Contract position: 6 month/renewable

Purpose

  • You will have a key role within the Offshore Development Team leading the delivery of consents and consent compliance for large-scale offshore wind projects in the UK.
  • Working for the Offshore Project Manager, you will be responsible for the management of the delivery of Offshore Consent Compliance for the Offshore Windfarms and Offshore Transmission Owner (OFTO) grid connection works during pre-construction, construction and operational phases.
  • The role encompasses all aspects of offshore consent compliance through scoping strategies and management plans, defining and managing surveys works and mitigation, obtaining further consents, managing package consent commitments, auditing project compliance with commitments, all necessary statutory stakeholder engagement, project financial approvals and budgetary control.

Responsibilities

  • Management of process to discharge consents for Windfarm, in line with the agreed schedules and budgets.
  • Agreement, management and forecasting of necessary budgets.
  • Production of workscopes and specifications for delivery of onshore and offshore consent compliance at all stages of a project as necessary, and manage the completion of these on time and on budget.
  • Management of consultants and legal inputs as necessary
  • Input to all commercial agreements and contracts to ensure project risks are mitigated.
  • Management of tender processes and tender assessment for surveys, studies and technical support and take forward recommendations for business approval.
  • Liaison and coordination with engineering packages, consultants and contractors delivering the construction and operation of the project.
  • Contribution to the identification and management of risks, issues and impacts to the projects.
  • Work with Stakeholder Manager and Environment Manager.
  • Work with wider offshore development team to ensure effective liaison with National Government and regulatory authorities
  • Lead consultation with regulators and key stakeholders required for consent compliance where necessary.
  • Lead and manage input from investment partners where necessary.
  • Lead and participate in identification and implementation of consenting / compliance strategies.

Skills

  • Relevant development experience within a multi-disciplinary project environment
  • Relevant experience in development of offshore windfarms and offshore grid connection
  • Understanding of the UK Consenting processes for Offshore Windfarms, particularly the regulatory framework and consenting process and awareness of construction methods and requirements.
  • Strong planning and analysis skills with the ability to look forward and anticipate problems and thereafter plan and implement mitigating solutions.
  • Computer literate with a good working knowledge of Microsoft office applications as a minimum.

Requirements

  • Degree or equivalent experience in Environmental Management, Planning, Environmental Assessment or Environmental Engineering
  • IT literate with the ability to operate MS Office systems and other IT based project management software.
  • Flexible to travel around the various UK wide locations where projects are being developed

Summary

The Protection, Control and Metering (PCM) Engineer shall provide the scope of works defined below, ensuring that the Protection, Control and Metering scope is designed and delivered in accordance with the Employer's requirements, Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, industry relevant standards and best engineering practices.

The Protection, Control and Metering scope includes, but it is not limited to, the Protection systems, the Substation Control Systems, the Platform Auxiliary Control Systems, the WTG switchgear control and protection and the Metering systems, for an offshore wind farm, covering the offshore substation, array cables, WTG switchgear and HV connection to the TSO.

Scope of Works

  • Ensure that the Protection, Control and Metering systems provided by contractors (including Substation Control System, Protection System, Platform Auxiliary Control system and Metering systems) are designed and delivered in accordance with the Employer's requirements, the Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, industry relevant standards and best engineering practices. Review and acceptance of technical deliverables, including but not limited to:
    • Protection Single Line Diagram
    • Protection basic design
    • Trip Matrix
    • Tripping philosophy
    • Protection detailed design
    • Protection Coordination Study, including review of protection settings and configurations files
    • SCS Functional Description
    • Control Architecture
    • Communications Architecture
    • Protection and Control Equipment List
    • Signal list (including hardwired and communicated with third party systems)
    • Panel drawings (layout drawings, circuit diagrams, wiring diagrams,...)
    • Logic diagrams, including interlocks and tripping logics
    • HMI Representation
    • SCADA database
    • Testing Procedures and certificates
    • Interfaces with other systems, including protection system interface with TSO, signal exchange with TSO, interface for control and protection of WTG switchgear
    • CT/VT specifications and calculation reports
    • Wiring diagram for interconnection
    • Etc.
  • Ensure that the designs developed by the different Contractors involved on Protection, Control and Metering items are consistent, technically safe and coordinated with the rest of the windfarm design.

