POSITION: Operations HSE Advisor (Contractor)
Field Based, Africa,
SCHEDULE: 28/28

Main responsibilities:

  • Reporting to the Health, Safety, Security, Environment & General Services Manager, the Ops Health, Safety & Environment Advisor will be responsible for:
  • Provide Health and Safety oversight on both the construction and production activity set at Client's Field Operations.
  • Provide clear, consistent and quality Health and Safety information, advice, guidance and monitoring services to the Field Management Team.
  • Function as the Health and Safety compliance gatekeeper providing verification that all relevant Health and Safety best practices; policies and procedural expectations are realized, while promoting a culture of continuous risk management.

Deliverables

  • Review, update, and implement in the field safety and accident prevention training programs, safety inspections, policies and procedures.
  • Promote safety culture and strive for excellent HSE performance in operations.
  • Facilitate and participate in Risk Assessments and Job Hazard Analysis for specific jobs as and when required.
  • Maintain pertinent documentation and records associated with scopes of work.
  • Conducting quality incident/accident investigation to determine root causes, provide action steps to prevent reoccurrence, and ensure all incidents and safety matters are reported directly to the HSEC Manager in a timely fashion.
  • Track all actions resulting from incident investigations and audits to ensure effective close-out.
  • Identify HSE-MS gaps and Safe Operating Practices to HSEC Manager and support development of HSE procedures.
  • Required to deliver training to employees in addition to, liaising and consulting with internal and external customers.
  • Other duties as required.



Scope:
To cover all field HSE related activities
Experience and/or educational requirements

  • A minimum of 10 years health and safety experience in oil and gas production.
  • Formal qualification in health and safety, e.g. University technical degree or NEBOSH IGC (Less formal education may be compensated with documented relevant strong experience.)
  • Experience of operating in a field-based processing/production operations environment, with good understanding of process safety hazards and the safety critical controls required to manage process safety hazards.
  • Evidence validating track record of presenting information to managers and staff.
  • Experience of developing, reviewing and implementing health and safety policies and guidance within a complex Organization.
  • Experience with HSE management systems development and evaluation.
  • Proven track record of leading and motivating employees at all levels to achieve health and safety performance.
  • Supervisory experience in production operations in the functional position of a Health and Safety Advisor.
  • Proven Process Safety knowledge and experience.
  • Microsoft Office Suite proficiency level skills, required to create and respond to letters, emails and compile reports.
  • Ability to work within a diverse cultural environment.
  • Have demonstrated interpersonal / teamwork skills.
  • Excellent written and spoken communication skills English, French desirable) in order to explain health and safety processes to a wide range of people and to give presentations to groups.
  • Ability to understand and analyse complex information and report and present it simply and accurately.
  • Forward planning required for weeks and months ahead, the post holder should be able to work independently and is responsible for delivering on the expectation of the HSE Team goals and objectives.
  • Highly developed communication skills required to persuade and influence managers to carry out their responsibilities to implement policies and procedures.



Desirable:

  • Demonstrable post-qualification experience as a Health and Safety practitioner providing operational and strategic health and safety advice to senior managers.
  • Experience from leading health and safety team, in a multi-discipline project team through the engineering, construction and completion phases of a project.
  • Experience of designing health and safety training courses
  • French speaker

QA/QC & Completions Engineer

Main responsibilities:

  • Provide quality leadership and drive a proactive approach to maintaining quality and solving quality issues. Provide any support necessary to meet project quality, schedule and cost objectives.
  • Manage Facilities Construction Contractor's QA/QC personnel and 3rd Party Inspection Contractors against Site Specific Construction execution / implementation ITPs.
  • Assist in Developing the client Asset Inspection and Testing Philosophy/Strategy in line with Industry Best practices.
  • Support the MOC Process to ensure both technical and commercial compliance with Project Expectations
  • Assist Project Construction Management in the Development and implementation of a Projects specific CCMS System (Computerised Completions Management System). Manage the system with discipline assistance to ensure a smooth and Auditable Hand over process from Mechanical Completion through to RFSU and Hand over acceptance by Asset Management.
  • Assist in the development and implementation of an agreed set of Equipment applicable, Mechanical Completion and Pre-commissioning Inspection Test Records to support Project ITPs and Asset Handover Certification requirements
  • Maintain a tracking system to monitor the status of Facilities Construction Contractors NCRs
  • Maintain and Manage Welding and Test Equipment Calibration logs and Welder Qualification Logs.



