,
Delegation of Authority Matrix, business engagement and Code of Business
Conduct.
5. Process approved requisitions for the purchase of materials, equipment and
services for Drilling and Rig by placing orders with approved vendors within the
local and international market.
6. Maximise value and optimise saving by coordinating alternate sourcing of
material, product evaluation, lifecycle costing, competitive bidding and price
negotiations with suppliers.
7. Ensure the uninterrupted supply of materials and equipment to Production and
Engineering in coordination with Logistics Personnel and ensure the timely
delivery of material, equipment and services through forward planning,
knowledge of lead times, market conditions and by expediting materials.
8. Ensure quality requirements are met by adhering to Company specifications and
internationally recognised engineering codes and standards.
9. Prepare and update the Sourcing Strategy and Contract Plan (SSCP) to ensure
preparation for upcoming projects and activities to maximise impact on front-end
loading process.
10. Resolve disputes arising with suppliers concerning quality, price or delivery
problems and handles claims and counter claims as they arise. Conduct all
commercial transaction on the highest ethical standards and in accordance with
good business practice and knowledge of commercial law.
11. Monitor and carry out inventory control functions, including maintaining sufficient
quantities of critical materials, controlling additions and recoveries to stock,
analysing idle inventory, excess stock and identifying surplus stock. Review
catalog descriptions for possible duplication, preparing inventory investment
forecast and variance analysis, and replenishing and reusing equipment where
repair is economical.
12. Consolidation of purchase methods/strategies to avoid repetition and ensure that
purchases are carried out in the most efficient and effective manner; price
agreements, consolidation of purchases, Life Cycle Cost Analysis (LCCA), and
buy house strategy. Provide strategies and be able to able to execute them
successfully.
13. Negotiate and conclude various special assignments with vendors such as price
agreement, consignment and convergence alliance agreements in the most
timely, cost effective and ethical manner.
