POSITION : Senior Engineer, Project Cost & Planning
REPORTING TO : Head of Project Services Section
LOCATION : Kuala Lumpur

KEY OBJECTIVES

The job holder is responsible for developing and maintaining the integrated project master schedules in term of cost & schedule for both Offshore Facilities and Onshore Gas Plant 2 (OGP2) projects starting from FEED/EPCC tendering until completion of FEED/EPCC execution, i.e. Basic engineering design, Detailed engineering design, Procurement, Construction & Pre-commissioning, Commissioning, Plant performance test and Handover to operation.

He/she also be responsible to monitor and highlight if there is any potential cost overrun or delay of work performed by contractor/company including to propose the practical solution and adjust the plan to suite with the latest project status. He/she is responsible to review and provide project cost evaluation/benchmarking and budgeting of FEED/EPCC phases. He/she also assists Project Service Manager in monitor LLI procurement scheduling and monitoring to ensure the desired project target will be achieved.
The job holder shall be responsible for the Progress measurement procedure, MDR, etc. Execution covering all Engineering Phases from CFT development, Tendering execution, Basic engineering, Detailed engineering, Construction, Pre-Commissioning, Commissioning, Start-up and Performance test of both Offshore Facilities and Onshore Gas Plant 2 (OGP2).

PRINCIPAL ACCOUNTABILITIES

• Be a project focal point to review/develop Project master schedule and monitor/highlight both internal and external key activities.
• Be a project focal point to review and monitor Change order including to monitor the balance of Contract value.
• Liaise with Project engineer to prepare Tender plan or other deliverable to obtain management/committee approval in relating to Cost/Procurement management.
• Develop the monitoring system for the procurement of Long Lead Items (LLI) and integrate into Project master schedule.
• Review the related project deliverables e.g. Weekly/Monthly progress report, Progress measurement procedure, Minimum deliverable register, etc. including to other routine project control matter e.g. S-curve, cost claim, submitted invoice, etc.
• Work with Project engineer and Discipline engineers to monitor/control the project execution including to monitor the efficiency of contractor and company teams if there is any deficiency to improve.
• Attend daily/weekly progress meetings, prepares daily/weekly and monthly reports.
• Assists in the preparation of pre-commissioning and commissioning schedules and ensures the smooth and timely handovers from the onshore and offshore installation contractors/suppliers.
• Liaises and interfaces with Operations team for preparation, installation and hook-up works including logistics and safety requirement.
• Update Project Team and Operation Group regarding the manning level during construction/ installation period, and recommend proper development of the personal mobilization/demobilization plans
• Prepare the presentation document to provide both project management and Asset Team with adequate levels of information on project matters and status
• Report the progress to line supervisor. Identify the problem areas issues and suggest the practical solutions/actions to line supervisor as appropriate.
• Be a focal point to review/develop EPC cost estimation report and benchmarking process. Coordinate with 3rd party for both schedule and cost quantitative risk analysis.
• Be a focal point to prepare budgeting in EPCC phases in all contracts
• Contributing to the optimization of company's budget through proper up-to-date development of the personal movement plans
• Assist Project engineer in CFT preparation on its related part and evaluate the proposal as may be requested.
• Support Project Service Manager in any special assignment may have during the execution of project.

WORKING RELATIONSHIP

• Field development planning team, exploration team and all functional groups within or outside department including contractors, joint-venture partners and related authorities.
• Individual must be capable of working independently, efficient and competent in carrying out duties.

QUALIFICATIONS AND EXPERIENCE

• Bachelor's degree in engineering or related field
• Knowledge of oil and gas industry both onshore and offshore
• Professional certificate by accredited Bodies/ Associations e.g. PMI is an advantage but not necessary
• Must have extensive knowledge of project management, budget control, schedule control and quality control management.
• Must have a good understanding of facilities design and production operations including a broad range of expertise on conceptual, development and production operations of Offshore and Onshore constructions.
• Good verbal communication, coordination and organizing skills with ability to work with minimal supervision and liaise effectively and efficiently with other team members within / outside Department.
• Demonstrate high level of interpersonal skills and integrity
• Stakeholder Management skills - Proven ability to build strong working relationship with internal and external parties
• Minimum of 10 years' experience in Cost and Planning with proven track record in FEED, Detailed Engineering, EPC, projects management & execution.
• Experiences in Offshore/Onshore engineering and construction in the oil and gas industry including to Petrochemical or Refinery projects.
• Experiences in project management for the project which have Licensor contractor during FEED/EPCC are advantage.
• Experiences in project management with scope of shore approach pipeline are advantageable to perform civil/structural analysis and design of foundation, steel structure, connection, and reinforced concrete building.
• Experiences in CFT development and Tendering execution of Offshore/Onshore gas plant/petrochemical/refinery industry are advantage

Head of Sarawak Petroleum Development Section (Malaysian Nationals Only)

Responsible for the subsurface field development, production and reservoir management deliverables for the Sarawak Asset.

Manage and lead multi-discipline subsurface staff including geologist(s), geophysicist(s), petrophysicist(s) and reservoir engineer(s). Responsibilities to include goals objective setting, supervision , providing best in class technical direction, peer reviews and quality control as well as personal development of staff.

Maximizing the value of the Sarawak (SK) oil gas fields through implementation of the approved field development plans with optimization of well placement and production / injection targets

Custodian for all static and dynamic model(s) and lead the construction of new models as required to incorporate latest subsurface data, conforming to sound technical and best practices

Requirements

• Minimum of a Bachelor's degree in Engineering or Geology with minimum 7 years' experience leading a multi-discipline subsurface team. Experience should include oversight of geological and reservoir modeling techniques along with experience optimizing drilling and reservoir management activities. An advanced technical or business degree is highly desired.
• Minimum of 15 years relevant experience in working with multi-discipline E&P teams.
• Strong computing skills, knowledge in working with PETREL, ECLIPSE, Saphir, OFM, GAP-Prosper-Mbal and Microsoft Office
