Position: HSE Advisor - Houston Based - Offshore Project

Petroplan is currently working with a growth focussed energy service company within greater Houston who, due to continued project success, are looking to add an experienced HSE Advisor to sit in their Houston office and assist with ongoing offshore Gulf of Mexico projects.

In this position, you will report into the HSE Manager to plan, implement, and coordinate safety programs to prevent or correct unsafe working conditions. You will be involved with ensuring that all activities are planned, scheduled and executed to achieve the agreed requirements in a safe and efficient manner. Key responsibilities of the role will include:

  • Developing and managing effective corrective action plans in conjunction with operational groups as a result of incident investigations, internal audits, client audits, and identified gaps from BBS/observation programs.
  • Ability to lead incident investigations for injuries, and/or occupational diseases to determine causes and corrective/preventative measures
  • Promote continual improvement and standardization of existing HSE programs by maintaining and applying knowledge of current policies, regulations, and industrial processes.
  • Work with the HSE Manager by conducting and/or coordinating employee HSE training in areas such as safety laws and regulations, environmental programs, hazardous condition monitoring, and use of safety equipment.

Ideal experience will include:

  • Bachelor's degree in Health Safety & Environment, Certified Safety Professional or an equivalent combination of education and experience
  • A minimum of 7 years HSE experience, with experience working on offshore Gulf of Mexico projects
  • Holding a Professional certification (ASP, CSP, SMS, COSHO, OHST, CIH, NEBOSH).

The Project Engineer is the focal point for the design and engineering execution, procurement of components, support of fabrication and installation and commissioning support upon arrival at site of the process modules.

Responsibilities:

  • Facilitate engineering design reviews of process modules, HAZOPs, maintenance reviews, understanding of module logistics design, and constructability.
  • Focal point for all RFI's between site teams and engineering for expedited response.
  • Ensure process equipment is compliant with all company environmental and safety policies, understanding operating and permit limits to ensure regulatory compliance while maintaining maximum reliability and efficiency.

The Senior Analyst, Records Management will play a pivotal role in formulating, executing, and overseeing an all-encompassing records management (RM) initiative on behalf of the company. Reporting directly to the Records Management Manager, the Senior Analyst will collaborate closely with Legal, Information Management, and Regulatory teams to establish, execute, and enhance the RM program.

Responsibilities:

  • Working under the general guidance of the Records Management Manager, initiate and execute the RM program for our client in accordance with Federal, State, and local record retention regulations.
  • Enhance and refine the Records Management Policy and Schedule for the company, along with RM protocols, processes, and guidelines governing the creation, preservation, retrieval, and disposal of records and information.

Summary
Provides oversight for safety & environmental compliance, instrumentation and electrical maintenance, installation, and preventative maintenance. The A&E Site Lead is responsible for the productivity of the team that performs the task.

Responsibilities

Senior Supply Chain Specialist
Summary

The Senior Supply Chain Specialist reports to the Vice President, Supply Chain and implements procurement strategies and activities to mitigate risk, in alignment with production operations objectives--i.e., budget, schedule, quality, cost, etc. The incumbent ensures effective communications with production operations, engineering, and functional teams.

Responsibilities

  • Follows all safety, environmental and company policies and procedures discussed in the Surge Energy Management System; actively participates in the Field Site Card and Facility Assessment program.
  • Develops the appropriate sourcing and commercial strategy in collaboration with the category management team and oversees the procurement for all field operations materials and equipment.
  • Coordinates with internal stakeholders to ensure that all project timelines are met, material purchases are processed in line with the schedule, risk is mitigated in relation to the purchasing schedule and lead time are optimized.
  • Provides timely information to Engineering, Operations, Construction, Maintenance and Electrical Infrastructure teams of any supplier or procurement activity that impacts the schedules, either realizing opportunity or indicating a potential risk.
  • On selected high risk or critical materials or equipment, the incumbent is the central point of contact with suppliers to ensures alignment with work programs.
  • Coordinates the formal inspection process supplied in writing and requested by Engineering and Operations for material such as process vessels.
  • Develops, builds and maintains relationships with major equipment suppliers and vendors to insure the shortest long lead times and to perform routine site visits to the fabricator and supply company yards to do inspections.
  • Manages any procurement related claims on behalf of the field operations team.
  • Communicates/reports progress of procurement activities to appropriate stakeholders.
  • Conducts regular audits of inventory to ensure accuracy and identify any discrepancies.
  • Implements and maintains inventory management systems to optimize inventory levels and streamline processes.
  • Manages office or warehouse construction projects, as needed.
  • Work with Accounting to reduce identified reporting gaps and provide solutions with regard to Accounting identified issues.
  • Work with the E.Maint software to understand inventory tracking and help develop digital solutions to integrate information with the least amount of manual entry.
  • Ensure there is a process for material receiving in the field and at the office.
  • Make sure the storage of material in the yard has an identified owner responsible for the preservation and proper storage.



