Asst. Manager, International Facilities
Reports to: Manager, Offshore Facilities

Primary Purpose of the Job


Identify and recommend corrective actions to International facilities operations to ensure governance and assurance in order to safeguard interest. Verify and raise recommendations to Department Manager (SO) for endorsement of Operational aspects of all international facilities development plans for Oil and Gas fields operated by others overseas. Review of the Annual WP&B related to surface facilities activities in order to ensure that the assets are operated with optimum cost without compromising the safety and operability. Identify Key Focus Areas for each operating asset and ensure implementation by coordination with the respective operators

Principal Accountabilities

  1. Actively monitor and oversight international assets operation to ensure compliance with Safety and Production objectives, organise regular coordination meetings with every Operators to discuss areas of concerns and assist in their resolution.
  2. Monitor brown field refurbishment projects and assess existing facility impacts for the field development plans.
  3. Provide assistance to other divisions in reviewing and providing inputs from operation perspectives.
  4. Review and verify the Annual Work Program & Budget (WP&B) submitted by the Operators and monitor activities implementation progress and expenditures to ensure compliance with submitted plan and budget.
  5. Develop and manage guideline/framework for managing non operated assets and implement it across all assets.
  6. Monitor integrity of assets and subsea pipelines.
  7. Participate in forums to exchange information among offshore operators/projects on lessons learned from existing operation and ongoing projects.( Examples : Offshore Operation Forum, Pipeline Task Force, etc.).
  8. Participate in task forces, committees and meetings with and other offshore Oil Development Ventures as and when required.
  9. Ensure through effective communication, supervision that the Division employees consistently demonstrate commitment and motivation to achieve an optimum performance and deliver an excellent quality of work.
  10. Liaise closely with the Department Manager and other Assistant Managers in the Department to ensure that the fields development and operation oversight are in line with strategic plans and procedures. Coordination includes joint preparation and providing input to several regular Business and projects internal and external reports.

Decision Making Authority


The decisions are normally derived based on technical review/ verification and follow up of international Oil and Gas operations/ constant oversight of facilities. The technical recommendations made by the job holder can have serious investment risks and large financial implications. Under the guidance of SO Manager, the Job holder undertakes operation oversight responsibility for the international oil and gas surface facilities with the objective to safeguard interest by improving operation performance and ensuring financial savings to and Qatar.

Context / Special Features / Challenges


Offshore Oil and Gas operation is extremely expensive and critical to assure feedstock continuity to the processing / treatment plants. The main challenge is to have adequate resources and expertise within SOdivision to have effective involvements and input to the offshore operation improvements to sustain production plateau from the fields. This involves substantial annual budget commitments towards operating expenses (total OPEX in excess of couple of billions US$ every year). SO Division's constant efforts can only ensure that offshore Operators are taking necessary precautions at right time to protect the integrity of offshore structures/ pipelines/ critical assets and have adequate plan to maintain them in good conditions even beyond their design life.

Qualifications / Knowledge / Skills / Experience


B.Sc in Chemical/Mechanical Engineering or higher Degree. Good English written and verbal communication skills. Minimum 15 years' experience in the Oil/Gas Industry with minimum 10 years' experience in offshore engineering and projects execution with good operational background.
