POSITION SUMMARY
This position is responsible for upholding asset Competency Assurance and Training (CAT) procedures to ensure compliance. The individual in this position, working with subject matter experts and asset level leaders, helps ensure the safety, efficiency, and development of our personnel.
ROLES & RESPONSIBILITIES

Program Development and Improvements:

  • Identify and facilitate steering team meetings.
  • Identify and document decision-making for program improvements.
  • Secure appropriate signoffs and approvals for all program components.
  • Develop asset/business unit/functional procedures for Competency Assurance and Training.


Competency Assurance:

  • Develop assessment methods and protocols in collaboration with the steering team and subject matter experts (SMEs).
  • Attend meetings and assist with program changes required and improvements requested.
  • Monitor area recertifications and communicate to leadership.
  • Complete analysis and review assessment results, working with impacted individuals, steering teams, and leadership to develop gap closure plans.
  • First point of contact for questions pertaining to assessments, position training requirements, and CAT standards, guidelines, and procedures.


Training:

  • Develop position specific training matrices.
  • Identify training needs and learning outcomes for course offerings.
  • Provide expected learning objectives and outcomes to training vendors/internal.
  • Solicit feedback from training participants, front-line supervisors, and leadership.
  • Recommend improvements and monitor training quality.


Relationships:
Build trusted relationships with organizations focused on skill development and workforce training.

  • Collaborate with other functional groups, such as: Human Resources, EHS and Global Supply Chain.


Performance Monitoring:

  • Develop consistent methods of measuring competency assurance across disciplines.
  • Research and recommend solutions to address performance gaps.


Other:

  • Complete reporting and uploading of documentation required for regulatory reporting.
  • Additional responsibilities may be added to scope of work based on business need.


QUALIFICATIONS
Experience

  • Previous learning and development experience, preferred.
  • Previous oil and gas experience, preferred.


Education, Training & Certifications

  • High school diploma, or equivalent.
  • Bachelor's degree in Communications, Education and or Human Resources, preferred.

Freeport LNG is currently recruiting for a turnaround / project scheduler with experience in developing integrated project schedules using Primavera P6 to support our project team and portfolio of small, medium and large projects and turnarounds. The ideal candidate will have experience in the Oil & Gas industry, specifically experience working on Engineering, Procurement and Construction projects for an Owner/Operator.

The Project Scheduler is responsible for the development and maintenance of projects & turnaround schedules using P6, progress tracking/forecasting, scheduling reports and analysis, monitor and analysis of contractor schedules, providing support and assistance to the client team to maximize visibility of schedule status and progress. Role is based in Quintana TX with the flexibility to travel to HQ Houston, TX.

Essential Functions / Responsibilities
- Ability to create a level 4/5 turnaround schedule using P6
- Prepare progress tracking and KPI weekly reports
- Develop project specific critical path milestones
- Develop progress management systems to track and visualize project progress
- Prepare the Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
- Develop scheduling procedures, execution plan, and plan progress and tracking for a project
- Participate in weekly project schedule reviews & meetings
- Monitor and track scope and schedule change control
- Ensures the development and completion of job progress milestones through scheduling
- Assist in the Development and approval of contractor baseline schedules
- Provides schedule analysis on critical path and critical activities to complete?
- Under general direction, uses specialized knowledge or skills to solve complex and unique problems, or direct the daily activities of a business, technical support, or functional support within project controls
- Ensure that required contract project controls deliverable and guidelines are appropriately implemented and maintained
- Ensures the credibility of the information contained in the project schedule.

- Monitors and updates schedule progress toward achieving the desired project completion date and informing management team of changes to schedule outcome.
- Prepares and provides schedule progress reports, trending charts, and schedule analysis and re-ports forecasts for all significant project activities. Analyzes the effects to the critical path activities; identifies changes to the project that affect the schedule, and develops the recovery schedules and alternate courses of action.

Instrument and Control (I&C) Engineer

The Instrument and Control Engineer position will ensure pragmatic solutions are implemented for management of risk, production efficiency, plant reliability, defect elimination and engineering standardization, related to instrumented protective systems, process control systems and telecommunications systems, in support of safe, reliable, and compliant operations.