Knowledge, Skills, Abilities

  • Advanced skill level of supply chain for procurement of upstream oil and gas equipment and materials.
  • Ability to understand, communicate and monitor various supply chain, procurement, control points, activities, and processes to minimize risk.
  • Demonstrated ability to manage complex projects, schedule purchases and deliveries of equipment such as horizontal/vertical heater treaters, horizontal/vertical production separators, tanks and gun barrels, gas compressors, water transfer pumps, pumping units and downhole equipment.
  • Knowledgeable of logistics such as trucking and crane services for loading/unloading equipment; ensures tracking the delivery of material from manufacturer to the requestor's prescribed destination and actively communicates such as required.
  • Knowledgeable of facility construction, pipeline installation and downhole workover operations.
  • Ability to work effectively with cross?functional teams (engineering, production operations, accounting, etc.) and individuals at all levels in the organization.
  • Must have good written, verbal communication and organizational skills.
  • Strong foundation for working with utmost integrity and ethical behaviors consistent with Surge's Code of Business Conduct, while staying in compliance with company policies and procedures.

Qualifications

  • B.S. or B.A. degree in business, engineering or related function
  • Minimum 10-15 years of upstream oil and gas experience with extensive knowledge of production equipment design and operation, as well as downhole tubular and pumping equipment
  • 5-10 years of experience in the procurement/purchasing function
  • Preferred candidate will have experience as an individual contributor or lead in Oil and Gas Production Operations.

PROJECT ENGINEER Location: Houston, Texas.

Petroplan is partnering with a provider of American-produced liquefied natural gas, supporting the global demand for North American natural gas. They are currently seeking an Project Engineer to join the team in Houston, Texas.

Responsibilities:

  • Act as the primary point of contact for technical issues and coordination between EPC (Engineering, Procurement, and Construction) teams and owner-furnished equipment suppliers. Collaborate with home office engineering to resolve technical challenges that cannot be addressed at the project site.
  • Contribute to our project's safety program by conducting safety walks, attending safety reviews, and providing valuable input on designs, procedures, and activities.
  • Oversee the Request for Information (RFI) process related to liquefaction scope between EPC and Owner Furnished Equipment suppliers.
  • Manage the RFI process pertaining to the power island between EPC and Owner Furnished Equipment suppliers.
  • Review drawings issued by EPC and equipment suppliers.
  • Identify quality issues associated with subpar workmanship or non-conforming materials. Collaborate closely with the construction team to ensure that contractors maintain the requisite work quality in alignment with project drawings and specifications.
  • Research code-related issues and secure necessary approvals with subject matter experts.
  • Attend kick-off and review meetings while actively engaging with EPC Contractors.
  • Support the systems completion process, including the completion of Installation Test Reports (ITRs) and Pre-Liquification Inspection (PLI) processes. Ensure that punch list items are prepared, compiled, and addressed promptly.
  • Provide support for commissioning activities concerning liquefaction systems, ensuring system readiness and prerequisite completion while coordinating necessary interfaces.
  • Support the management of change processes.
  • Review installation plans, documents, and specific requirements within your area of responsibility. Clearly communicate these requirements to the construction team. Actively endorse constructability programs and report constructability issues to discipline engineers.
  • Demonstrate a solid understanding of industry standards, relevant regulatory codes and requirements, and company standards.
  • Contribute to the development and review of turnover dossiers.
  • Attend project progress meetings and provide updates on site engineering activities.
  • Cultivate relationships with contractor project engineering counterparts.
  • Grasp contractual requirements and effectively convey them to the team.
  • Actively support safety, quality, schedule, and cost objectives.