Deliverables:

  • Develop the specifications for the Contract Quality Plans and Manuals for the Contracts awarded within the Projects.
  • Review the Construction Contractors Quality requirements for the pre-qualification and tendering exercises and assist in the evaluation of the Bidders' Quality systems.
  • Monitor and ensure maintenance of project quality standards during construction, installation, commissioning and initial operations of the facilities. Actively engage in planning and work management, together with the Contractor's QA/QC departments at project sites;
  • Technically support and manage the Construction Contractor's site QA/QC personnel assigned to the site Teams, in the various site locations.
  • Manage and report on findings and repair requirements found during execution of Project specific ITPs.
  • Co-ordinate the review and acceptance of Contractor's Quality records and certification and ensure that they provide evidence of compliance.
  • Review and acceptance of Project/Supplier Data Requirements (PDRL / SDRL / VDRL) of data and documentation throughout Project life through to Final hand-over to Operations.
  • Drive continuous improvement of the Site-Specific Quality Management System and prepare management reviews and reports on Site Specific QMS aspects and QA/QC issues;
  • Prepare QA/QC input & data to the monthly Project Progress Reports for the Clients Management, including KPI development and measurement relating to Corporate and Project Quality Assurance.
  • Develop, implement, improve and maintain the client's E&P Chad short- and long-term objectives for Quality Management
  • Assist in generation /review of supplier ITP requirements
  • Perform other tasks as requested in support of Projects and Operations activities and objectives



Experience and/or educational requirements

  • Significant experience in a wide range of Inspection and QA/QC areas associated with Oil & Gas, preferably having extensive experience with a Major Operator in the area of ASME Plant Inspection.
  • A proven level of competency and execution in Non-destructive testing methods, including but not limited to: UT, TOF, Radiography, X-Ray, Hydro-testing, Nitrogen Testing and Acoustic Testing.
  • A proven track record of competency and understanding of the principles and fundamentals of an RBI Process (Risk Based Inspection)
  • A detailed level of experience and knowledge of CCMS (Completions Management System)
  • Strong knowledge in Quality Control and Assurance elements of regulatory codes and standards pertaining to national and international requirements for global projects. (Welding, Testing and Inspection)
  • Associated membership of a Chartered Quality Institute to maintain awareness of latest developments and trends in Quality Management would be beneficial.

POSITION: E&I Supervisor
LOCATION: Field locations
SCHEDULE: 28/28 Rotation

Primary Responsibility:
Reporting to the Construction Manager the primary responsibility of the E&I Supervisor will be to supervise E&I activities onsite for the effective execution of Capital Facilities and OPEX Projects for the Business Unit.

Supervise EI & C construction scopes of work within contractual scope boundaries.

  • Work closely with and provide EI & C advice to the field based construction teams and associated contractors on site to ensure a concise understanding of all engineering packages, project specifications and standards.
  • Provide EI & C technical support to operations during the construction and commissioning phases to assist with the technical handover of the facilities and related equipment.
  • Sub-Contractor management including evaluating sub-contractor capabilities and assisting as applicable in the evaluation of contractor proposals and bids.
  • Interface with NDJ based contractor and sub-contractor Management as required to discuss and solve any misunderstandings and communicate expectations.
  • Develop or validate construction estimates for new implementation of EI & C scopes of work
  • Understand construction cost estimates (budget), contracts signed for the project, and report on construction performance.
  • Assist in ensuring the Quality Assurance System is implemented in accordance with company standards.
  • Liaise with the NDJ project team to provide feedback into ongoing design work to optimize designs with field design input.
  • Promote and drive the involvement of Construction in areas of EI & C design, scheduling, preliminary execution planning, and detailed construction planning and cost estimating.
  • Participate in the early development of the overall Construction Management execution strategies, working in consultation with the Business Unit.
  • Work closely with the project team as directed by the Construction Manager and attend Operability and Constructability reviews as required.
  • Drive consistency across the various operating centers with respect to project execution plans, project execution protocols and ensure consistency with respect to construction and engineering standards.

