On behalf of An Oil and gas major operator company Petroplan are looking for a Drilling Engineer (Cost & Budget) on a Permanent basis based in Qatar.

Responsibilities;

Prepare and manage the Drilling & Completions (D&C) Department business plan and budget in line with the international industry standards.

Prepare D&C Department monthly, quarterly and annual reports as well as departmental KPl's.

• Manage Drilling & Completions Department budget as per drilling sequence. Develop AFE's in respect of Capital Well Costs and link through appropriate Well Base Structure (WBS) for budgeting and after work allocation processes.
• Execute with Contracts and Operations Engineers all Drilling and Completions Department contracts with special emphasis on contract value, variations and/or any other changes, then reflect them in the AFE's to provide inputs for contract variation requirements, fulfilling contractual obligations and processing Contract close-out documentations including Statement of Final Account (SFA).
• Assist Operations Engineers in the preparation of SAP ROs, SESs, and material call offs for all Contracts activities.
• Investigate technical and operational issues related to Drilling & Completions Department's contractors claims ensuring all billed items are correct and in accordance with Drilling & Completion department contracts. Provide solution to all problems arising processing the claims.
• Review daily drilling reports for jobs performed in conjunction with Operations Engineers. Verify items on day-to-day technical/operations activities vs. budget and contracts for better cost control.
• Prepare the Drilling & Completions Department Monthly, Quarterly and Annual reports, covering activities from all Drilling & Completions' section in order to update management on operational and cost performance of the department.
• Collaborate with Drilling Operations Engineers to provide input for final well reports and other reports, as required.
• Prepare Drilling & Completions Department annual objectives and performance targets in collaboration with all Drilling and Completions Department Sections. Monitor and update the Drilling and Completions Department KPls and issue related scorecard to evaluate the department performance.
• Verify year-end fiscalisation of wells activities to ensure proper allocation, identification and depreciations.
• Lead and direct Technical/Clerical Staff for issuing monthly/yearly accruals and liaises with all projects operations engineers to systemize all executed tickets for optimum accuracy of accruals report

Qualifications and Experience:

• Minimum 10 years' experience in drilling and operations engineering including:
• 4 years field experience as drilling operations supervisor
• 2 years' experience in drilling activity management
• 2 years in business planning & budgeting
• 2 years in drilling contracts management
• Sc. in Petroleum Engineering or related Engineering Discipline plus extensive petroleum industry courses.
• Fluent in written and spoken English language.
• Strong analytical and communication skills together with excellent computer literacy

Job Requirement

• Minimum 8 years experience in an accounting/finance environment within the Oil & Gas Industry.
• Computer literacy (MS Office suite of programs), Lotus Notes and thorough knowledge in SAP FICO, ES, PM, SD, PS and MM modules is essential.
• Excellent Analytical communication interpersonal, problem solving and negotiation skills.

Job Title: Senior GIS Engineer
Type: Staff - Residential
Location: Doha - Qatar

Overview of position
Responsible for planning, organizing and managing all activities required for carrying out geophysical, hydrographic, ROV and offshore geotechnical surveys and accurate positioning of offshore installations. Act as Subject Matter Expert in the field of Hydrographic Surveying. Responsible for developing and managing offshore facilities and seabed survey GIS database. Publish tide tables and updated field charts to facilitate safe navigation. Manage oceanographic / metocean / tidal observations obtained as part of engineering projects. Develop and manage hydrographic survey standards and procedures.

Accountabilities
Prepare scope of work, evaluate bids, review and approve deliverables for geophysical, hydrographic, ROV and offshore geotechnical surveys to ensure that the survey data meet offshore engineering project requirements.

Ensure accurate positioning of offshore structures and subsea infrastructure during their installation.

Develop and manage GIS database of offshore and subsea facilities and seabed survey data.
Publish tide tables and updated field charts required for safe navigation of vessels during offshore engineering projects and other marine operations.
Inspect and approve survey and positioning equipment onboard vessels mobilized for offshore surveys and other marine operations.
Author and update hydrographic surveying standards and procedures.
Provide discipline support for offshore engineering projects and other stakeholders as Subject Matter Expert in the field of hydrographic surveying.
Oversee and coordinate activities of survey supervisors onboard vessels.
Manage oceanographic / met-ocean / tidal observations obtained during offshore engineering projects.
Carry out spatial analysis and visualization of seabed geophysical data using Fledermaus, ArcGIS and other software to support offshore engineering projects.
Decision Making Authority
1. Fully independent and use own judgment based on experience and technical knowledge.
2. Responsible to act on behalf of companyRepresentative's nominated deputy with commensurate responsibility for all matters pertaining the projects assigned.
3. Work independently in dealing with projects assigned to him as team leader.
4. Responsible for identifying and implementing corporate geospatial data and hydrographic survey policies and standards.
5. Works closely with Head of Geospatial Information Systems to implement corporate level data flow to ensure timely update of offshore GIS.
6. Provides / approves technical solutions related to Offshore and subsea Geospatial Information content management and services.

Challenges:

1. Field visits to / work in all operational areas including offshore as required.
2. Work onboard vessels to supervise offshore survey work and inspect vessels
3. Contacts at the level of Heads and Lead Engineers for hydrographic surveying, geospatial data acquisition and user support.
4. Multi-disciplinary engineering domain knowledge and experience in oil and gas industry.

Qualifications / Knowledge / Skills / Experience
Bachelor Degree in Hydrographic Surveying / Land Surveying / Geomatics / Civil Engineering or equivalent. Post graduate diploma in GIS is highly desirable.

Minimum 15 years experience in conducting / supervising hydrographic surveying activities of which 10 years should be in offshore oil and gas industry. Candidate should be well versed with planning and conducting geophysical / hydrographic / ROV / offshore geotechnical surveys, positioning of offshore structures and subsea infrastructure, Oceanographic / Metocean / tidal observations and calculations and use of associated software and equipment. Working knowledge in Geographic Information Systems (GIS) on ArcGIS platform and Fledermaus software are highly desirable.

Candidate with additional experience in topographic / underground surveying in onshore oil and gas field and wells and facility setting out surveys is preferred.

Candidate should have excellent written and verbal communication skills, lateral and critical thinking, strong problem-solving skills and attention to details.

Job Purpose

Job Requirement
15 years experience with oil and gas experience with at least 8 years in senior level inspection and corrosion.
Good knowledge in international codes and standards related to in-service inspection of pressure vessels, piping and other
fixed equipment and application of NDT techniques.
Working knowledge in SAP.
Good analytical / creative skills.
Have the necessary experience in leadership and motivation.
Knowledge of use of computers is a must