Basic Qualifications:

  • Bachelor's degree in Mechanical, Chemical, or Electrical Engineering.
  • A minimum of 5 years of experience in design, construction, or operation of petrochemical infrastructure, electrical power distribution systems, and power generation equipment. Experience representing asset owners in these roles is advantageous.
  • A strong foundation in general engineering, including mechanical, electrical, and I&C (Instrumentation and Control).

Responsibilities:

  • Support the development and progression of the Ready for Operations (RFO) schedule to transition the facility from EPC to the operations phase.
  • Provide daily support to plant Production personnel in troubleshooting process issues and concerns, integrating fundamental principles of fluid flow, heat transfer, thermodynamics, and hydrocarbon process chemistry.
  • Develop and utilize Process Monitoring tools that monitor process efficiency and make improvement recommendations to enhance production and efficiency performance.
  • Develop comprehensive Operations and Engineering procedures to support new and enhanced as well as special operating modes of the Calcasieu Pass facility.
  • Provide Process Engineering support for plant shutdowns/turnarounds.
  • Perform economic evaluations of equipment alternatives with an emphasis on availability, reliability projections, and life cycle costs.
  • Support process improvement studies, performance optimization, incident investigations, economic evaluations, technical audits, and safety studies.
  • Development of process simulations for process units, updates, and modifications of process simulation models.

Qualifications:

  • Education and Certifications: Minimum Bachelor's degree in Chemical Engineering.
  • Experience: A minimum of five to ten (5-10) years of experience working in an engineering capacity in an industrial setting in engineering or operations.
  • Oil and Gas experience is required, with preference in LNG applications, however, petrochemical, NGL, cryogenic natural gas processing, or other hydrocarbon processing experience may be acceptable.
  • Exhibit excellent written and oral communication skills.
  • Experience in key aspects of process engineering from conceptual design, economics, detailed engineering, plant startup, operations, and troubleshooting.

Position Overview:

Petroplan is seeking a Senior Manager for our clients Marine Operations team to provide oversight and expertise in marine terminal operations. In this role, you will closely collaborate with LNG terminal marine operations teams, offering subject matter expert guidance and support in contract development, inspections, and LNG tanker operations. Additionally, you will be responsible for ensuring compliance with federal, local, and international regulations, as well as internationally recognized guidelines and best practices, to stay ahead of upcoming changes. This role also includes supporting the marine assurance team and the clearance of nominated LNG tankers.

This position reports directly to the clients Director of Marine Operations and is based in Houston, Texas, with frequent travel to our clients LNG facilities. The future outlook for this role includes the potential for one or more direct reports.

Education and Certifications:

  • A Bachelor's or Associate Degree in Engineering, Marine Class 1, or a relevant technical discipline or equivalent work experience.
  • A PTEC degree is preferred, or relevant process experience.

Key Responsibilities:

Marine Assurance

  • Support the marine assurance team with extensive knowledge and experience, including vetting, terminal compatibility, and mooring analysis.
  • Provide expert advice on the development of a vessel database to store records related to each vessel.

Terminal Operations

  • Provide strategic marine support to the organization, offering expert advice, support, and problem-solving based on industry best practices, reasonable care standards, and due diligence models.
  • Collaborate with LNG terminals on a daily basis, providing expert advice, support, and oversight on terminal operations.
  • Work closely with Marine Supervisors at each terminal to optimize marine operations, minimizing downtime and maximizing berth availability.

  • Assist in the development and execution of marine terminal contracts, providing support to the terminal and vendors.
  • Develop and implement Marine Operations procedures and policies.

  • Conduct audits of cargo and marine terminal paperwork, identifying areas for improvement and implementing mitigation and training measures where necessary.
  • Collaborate with the Commercial Operations team to schedule LNG tankers, providing oversight on marine operations.
  • Work with the Director of Marine Operations to ensure the completion of tasks related to "Ready for Operations."

Future Project Development

Experience:

  • Minimum of five (5) years of experience in marine and terminal operations.
  • Experience with LNG or other cryogenic hydrocarbon liquids and associated systems. Petrochemical operational experience may also be considered.
  • Experience in commissioning and startup is advantageous.
  • Understanding of commercial operations and their relationship with the marine terminal.
  • Experience in developing and managing multiple terminals.
  • Experience working with third-party marine operations, including pilotage, tugs, line handling, and more.
