Lead Cost Engineer
Type: Contract. We will run a 12 month rolling contract, with 2 years worth of work.
Rotation: 4 weeks on site, 1 week working from home
Site location: Safford, Arizona

This contractor will be on the jobsite in Safford, AZ with potential business travel to engineering offices in the US and Canada.
Under moderate supervision, provides project controls support to Engineering and Construction in cost and schedule analysis, reporting, and general project controls support as directed by the Project Controls Manager. This may include but is not limited to the preparation, analysis and presentation of reports, charts, tables and information along with analysis of trends, project risks and forecasts.

  • Validate the reported progress percentage based on the rules of credit established within the project with the contractors through spot checks of the design documents and/or construction progress. Develop progress measurement process for required scopes of work and update on a regular basis
  • Review contractor schedules for accuracy and alignment with the overall master schedule. Reviews project documents, including design sets, to determine project milestones and sequencing and validate that the construction schedules comply with the project documents.
  • Assist in processing of project change notices, maintain change logs as required and report on changes through company's Change Management System.
  • Assist in compilation of all weekly, monthly, and quarterly reports for the project.
  • Based on design reviews, identifies any out of scope changes and documents quantity variances based on material take offs (MTOs) from design documents.
  • Utilizes engineering knowledge and experience to review and process engineering submittals, and track the progress of the same and coordinate submittal and reviews with the project manager, project team members and any other stakeholders as directed by his/her supervisor.
  • Assess the cost and schedule impacts of design or construction changes and associated cost growth and/or schedule slippages. Evaluates proposed process improvements, requests for information (RFIs), and differing site conditions for impacts to the project in terms of cost and/or schedule.
  • Identifies and resolves project control issues through various methods and provided proposed solutions to address problems. Works closely with other project controls team members on resolving issues identified building on technical knowledge, designing innovative short cuts, and reviewing engineering alternatives.
  • Analyzes, evaluates, and forecasts status against an established baseline schedule on complex scopes of work. Understands detailed construction methodology, assisting in identification of potential issues and impacts and proposes corrective actions.
  • Estimates quantities and cost of materials, equipment, or labor to validate project estimates, change orders and scope changes through the review of design drawings, sketches, calculations or other information supplied by the engineering or construction company. Prepares estimates on minor scopes of work for review by Project Controls Manager.
  • Understands and interfaces with engineering, procurement and construction on concepts and relationships to the scope of work and ensures adherence to safety and quality standards.
  • Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to assist in project planning.
  • Review and audit contractor equipment logs, time sheets, supplier invoices and contracts to check that equipment and personnel are being utilized as specified.
  • Perform other duties as required. Reports to the Project Controls Manager.

  • Budgetary responsibility: Has no budget responsibility.
  • Managerial responsibility: Does not manage people, function, projects or programs.

Qualifications

  • High School diploma or GED and twelve (12 years' experience in engineering, construction, project controls or business related field OR
  • Bachelor's degree in Engineering, Construction Management, Business or related fields and six (6) to eight (8) years' experience in project controls
  • Experience with ERP system, SAP, P6 and EcoSys is required

Preferred Qualifications

  • Proficiency in Microsoft Office Word, Excel and Outlook
  • Strong communication skills both verbal and written
  • Ability to multi-task in a high paced project environment
  • Understanding of accounting functions and systems
  • Experience with cost control including project estimating, forecasting and cost management including reporting.
  • Construction experience with an ability to maintain awareness of occupational hazards and safety precautions in a construction environment
  • Experience with heavy industrial construction projects

Position Overview:
Professional Engineer, Subject Matter Expert Consultant is a Direct Report to the Project Director on a mine expansion.

  • Position requires extensive experience in management and engineering of mass earthworks, construction of ADOT and Tails Storage Facilities for mining projects. Experience in field management, mining, mass-ex projects with Cap-Ex values from $500m to $4B USD.
  • The candidate will have 25 years progressive experience on world class project execution with BSCE professional engineering certification valid in the state of Arizona in Civil or Geo-technical engineering disciplines.
  • Ability to interface with engineering providers, Owners Representatives and Contractors to assure compliance to plans and specifications is required.
  • The SME PE Consultant is the primary professional interface for quality assurance during the construction of the TSF and other mass excavation initiatives as assigned.


