Our client has an permanent opportunity available for a Senior Expeditor. Candidates must be local to the Saint John, NB area or be willing to relocate on their own costs.


JOB DESCRIPTION


This position has responsibility and accountability for coordination and expediting of the flow of both vendor and internal documentation, workflow, equipment, contracting, and/or material deliveries in accordance with the projects strategy, schedule, budget and safety objectives.
The Senior Expeditor working with the Project Procurement Managers develops and implements Expediting Management Plans. These plans will organize and coordinate the activities of the expediting function within multiple Projects in parallel, meeting all Project delivery requirements.
Organize and oversee the work of field and desk expeditors based in multiple areas within various project (instruct, coach, develop expediting plans) by establishes key requirements, measures, and protocols to mitigate risks, and reports on any concerns to Management.


KEY ACCOUNTABILITIES

Utilizing industry best practices by applying all relevant procedures, tools and forms in order to ensure efficiency and effectiveness of expediting.
Ensure Procurement activities are coordinated from the PO placement up to the agreed delivery term as well as all other post-delivery activities as they are defined in the PO both internally and externally
At Project start-up or RFQ stage, organize and define the criticality rating review with the appropriate tools and communicate these reviews to internal and external stakeholders
Establish in agreement with the Project Manager and Procurement Manager the Expediting Plan for the critical Procurement items, works or services
Review the project procurement scope and risks and recommend an appropriate resource allocation plan to the project procurement team around expediting support.
Coordinate the Expediting team and ensure the material delivery in full compliance with the PO Supply agreement and project's requirements
Organize and lead Kick off meetings(KOM) for Risk Tier 1 packages engaging all appropriate internal and external stakeholders. Communicate the results and action plans from these meeting to appropriate internal and external resources.
Provide regular and accurate status reports on the progress of the expediting activities for each project.
Ensures coordination, monitoring and follow-up 3rd party inspection activities is done in close coordination with Quality and Technical support functions for each specific project
Review and monitor expediting plans for each project and evaluate the issues to be escalated.
Oversee the execution of expediting plans for all project packages carrying a Tier 1 or 2 Risk profile and reallocate resources where necessary with minimal supervision.
Use industry best in class expediting tools on a regular basis to audit and arrange some quality check analysis and be able to flag any project identified risks as well as recommending eventually some action to the management.
Ensure a close, continuous and efficient interface with Procurement, Engineering, Project Control, Construction, Quality and Stores Depts. Maintain up to date all Registers, Deviation, Non-conformance, certificates, deliveries and OSD
Participate to Supplier Performance Evaluation and provide feedback to the Procurement team to improve the performance of company/project in Supplier selection.
Assists in developing and implementing contract management procedures and processes to ensure compliance with Supply Management policies and audits.
Develops and implements claim avoidance and mitigation strategy to support any claims that may arise within contracts; drafts and/or reviews letters regarding commercial/contractual matters.

Instruct, coach, support and provide feedback and guidance to the Desk and Site Expeditors. Supervises staff, providing support for hiring, training and development, coaching, and all other people management tasks, as directed by the reporting Manager.

QUALIFICATIONS

  • B.Comm, BBA, BA, LLB/JD, MBA, B.Eng, C.E.T.
  • Supply Chain Management Professional (SCMP) designation or other similar designation an asset
  • PMP/PMI designation an asset

  • Minimum 10 years of project expediting management and operations experience specifically within a construction / projects environment.

  • Experience in the energy, oil and gas sector an asset. Demonstration of both knowledge and experience in the management of expediting for a major and minor projects across multiple value centers.

  • Worked extensively in a Project based environment, understands the dynamics of Projects and the execution of Expediting in support of these.