Support and provide expertise to relevant project areas (Electrical, WTG, cables, commissioning, grid connection, O&M) to ensure key packages and contracts technical compliance to minimise costs/risks on Protection, Control and Metering items.

Provide professional advice on engineering technical detail and risk levels, to ensure that cost effective technical solutions are identified, fully evaluated and the risk profile is fully understood by the project. Advise Lead Engineer, Package Lead or Discipline Manager on the impact of technical/specialist risks and issues, and the viability of solutions recommended.

Justification of technical decisions on basic and detailed design where needed. Ensure that all assessment, recommendations and decisions are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) is in place.

Balance technical detail with commercial needs and provide recommendations, taking into account all relevant risks.

  • Ensure that the Protection, Control and Metering system passes adequate testing before the delivery of the system to site, including review of test protocols, carry out periodic inspections before FAT and attendance to FAT (at other contractor's facilities) to ensure compliance with Employer's requirements, including but not limited to:
    • Periodic inspections during Protection Control and Metering systems manufacturing period, before FAT, to check adequate progress is being achieved.
    • Interoperability test for communications between control systems.
    • FAT of the Protection Control and Metering systems system to ensure the systems are fit for purpose as per the applicable testing procedures. As a result of the inspections, FAT or interoperability tests, deviations in the design shall be pointed out in the punch list.

Collaborate with Contract Managers for terms/ specification to secure best value and minimise costs/ risks.

Support the commissioning activities for key engineering design items to ensure requirements are delivered and assets are effectively commissioned for transfer into O&M phase.

Detailed reporting about progress, technical or commercial issues, interfaces and risks with necessary frequency (at least weekly and monthly basis).

Attendance to, coordination and preparing minutes of project meetings (internal and external with third parties).

  • Ensure Protection, Control and Metering related documentation is up to date in the Employer's document management system.

Ensure that appropriate lessons learnt for Protection, Control and Metering items regarding offshore wind farm development and construction are captured and shared.

Collaborate with the Lead/Principal Engineer to ensure that the engineering team implements them to enhance business value.

Ensure that health and safety and environmental requirements are fully considered and adhered to in design to ensure compliance with legislation and industry best practice in coordination with Senior HSQE advisors.

Minimum Criteria

Minimum requirements:

  • Proven experience (7 years) in engineering specification and design of Protection, Control and Metering systems for Wind Farm industry, including control philosophy, technical specifications, I/O lists, control architecture, communication network, control logics, interlocks, electrical protection design criteria, protection philosophy, protection SLD, metering design criteria, metering SLD, etc.
  • Proven experience in leading of the Protection, Control and Metering contracts, including technical management, programme, cost and risk control management.

Comprehensive knowledge of electrical substations including protection and control drawings.

  • Educated to degree level in Electrical engineering discipline.
  • Flexible to travel around the UK and overseas.

Job Purpose Statement

To monitor, influence and lobby on the development of environmental and planning policies, to facilitate the best possible potential for offshore renewables project development in appropriate locations across the clients jurisdiction (Scotland, England, Wales, Northern Ireland and the Republic of Ireland)


Support the development of strategies for managing and influencing planning and environment policy issues ensuring effective communication and lobbying on issues that could have a significant financial impact on the client, at national, local and regional government levels, and taking account of the UK's exit from the EU.


Skills, Knowledge & Experience

  • Educated to degree level or equivalent in environmental/planning policy or other relevant subject with at least 3 years relevant PQE.
  • Good knowledge of planning and environmental regimes and how they are regulated and influenced by EU/UK legislation
  • Maintain a detailed knowledge of current and developing legislation in relation to planning and environmental policy in UK and ROI
  • Strong verbal reasoning skills with ability to formulate convincing argumentation, with appropriate levels of technical detail, depending on the audience.
  • Experience of dealing with directors and senior management internally and from government, regulatory bodies and other market participants.