Key Accountabilities:
  • Provide technical assistance to Operations to help resolve any facility problems, as related to instrumentation, controls, safety system, fire and gas, digital security, telecommunications, and measurement.
  • Ensure pragmatic solutions are implemented for management of risk, production efficiency improvement, maintenance, defect elimination, related to instrumented protective systems, process controls and alarms, and in support of safe, reliable, and compliant operations.
  • Lead and/or provide technical input into root cause failure analyses (RCFA), analysis of inspection results, and implementation of solutions - including small projects as necessary.
  • Develops and updates the technical content of Equipment Strategies based on equipment specifications, performance feedback and periodic maintenance history review.
  • Ensures that the inspection, testing, maintenance, and condition monitoring tasks in the Central Maintenance Management System (SAP) are aligned with the technical intent of Equipment Strategies.
  • Performs reliability analysis for instrument and control equipment using surveillance, maintenance and condition monitoring data, and trends performance metrics. Identifies gaps, develops, and implements corrective plans.
  • Provides I&C expertise to delivery of regional actions. Leads on resolution of complex, multi-discipline technical issues where the dominant component is instrumentation and control equipment.
  • Provides I&C expertise for Management of Change in support of site projects modifications.
  • Provides I&C expertise to hazard identification and risk assessment processes.
  • Provides I&C expertise in performing safety incident investigations (IRIS) and production deferral investigations.
  • Provides I&C expertise to ensure that cyber security risk controls are in place on regional automation systems and that associated barriers are proactively managed.
  • Records relevant learnings in shared learning systems, incorporates into local activities and escalates high priority lessons.

  • Must have a minimum of 10 years industry experience. Upstream oil/gas, refining and/or petrochemical experience is desired. Offshore oil and gas deepwater experience is a plus.
  • Candidate should have extensive experience with instrumentation and controls in process industry, including design, installation and calibration of pressure sensing, fire and gas, level sensing and valve actuation.
  • Candidate must be able to read, review, redline and create P&IDs, loop diagrams, datasheets, cause and effect drawings, electrical schematics and wiring diagrams.
  • Candidate must have ladder logic and functional block programming experience.
  • Experience in root cause failure assessments for instrumentation equipment.
  • Experience in Management of Change ?principles and processes to successfully deliver improvements and modifications.
  • Knowledge of functional safety is a plus (HAZOP/LOPA, SIL verification, Safety Requirements Specifications).

Due to this continued growth, a need has arisen within the business to add a Drilling Engineer to their Eagleford operations division to assist with the ongoing and upcoming unconventional projects.

In this position, they will report directly into the Drilling Manager where they will design, plan and collaborate with field personnel to execute safe, efficient, and cost-effective drilling operations. The successful candidate will be responsible for working closely with a multidisciplinary team of professionals to arrive at the most feasible and cost-effective well designs. Key challenges will include:

  • Providing fit for purpose well design (casing, directional, cement, and mud programs) and driving continuous improvement through innovation to deliver results that align with business unit goals
  • Conducting operations in accordance with company policy, operating agreements, and all applicable governmental regulations
  • Travel to the field is required as and when needed

Mechanical Engineer

Job Summary

The Mechanical Engineer reports to the Senior Mechanical Engineer and is the technical steward for mechanical equipment, which can include rotating equipment, vessels & columns, heat exchangers, tanks, and other mechanical systems. They should have in-depth knowledge of either Rotating or Static Equipment and associated mechanical systems, including design, diagnostics, and maintenance procedures. The Mechanical Engineer will provide technical leadership and discipline expertise to less experienced support staff, maintenance, and production groups. The Mechanical Engineer will be responsible for assisting mechanical equipment maintenance; this includes supporting the Senior Mechanical Engineer and Reliability Engineer to develop and help administer inspection & preventative maintenance programs for rotating or fixed equipment. They will be an integral part of the predictive and preventative maintenance program to improve the reliability of mechanical systems, including all associated documentation. The Mechanical Engineer is expected to participate in equipment troubleshooting and Root Cause Failure Analysis (RCFA) on incidents related to mechanical equipment and provide recommendations.

The incumbent should be committed and have a high sensitivity to Health, Safety & Environmental (HS&E) issues including Process Safety Management, and shall ensure equipment design, maintenance, and reliability programs comply with Company?s policies and procedures for the safe, reliable and efficient operation of the LNG facilities.

The Mechanical Engineer is expected to have expertise in either process plant rotating equipment or fixed equipment. For example, they should be familiar with:
- Centrifugal compressors
- Gas Turbine Drivers
- Pumps, reciprocating compressors, and other rotating equipment
- Auxiliary Equipment; Air Compressors, Lubricating Oil Systems, etc.
- Rotating equipment inspection and vibration analysis.
- Bently Nevada System 1
or
- Pressure vessels, columns, heat exchangers and air-cooled heat exchangers.
- Fired Heaters
- ASME B31.8 and B31.3 piping codes
- PHMSA Part 192
- Cathodic Protection systems

In addition, they should be familiar with or have knowledge of:
- Other relevant API, ASME, NFPA, and DOT codes and standards.

Location/Travel Information

This position is based at the Quintana Island Liquifaction Facility (LQF) with frequent visits to the nearby Pre-Treatment Facility (PTF) and other off-site locations in the Freeport area as required. Occasional travel to vendor facilities or engineering offices may be required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.

