Capital Procurement Manager

Our client is a well-established, recognised, and African-focused independent oil and gas company. The Group has interests in over 30 exploration and production licences across 8 countries in Africa and South America.

Our client has an exciting opportunity for Capital Procurement Manager. Reporting to the Chief Procurement Officer, the post-holder will lead the development and execution of the Capital Procurement strategy for the company.

This is a full-time role based in London with hybrid working arrangements (3 days/week in the office).

Responsibilities/Key Objectives

Demand Planning/Concept/Strategy Development

  • Produce the Capital Procurement medium to long-term strategy that is aligned to the company's medium to long-term strategy
  • Provide input into the company's annual business plan and develop the annualised Capital Procurement plan aligned to the annual workplan and budget process
  • Translate the strategy into a set of implementable and measurable plans and targets for Capital Procurement and ensure individual Key Performance Indicators are in place to support the overarching Procurement function's strategy, goals and targets
  • Ensure that Local Content is incorporated during sourcing processes and that the function meets its Local Content Key Performance Indicators
  • Support key Capital stakeholders to establish requirements and key metrics for Capital projects delivery
  • Monitor and advise on current and future market trends

Contracting and Sourcing/Tendering

  • Ensure that contracting/sourcing/tendering is conducted in full compliance with company and regulatory processes and policies
  • Ensure that tenders are executed on successfully on time and while maximising value for the company while achieving savings targets
  • Oversee the management and negotiation of current Capital contract portfolio and end-to-end implementation of new sourcing events
  • Identify opportunities for procurement cost reduction this includes contracts renegotiation to account for market changes
  • Identify opportunities to improve processes through digital platforms
  • Ensure proper filing in IMS/Phoenix of all required Capital Procurement category related contractual documents to ensure compliance

Stakeholder Relationship Management

  • Build strategic relationships with suppliers, government and regulatory bodies where applicable
  • Manage the Capital Procurement team to ensure strong relationships with priority suppliers and ensure ongoing cost savings are achieved and monitored
  • Identify opportunities to improve supplier performance improvement. This includes the change of suppliers and/or products/services in conjunction with appropriate functional areas
  • Relationships with other internal sub-functions

Leadership/People Management

  • Track and prepare Capital Procurement management reports on cost and purchase patterns
  • Ensure optimal workload distribution across the team that maximises skills and experience and ensures capability development of the team
  • Drive upskilling of team and support training endorsement to ensure team capability is improved through supervision, coaching and mentoring
  • Act as a champion for company values and support team to uphold them
  • Challenge the team to be innovative

Qualifications/Experience Required

  • The successful candidate will hold a degree in a relevant business discipline and also have a recognised Procurement and/or Supply Chain qualification.
  • It is essential to have extensive leadership experience in capital procurement
  • Several years within an oil and gas operator and/or major supplier
  • Expert in sourcing strategy development and application, demand management, sourcing, supply chain risk management, pre- and post-contract management and materials management
  • Ability to develop and execute value improvement initiatives based on value drivers within each category
  • Strong change management experience and ability to drive knowledge transfer
  • Strong results focus, with a continuous improvement skill set
  • Strategic planning, analysis and execution skills
  • Ability to develop manage and sustain effective and collaborative business relationships with key oil and gas suppliers
  • Tenacity and resistance to stress, particularly in strategic negotiations
  • Creativity that enables to see new opportunities

