Manages and is responsible for the Mechanical / Piping engineering and execution of all multi-discipline Projects, using engineering expertise and appropriate internal and external resources to ensure work is completed safely, in a cost-effective manner, within budget and on schedule to the standards required.
Manages the maintenance of standards, procedures and relevant documentation relating to THE Facilities. Ensures the maintenance, storage and distribution of Mechanical and Piping critical drawings are carried out by the Drawing Office to procedure and standard.
Provides leadership and direction to direct reports. Provides leadership and guidance to all direct, indirect and contract reports as required and during execution of Projects.

POSITION RESPONSIBILITIES

  • Manages Mechanical / Piping engineering and related Projects such that the safety, quality, cost and schedule targets are achieved.
  • Implements Projects in accordance with Project Standards, procedures and are in compliance with USA legislation.
  • Manages the Mechanical / Piping Project work list to meet customer requirements.
  • Ensures that all Mechanical / Piping Project functions are integrated effectively across all relevant work groups.
  • Approves scopes of work for Mechanical / Piping Projects covering detailed design, preparation of purchase specifications and preparation of construction packages.
  • Provides support and advice to Maintenance department, particularly in the area of Mechanical Reliability, TAR and Projects.
  • Obtains producer statements, design verification and statutory approval where required.
  • Undertakes studies and develops costs and options for Capital Plan development.
  • Provides expertise and specialist Mechanical / Piping engineering knowledge.
  • Provides support to the Maintenance department on general engineering problems.
  • Manages external Consulting Engineering Services.
  • Manages the Design Approval process to ensure input is obtained from the appropriate disciplines and changes are made to the design as required.
  • Reviews detailed design, purchase specifications and construction packages for compliance with statutory requirements, appropriate standards and procedures.
  • Ensures appropriate hazard and risk reviews are conducted and all issues identified are actioned.
  • Ensures appropriate reliability reviews are undertaken on Project designs.
  • Coordinates the development of procedures and provision of resources for the commissioning of relevant Projects together with Operations.
  • Manages the tender and award contracts in conjunction with Purchasing for detailed design, preparation of purchase specifications, preparation of construction packages and construction.
  • Manages the construction and commissioning phases of projects by ensuring good supervision, planning, co-ordination, KPI's, safety planning and quality assurance.
  • Ensures all employees and contractors undertaking Project work on the site are effectively supervised such that safety, quality, costs and schedule targets are achieved.
  • Provides feedback at the end of each contract on contractor performance to the appropriate sponsor.
  • Ensures the systems to develop and maintain and store all engineering drawings and engineering documents by the Document Control department are in compliance with the PLANT procedures and standards.
  • Develops and maintains systems and procedures for the control, distribution and storage of all engineering documentation (other than drawings) associated with Facilities including Vendor Manuals, Data Books etc.
  • Develops and maintains systems and procedures for the control, review, distribution and storage of appropriate engineering standards/guidelines such that all engineering work is done in accordance with Loss Prevention Standards and in compliance with legislation.
  • Develops and maintains systems and procedures for the control, distribution and storage of Mechanical / Piping publications required.
  • Ensures policies and procedures are developed for all drafting services are drafting is conducted in accordance with requirements.
  • Leads, supervises and contributes to the Project and Mechanical Engineering team ensuring provision of effective Engineering support to business.
  • Ensures the performance management system is competently applied to all assigned staff to maximize each individual's contributions.
  • Improved individual and organizational performance through coaching for success.
  • Ensures employee and contractor compliance with policies, procedures and applicable standards.
  • Involves the team in developing and actioning the annual department plan. Ensures alignment with the business plan and Corporate Strategy.
  • Effectively communicates current activities and policies.
  • Ensures implementation of and compliance with all HR policies and procedures, including performance optimization.
  • Ensures execution and delivery of the relevant components applicable to Mechanical Engineering in the Business Plan and the Technical department Plan as developed each calendar year.
  • Applies the performance management system to all staff to maximize each individual's contribution.
  • Ensures that a high level of technical skills and Plant knowledge within the Mechanical Engineering team is maintained.

POSITION QUALIFICATIONS

  • Bachelor of Science Degree in Engineering from an accredited institution required; Mechanical Engineering preferred.
  • 10 years experience in Mechanical Engineering and/or Project Management encompassing all aspects from conceptual development, design and through execution, construction and close out.
  • 10 years experience in the petrochemical industry.
  • 5 years leadership experience.
  • High level of Mechanical / Piping engineering and design knowledge.
  • Experience in an operating petrochemical plant environment involving pressure equipment, rotating equipment and piping design.
  • Experience with all phases of Project Management, PMP considered an asset.
  • Exhibits participation in safety and quality culture in design and construction.
  • Computer literacy, including engineering design packages.

POSITION SUMMARY

Provides effective process and utilities engineering services in order to achieve daily operational excellence and to drive down unit cost of production, improve production capability, and/or minimize overall risk of harm to people, risk of harm to the environment, or risk of lost production.

Supports the project team by taking a lead role in Engineering during the FEED study, detailed engineering phase and continuing on through plant commissioning and start-up.

POSITION RESPONSIBILITIES

  • Supports the Lead Process Engineer and Production Engineer to ensure an effective Process Engineering service is consistently provided to the Operations Department in order to achieve daily excellence in the areas of plant operation, reliability, safety, productivity, and efficiency.
  • Identifies, evaluates, and executes continuous improvement opportunities to drive down unit cost of production, improve production capability and/or minimize overall risk of harm to people and the environment.
  • Participates in hazard/risk reviews required for all plant modifications. Able to act as a leader at review meetings for projects in line with experience.
  • Provides process design for improvement projects at the Geismar site and supports process design needs for other sites as needed.
  • Performs duties of the Lead Process engineer in his absence.
  • Provides project support by taking a lead role in Engineering during the design, construction, and start-up phases of the project. Including reviewing data sheets, design details, PID's, PFD's, and providing recommendations on equipment and material selections. During the commissioning and start up phases provides detailed guidance to Operations staff, assists with the writing of Operating and Technical manuals and complex loop development.
  • Develops and verifies QAQC documentation for the punch list and turnover packages.
  • Acts as mentor to the less experienced engineers in the department.
  • Ensures compliance with the requirements of PSM to minimize overall risk of harm to people, the environment, or loss prevention.
  • Participates in the auditing process with Senior Engineers.
  • Improves the safety in design performance of Methanex Geismar through application of learnings from incidents at other sites.
  • Plays a key role in the Management of Change process, acting as PCR lead on plant changes being managed by the Department. Ensures that all requirements of the change management process are met.
  • Supports the culture and initiatives of reliability within the Technical team and provide necessary support to Maintenance Reliability focus.

POSITION QUALIFICATIONS

  • Bachelor of Science in Engineering required; Chemical Engineering preferred.
  • Minimum of 5 years of experience in Process / Utilities Engineering encompassing aspects such as trouble shooting, monitoring, conceptual design and equipment sizing and selection.
  • Preferably 7 years' experience working with hydrocarbon or chemical processing.
  • Well versed in working with process engineering software packages such as HYSYS.
  • Competent user of standard computing packages (e.g. Microsoft Office).
  • Familiarity with API, ASME and ANSI standards.