Primary Duties and Responsibilities/Essential Functions

- Serves as the technical specialist for either Rotating Equipment or Static Equipment and Mechanical Systems and provides regular support to the Operations & Maintenance to ensure safe and reliable operations.
- Serves as subject matter expert on engineering issues (not limited to risk engineering, system integrity and applicable specifications, philosophies and standards) and assists support groups (Maintenance Supervisors and Technicians).
- Leads design, specification and selection of new or replacement mechanical equipment, including inspection and testing. Understand and interpret relevant codes, standards and regulations.
- Assists resolution of mechanical design, reliability & warranty issues found post startup.
- Supports the Engineering Team in the execution of Capital Expenditure Projects; develops proposals for plant improvements including design basis and preliminary estimates.
- Work closely with Operations & Maintenace on inspection, optimization and troubleshooting of rotating or fixed equipment. Oversee OEM reps or service contractors.
- Assist design and deployment of maintenance programs for rotating or fixed equipment, including specifying maintenance practices, procedures, test equipment, and frequencies.
- Work closely with relevant OEMs to ensure current mechanical work practices are effective and improving reliability. Support Maintenance with communication with OEMs, including maintaining various customer service agreements.
- Implement processes to track, trend, and report performance and reliability data of rotating or fixed equipment to ensure all facilities are maintained and operated within allowable OEM tolerances and achieve high reliability and availability.
- Develops Key Performance Indicators (KPI) with the emphasis on monitoring and analysis for rotating or fixed equipment systems for increased efficiency and reduced downtime between scheduled PMs and planned outages.
- Uses sound engineering practices, plant standards and specifications, to ensure that documentation, for the rotating equipment or static equipment & mechanical systems, is maintained properly. Responsible for the development of documentation standards including updates to the maintenance, reliability and unit operating manuals.
- Assist Maintenance, Procurement and Reliability Engineer to determine equipment spare parts or specialty tool requirements.
- Participates in RCFA on mechanical incidents, reliability issues or systems needing repairs.
- Assists with turnaround planning and successful execution.
- Participates in the Management of Change process.
- Participates in HazOps, HazIDs, and Risk Assessments as required.
- Capture and maintain lessons learned for key equipment and systems at all facilities.
- Review and evaluate new technology and report findings for potential inclusion on existing facilities and future projects.

- Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.
- Able to work with a culturally diverse group of technical individuals whose skills cover the range required to engineer, operate and maintain the LNG terminal and Liquefaction production facilities.
- Possess the personality and ability to relate to and to establish a mutually respectful relationship with management, peers and various level facility workers (including General Manager, plant supervision, other discipline engineers, and O&M staff), all of whom are all responsible for ensuring safe, reliable, and efficient operations.
- Well organized, with effective planning skills; able to manage multiple activities and programs in a timely fashion and with a high degree of accuracy; able to meet work deadlines.
- Computer literate including Microsoft Office Suite including Word, Excel, Access, Project and PowerPoint.

Work Environment

- Primarily operates in a professional office environment within or adjacent to a hydrocarbon process plant. Sometimes operates in a control room, field equipment room, machine enclosure, or process plant field environment.
- Routinely uses standard office equipment such as computers, phones, printers/photocopiers w/scanner and fax, and filing cabinets.
- Routinely uses typical office, control room, & field communications equipment such as computers, hand-held devices, phones, videoconferencing devices, and radios.
- Must be able to wear all necessary PPE equipment to perform job functions, including Fire Resistant Clothing, and hearing protection, where required.
- Exposure to indoor and outdoor weather conditions.
- Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid or windy weather conditions.
- Exposure to moving mechanical equipment and electrical circuits.
- Exposure to constant, or intermittent sounds of a pitch level sufficient to cause marked distraction.

- Ability to lift up to 20 lbs. as required in order to lift files, boxes and office equipment as necessary.
- Ability to lift files, open filing cabinets and bending, standing on a stool, or climbing as necessary to perform these functions.

- Ability to move throughout all areas of the facility.
- Stand and/or sit continuously and perform job functions for a full shift.
- The incumbent is required to use hands to finger, handle or feel; and reach with hands and arms.
- Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle and move items weighing up to 50 lbs. without assistance.
- Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- While performing the duties of this role, the incumbent will be required to talk and hear.
- May be required to enter confined spaces.
- May be required to work at elevated heights.

HS&E Roles and Responsibilities

Support the policies, efforts, and programs of Freeport LNG HS&E Management System, including implementation of Process Safety Management. Actively participates in application of HS&E Management System Policies, including Management of Change. Ensure that HS&E concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.