Field Instrumentation Engineer

MISSIONS/ SERVICE DIMENSIONS
Reporting to the Instrument & ICSS Lead Engineer, the Service holder is in charge during the FEED and EPSCC Phases to:
* Verifying that all deliverables related to Field Instruments are fit for purpose and conform to the basis of design and project specifications, including contextualized GSs. The Service holder provides comments on engineering documents to secure that Project Contractual requirements are implemented by Contractor(s). Provide expertise for the Project in the domain of Instrument discipline.
* Ensuring that the general instrumentation design of the AGUP phase 2 facilities comply with maintenance and inspection requirements, specifically during the engineering and construction phases.
* Review of Packages specifications with regards to area of expertise in FEED phase and follow-up in EPSCC, expediting visits to vendors premises, kick-off meetings.
* The Service holder shall liaise actively with operations team regarding all matters related to the operability, availability and maintainability of Field Instruments and equipment packages, raising consequently necessary comments on general layout and 3D review in order to ensure its whole consistency. The Service holder shall bring assistance on t subject as and when required.
* Assist the project management in Vendor selection.
* Review and comment vendor documents that have been assigned to them and assist package engineers in technical problem solving at all stage of work. Attend to vendors meeting as required.
* Review and propose response to TQs and deviation requests for project management approval.
* Perform regular visit at the WORKSHOP and WORKSITE. Inform package engineer of any concerns that might jeopardize the quality, the cost or the project schedule.
* Support preparation and participate in Project technical reviews, provide answers and ensure timely implementation of the findings in discipline.
* Manage punch-list (from reviews or meetings) clearance that they has been assigned. * Ensure work is performed is consistent with other disciplines.

* Provide support to the commissioning team in development and resolution of technical findings.
* The Service holder participates also in the review, preparation and implementation of all the maintenance and inspection means (procedures, contracts, resources...), for the start-up and the operational phases.
* The Service holder is also accountable for demonstrating individually an exemplary behavior with regard to HSSE rules & requirements, and for ensuring their application within scope of responsibility.
* To adopt & demonstrate an exemplary behavior with regard to HSSE requirements.
* To provide a strong HSSE leadership and to define and ensure the effective implementation of the Project HSSE policy and commitment, by providing all necessary resources.

Organization: To co-ordinate all the activities of the Instrument team by informing, supporting and directing personnel in their roles, responsibilities and objectives.

Engineering follow-up: To control the Contractors' performance in instrument equipment discipline: timely delivery and review of Contractor's engineering documents, studies and queries through an efficient technical coordination scheme with the Contractors

QUALIFICATIONS & EXPERIENCE REQUIRED

* A minimum of 10 years of related oil & gas facilities experience preferable on onshore activities.

* English mandatory.

* Specialist with extensive experience of field instrumentation as well as control and safety systems.

* Experience of monitoring engineering, construction and commissioning performed by an EPC contractor

Reporting to the global CISO, you will act as the local lead on cyber security within the North West Europe (NWE) region. You will support the business units in the NWE region in the application of the group cyber security policies, procedures, and processes. You will also ensure compliance with applicable cyber security laws, regulations, and best practice. You will help enable the business to operate with a balance for the need to ensure security of the organisations business, personnel and third-party information.

Key Responsibilities

Operations:

  • To ensure the inclusion of cyber security principles and best practice in IT/OT projects.
  • To drive cyber security improvements across the IT/OT environments in the NWE region.
  • To act as the link between the global cyber security team and the NWE region business units.
  • To act as the lead on cyber security risk within the NWE region.
  • To act as the cyber security subject matter expert within the NEW region.

  • To support cyber security audits, compliance exercises, and assessments.

  • A minimum of 3 years' experience in the application and management of cyber security principles and process in technology systems and networks
  • A minimum of 3 years' experience in the application and management of Cyber Security in Microsoft environments.
  • Experienced in the creation, application, and lifecycle of Cyber Security policies and procedures.
  • Experienced with the application of Cyber Security principles to the design and implementation of ICS/SCADA systems.
  • Experienced in the assessment, management, and lifecycle of Information Security Risks.
  • Experienced in the management of Cyber Security audits and actions.

Skills and Knowledge:

  • Managing information security.
  • Risk assessment and Management.
  • ISO27001, NIST, ISA99/IEC6443, NCSC Cyber Assessment Framework (CAF), and other information security standards.
  • Familiarity with NIS, GDPR, and COMAH/HSE Cyber Security requirements/legislation would be appreciated.
  • Knowledge of the cybersecurity market and vendors.
  • Understanding of secure design principles for technology systems.
