The Cost Engineer will provide support during the execution Phase of the Company's new plant build.. Project Controls encompass the people, processes and tools to plan, manage and proactively recommend and implement measures to mitigate adverse cost and schedule issues, minimize or eliminate risk events that may penalize project priorities, and to optimize cost and schedule considerations to meet Company objectives. The Project Cost Engineer needs to support Project Controls Manager and Business Manager who develop, implement, and maintain all necessary processes, procedures and systems to ensure effective planning, Onsite Project Controls & Construction support and Project Controls Owners Support Responsibilities * Accountable for delivery/management of all specified Project Controls deliverables in an effective and timely manner. * To actively supervise, plan and co-ordinate the Project Controls team in a timely manner and completing all integrated and consolidated monthly project reporting per schedule * Accountable for the development, management and maintenance of the project controls system, * Periodic delivery of project integrated reporting from project team/contractor data, in timely, accurate and succinct manner. * Ensure that cost, schedule and risk management systems are structured to enable integrated project performance measurement and reporting as part of the Monthly Report * To lead the project controls team's effort in the quality control and assurance of the change management process and to manage the change management process and deliverables as required. * Responsible for the management of the Owner's Cost Section of the Project. Includes cost management, forecasting, change management and general reporting * Responsible for the management of the integration and Owner's Cost, Spend, Cash Flow, Forecasting etc. Includes consolidated curves and data. * Responsible for the management, review and quality control and assurance of the Staffing Plans (and hours), Indirects, General Services and Equipment. This includes audits and forecasting. * Responsible for the overall management of the total project contingency and escalation drawdown plans and forecasts. * Responsible for the overall management of the Freight package project controls, cost and forecasts. * Responsible for the review of the invoices. Quality assurance and audit checks. * Responsible to manage that all invoices are received and loaded into the project controls and other systems for approvals and payments. * Responsible for the request for funding from parent company and all controls reconciliation documents, including reconciliation between Oracle and ACONEX, as well the project accruals reporting. * Provide strategic insight and recommendation on ways to control or reduce risk. * Consistently demonstrate the Company's values through behavior in a manner consistent with the Company's priorities of Responsible Care, Reliability/Quality, Schedule and Cost. * Support overall compliance with OSHA employee and workplace safety standards and ensure own compliance with all OSHA employee and workplace safety standards. * Responsible for establishment, development and adherence to sound project services procedures and practices throughout the Project Team. * Ensure appropriate Project Controls systems are in place and support compliance with all legal requirements. * Participation and input in other special projects as assigned by Project Director TA Corporate Knowledge & Compliance * Assist in development of an understanding of Corporate policies and procedures which impact the Project business and ensure Project compliance. * Maintain an expert level of awareness of the Code of Business Conduct and Corporate Governance Manual. Knowledge, Qualifications & Experience * Related degree qualification an asset (Construction/Accounting/Finance/ Engineering) * 15 years' experience in a similar role of EPC TIC Cost Analyst on major capital projects ( $50 MM) * Experience managing Owner's costs and interacting with Corporate finance teams and systems * Proficient in extracting data into Excel and using graphs, formulas, pivot tables, etc. for reporting and trend analysis * Knowledge of commercial contracts, how to apply terms to selective material and subcontractor invoice auditing * Demonstrated ability to analyze data for commitments, direct actuals and forecast cost to go * Ability to deal with technical and non-technical personel.