Overview / Direct Responsibilities

  • Ability to professionally interact with the Project Management Team, Mine Manager and assigned team members on a weekly basis.
  • Provide a written weekly field report to the Project Director for activities engaged, observations and challenges encountered.
  • Provide guidance, advise corrective actions to be taken as required to assure engineering compliance with the AECOM design requirements.
  • Capacity to review and manage project schedule work product, identify, and advise on solutions to resolve schedule challenges and optimize contractor performance.
  • Management and reporting of project progress via weekly and monthly project reports.
  • Maintains a key position as example for Project Safety performance
  • Mentoring junior leadership staff by providing positive counsel, example, maturity and engineering experience, inspiring other team members.

Regional Project Contracts Manager - Americas - Bi Lingual
Contract: 12 months, with a view to extend


Description
This contractor position is on a contract basis and will be located remotely, with frequent business travel to engineering offices and jobsites.

Provides leadership and mentors multiple teams of contracts managers and administrators responsible for all engineering, construction and services contracts on assigned capital projects across (insert region) regions. Responsible for writing, implementing and overseeing the policies and procedures across projects and reporting to the Director Project Contracts.

Essential Functions (for all projects within assigned region)
  • Develop and maintain Contract Management standards and procedures, including Standard Operating Procedures, Contracts Manual, Guidelines and Training materials.
  • Manage the implementation of Company policies and Standards on all Capital Projects within the assigned region as part of the project setup and audits for compliance during the different stages of the projects.
  • Facilitates training to the key Contracts Team members on large Capital projects and coordinates the training and orientation of Junior team members by the appropriate Contract personnel on the different projects.
  • Works closely with project contracts teams and all relevant departments to analyze all major contracts to identify areas of risk such as ambiguities, conflicts, or deviations from the scope of work. Makes recommendations to the Project Contracts Managers on the mitigation of these risks. Closely monitors and supports remedial actions and recommends appropriate actions to reduce Company's liability.
  • Supports the Director of Project Contracts Management to establish and develop strategies to achieve the annual goals and objectives.
  • Develops and manages appropriate mechanisms to monitor compliance with contract terms and conditions by the different project contracts teams. This includes driving proper contract administration though control of the back charges, claims, correspondence, weekly meetings, proper documentation and other critical activities as dictated by the Contracts Manual.
  • Leads the development of the strategic approach to engineering contracting for large capital projects (E, EP, EPC, EPCM contracts).
  • Liaises with management within Engineering & Construction as well as other support services groups such as Legal, Risk and Sites, to ensure contract compliance, risk mitigation and service management.
  • Participates in project management meetings and provides contractual points of view and recommendations on strategic discussions regarding planning, execution and close out of contractual matters including claim prevention and dispute resolution.
  • Supervises and provides guidance to other project team members to ensure technical competence and consistency of administration across different projects and contract packages within large projects.
  • Supports the project contracts teams to develop the lessons learned document at the end of each project.
Job Scope Information
  • Nature of Work - Works on large-scale projects or oversees multiple projects with complex contractual related issues and implements solutions mostly through the analysis of the situation and determination of strategy and delegation to others in the project team.

Minimum Qualifications
  • High School diploma or GED and sixteen (16) years' experience in Supply Chain or the related fields of Business, Accounting, or Engineering, OR
  • Bachelor's degree in Supply Chain or the related fields of Business, Accounting, or Engineering and twelve (12) years' experience in Supply Chain or the related fields of Business, Accounting, or Engineering
  • Knowledge of the principles and practices of commercial contracts management
  • Work involves frequent travel, domestic and international
  • Proficient in the use of personal computers in a business environment. MS Word, Excel, Outlook, essential
  • Must be fluent in English and Spanish

Preferred Qualifications
  • Experience managing E, C, EP, EPC, EPCM and CM contracts from negotiation though close out for large mining, oil and gas or industrial projects.
  • Comprehensive knowledge of construction-related processes, as well as a thorough knowledge of industry practices
  • Prior experience in other people management roles
  • Leadership, team building and delegation abilities
  • Superior analytical thinking and decision-making skills.
  • Ability to work in a deadline driven environment with multiple tasks required to be developed simultaneously.