  • Contribute to the continuous development and improvement of the overall construction organization and execution model through both leadership and development of common work practice.
  • In conjunction with the field O & M Planner, give guidance and assist the operations production and maintenance department teams (Electrical & Instrumentation/ Controls) with facilities readiness and planning of opportunity based maintenance activities, major events and campaign maintenance in conjunction with any plant inspection services required and if applicable, the process facilities engineer.

Essential Abilities


This position requires leadership, communication, organizational and management skills to lead and direct others to achieve project goals.

  • Demonstrated past experience working within Brownfield Projects
  • Must possess strong communication and interpersonal skills.
  • Minimum 10 years oil and gas experience
  • Broad experience with sweet and sour gas/oil processing facilities and pipelines
  • Proficient with MS Office and project management software
  • Cultural awareness and the ability to work with individuals from different nationalities
  • Previous experience in a EI & C supervisory role with proven track record
  • Demonstrate past experience interfacing with construction personnel to plan and execute project deliverables.
  • Team player with the ability to grow within a growing E&P Company
  • Ability to manage a scope of work and liaise successfully with contractors and nationals as needed
  • In depth knowledge of Commissioning and Completions Process from Construction through to Handover to Operations.
  • Minimum Qualifications Potential candidates interested in the E&I Supervisor's position MUST meet the following requirements:
  • Suitable EI & C, Ordinary degree/ HNC,ONC or National Equivalent, or relevant 10 years' experience in Oil and Gas (Preferably Onshore overseas)

Construction Manager

Construction Manager 28/28 Rotation


Reporting to the Project Delivery Manager the primary responsibility of the Construction Manager will be to ensure timely, safe and cost-effective execution of Capital Facilities and OPEX Projects for the Business Unit.

Responsibilities:

  • Manage the field based construction team.
  • Work closely with and provide leadership and direction to the field based construction teams and associated contractors on site as required.
  • Provide construction focal point for the interface with operations, maintenance, HSE, SR's and all other departments' onsite.
  • Work closely with operations and production to manage OPEX project scopes of work from concept to completion as required.
  • Work closely with the project manager(s) to ensure construction plans are in place and are aligned with the overall execution plan,
  • Ensure adequate resources are in place to support the overall project plan and monitor this with project services and contractors on a weekly basis.
  • Attend operability and constructability reviews as required.
  • Promote and drive the involvement of construction in areas of technical design, schedule, preliminary execution planning, and cost estimating.
  • Provide process and management support to the construction teams as required.
  • Ensure delivery of project work scopes in accordance with the project execution plan.
  • Development and management of the contractual documentation required to facilitate construction works onsite through existing contractors or service providers be this through work orders, site instructions, contract change requests or purchase orders.
  • Drive consistency across the various operating centers with respect to project execution plans, project execution protocols and ensure consistency with respect to construction and engineering standards.
  • Provide facilities construction updates to the senior management team on a weekly basis.
  • Evaluation of sub-contractor capabilities and assisting as applicable in the evaluation of contractor proposals and bids.



  • Ensure quality assurance system is covered in work execution.
  • Develop or validate construction estimates for new implementation work scopes
  • Work closely with Project Service's to accurately monitor, validate and report construction progress (physical).
  • Provide technical support to operations during the construction and commissioning phases to assist with the technical handover of the facilities and related equipment.
  • Understand the authority and approvals levels delegated within the project (both technical and financial) and ensuring awareness within the field based team.
  • Understand the construction cost estimates (budget) and contracts signed for the project.
  • Validate all work orders prior to AFE owner approval.
  • Approve field construction cost estimates prior to AFE approval.
  • Attend Construction management progress and planning meetings
  • Demonstrate commitment to excellent HSE performance in all aspects of the work.



This position requires superior leadership, communication, organizational and management skills to lead and direct others to achieve project goals.

  • The successful candidate holds professional accreditation with a registered Engineering association
  • Formal project management training would be considered an asset
  • Demonstrated experience managing construction teams and construction projects
  • Demonstrated experience managing Brownfield Projects
  • Excellent oral and written communication skills in English
  • Must possess strong communication and interpersonal skills.
