Job Title: UP - Capital Project Management - Commissioning Supervisor/Superintendent IV
Work Location: FORT MCMURRAY
Start/End Dates: 12/13/2021 - 12/12/2022

Assignment Scope:

This position is responsible for planning and coordination of project Commissioning and start up activities. This planning and coordination consists of overseeing commissioning and start up execution and strategy under umbrella of lump sum; liaising with projects teams and/or operations and maintenance teams to establish commissioning procedures and standards to be applied across capital projects portfolio; project specific commissioning and startup plans; and coordinate commissioning input during early FEL.
This position supports both Surmont (Alberta) oilsands and Montney (British Columbia) natural gas assets.

Critical skills and experience include:

* Minimum 5 to 10 years Oil & Gas related experience
* Strong knowledge of SAGD and Natural Gas facilities, processes, and equipment
* Understanding and implementation of commissioning and startup, and completions management processes
* Ability to work in greenfield and brownfield environments
* Must be able to build and maintain a good working relationship within the project and operations teams, and contractor organizations

Duties & Responsibilities:

* Responsible for the administration of commissioning and start up processes and procedures, including the development of new or modification of existing processes and procedures
* Coordinate and/or provide commissioning input during early FEL, including
- Engineering and design to facilitate commissioning and startup
- System boundaries
- Constructability reviews
- Planning and sequencing of system based construction, e.g. integrated construction / commissioning schedule
* Compiles commissioning scopes of work for contract requirements
* Attends and contributes to Commissioning sub-contract bid clarification & kick-off meetings
* Develop and/or provide input to key project detailed plans, work sequencing and resource loading plans, including off-site commissioning strategies.
* Leads the Commissioning Readiness review
* Work with fabricator/assembler and commissioning contractor to ensure the implementation of off-site commissioning strategies
* Reviews and approves Construction Work Packages (CWP's) prior to being issued for construction
* Liaise and coordinate with vendors on behalf of Commissioning to ensure clear understanding of requirements and expectations
* Attend factory acceptance tests (FAT) and/or fabrication inspections on behalf of Commissioning as required
* Participate in mechanical completion and start up walkdowns
* Provides a lead role in the commissioning and start up of all process units and equipment
* Provides LOTO & Energization interface with contractor groups
* Provides oversight for multiple functional areas
* Provide technical direction to the project team as required
The Project Commissioning Superintendent is responsible for the implementation of the completions management system.
* Develops the turnover and start-up sequences and manages schedule
* Defining required CMS commissioning processes and procedures
* Defining required CMS data / requirements. Ex. System boundaries
* Completions Management System configuration input. Ex. Tagged items assignment
* Working with stakeholders and external contractors to define interfaces and responsibilities
* Guiding implementation team (Turnover/Handover Coordinator, Contractor teams)

Engineer IV (Fort. Mac.)
Specific accountabilities:

* Provide technical expertise and engineering assistance to various field groups, including PLM, Maintenance and Operations.
* Collaboratively interface with centralized support groups and act as a liaison between field operations and those groups.
* Lead the development of operating and capital projects while continuing to support the safe and reliable operations of our assets.
* Assist in the development of new business opportunities by identifying needs, liaison with Company personnel and Shippers and providing technical assistance, cost estimates, customer service and project management services as required.
* Approve Alternate Isolation Job Plans as per company's Safe Work Isolation Policy.
* Lead and/or participate in incident investigations.
* Represent field operations and maintenance as a member of technical committees and working groups
* Delegate work to EIT's, Engineers and Technologists as appropriate
* Manages, as part of the Maintenance Reliability Program, Maximo work orders issued to engineering by the field staff.

Required knowledge skills and abilities:
* Completion of an Engineering degree
o Preference is a degree in Mechanical Engineering or related discipline
* Professional engineering designation (P. Eng) in the province of Alberta
* 7 or more years of related industry experience
* Proven ability to initiate and manage change, be innovative, think strategically, and work well with teams
* Interest and proficiency in initiating and continuously learning new tools and systems including Software tools and work processes.
* Demonstrated ability to learn and promote the use of new tools
* Ability to communicate effectively, both verbally and in written form. This includes the ability to effectively interact with peers, internal stakeholders and equipment vendors. Strong written communication skills are essential for this position
* High-level of initiative and ownership for the work
* Familiarity with relevant regulations and applicable codes is essential
