Electrical Commissioning Manager
Context of the role:
The Electrical Commissioning Manager is responsible for managing the safe and efficient commissioning and start-up of all projects, electrical equipment within the EMEA Region in accordance with the high standards expected by our client. The Electrical Commissioning Manager is further responsible for management and planning of all site-based electrical inspection, testing and commissioning activities, including regulatory inspections and authorization of electrical personnel. Primary accountabilities during the commissioning phase include safety, cost, schedule and reliability.
Nature and scope:
Plants sizes cover the full range between standard plants, mid-size and large, cryogenic air separation and process gas plants. There is an additional requirement to provide support to other business areas executed within the EMEA region. In addition to this, the team supports Commissioning of relocated plants, significant refurbishments that are managed by other groups (European Operations, Customer Engineering) to commission and re-start.
The Commissioning phase of the project brings major interfaces with Project Management, Customer/Operations and Engineering disciplines, often with significant schedule challenges to be overcome. The nature of the EMEA region means significant interface and direction of India commissioning and engineering in order to support Middle East & Africa projects where resource sharing is an important part of the strategy.
Interfacing with teams in India and China to supervise and act as SME for Electrical Equipment during the Factory Acceptance Testing, Construction, and Commissioning phases, including out of hours support when required. Being visible and accessible to talk to functional team members, provide opportunities for personnel to express their views, giving clear direction to achieve highly effective work processes. Being a change leader in the organization. Position has responsibility to influence overall Electrical Standards and Commissioning Procedures, work instructions.
The role includes direct management of 5 to 7 Electrical Commissioning Engineers and approximately 15 Electrical Technicians across the region flexing resources as required to suit business needs. Workload is balanced via further recruitment to short term contract positions and resource sharing with other regions.
As the Electrical Commissioning Manager, you will:
-Meet safety, cost, schedule and reliability requirements for Electrical Commissioning and Start-up of plants within the EMEA region. Input into the bid phase of projects for cost and scheduling
-Develop Electrical Authorization, Isolation and Dynamic Commissioning Procedures for the GEMTE organization.
-Manage the day-to-day activities of the team and sites, develop the group to be an established, self-supported set of electrical engineers able to support a range of size, technology projects from the construction phase through to fully operational facilities.
-Drive change management through adoption of Completions Systems management and work process updates in the global and EMEA Commissioning & Start Up organization, rationalizing the ITR's and developing standard solutions that can be applied across the business.
-Recruitment, development and management of the team, both own staff and contractor staff.
-Graduate and/or Chartered Electrical Engineer with proven experience working in the electrical industry with High Voltage (HV) experience.
-Electrical Authority for HV switching
-Proven track record in start-up, commissioning roles, preferably on international projects .
-Good communication and interpersonal skills with ability to lead and influence team members in various cultural areas.
-Passport, driving license, internationally mobile.
-Must have good health, flexible attitude to travel, sometimes at short notice
-Work is primarily conducted from sites and Netherlands office in The Hague. It requires frequent travel. Expected >50% of time is spent at project sites. Participates in Operational Readiness Inspections (PSSR), non-standard start-up activities and start-up troubleshooting electrical activities during commissioning.
