  • Perform design of new products and modification on existing products and prepare layout drawings to conform products operational suitability to the applicable industry standards and customers' requirement
  • Select material efficiently to achieve performance and cost objectives
  • Perform required design calculation to ensure products suitability
  • Create Bill of Materials, component drawings, assembly drawings, and assembly procedures for the products according to engineering standard format and policy
  • Create test procedures for the products and prototypes according to engineering standard format and policy
  • Assist with the assembly and testing of the prototypes
  • Work with Senior Design engineer to ensure that the transition of products from prototype to a full production environment is made in a timely and efficient manner
  • Select material per API 6A / NACE requirements

VTS Supervisor
Direct and supervises VTS Operations during an allocated watch period in order to ensure safe and effective vessel traffic management within the assigned VTS Area, by adhering to the VTS Main roles of giving vessels expert advice, information and instruction as per International Association of marine aids to navigation and lighthouse authorieties (IALA) guidelines and port regulations, often through processes that may be complex and require quick solutions while under pressure.

Qualifications, knowledge, skills and experience
Class 2 Mariner Foreign Going STCW 2010 11/2 certificate of competency OR class 3 deck officer Foreign Going STCW 2010 11/1 certificate of competency with 10 year VTS operator experience in similar Port layout.
Should hold Global Marine Distress and Safety System (GMDSS) Certificate and automatic Radar Plotting aids (ARPA) or Radar Observer certificate.
IALA V-103/2 VTS Supervisor certificate.
Completion of level VI English proficiency course.
Fluency in written and spoken English.
Good communication skills and telephone etiquette.
Computer literacy and MS OFFICE.
Knowledge of international regulations for the prevention of collision at sea.
Knowledge of the legal liabilities of a VTS Centre.
Detailed and updated knowledge of operational rules and procedures for a VTS.

Provide marine pilotage to all types of vessels calling at Clients operated ports. Marine pilotage includes approaches channels navigation, harbour movements and offshore single point mooring (SPM).

Experience and skills
A minimum of 10 years of sea going experience as officer of the watch with at least 5 years experience on large size vessel (CLCC, capsize) as Chief Officer or Master of 5 years Sea going experience on large size (VLCC, capsize) as Chief Officer or Master and 5 years as Pilot on all types of vessel. Detail knowledge of International, state and local regulations pertaining to Port Operations, logistics and fully familiar with International maritime conventions such as SOLAS, MARPOL, STCW etc. Detail knowledge of the management of large skills port cargo operations including port rules, regulations, policies and procedures pertaining to operations and activities. Extensive knowledge of the occupational hazards and safety precautions of work in a port operations area.

Purpose
Accountable for the development and establishment of Emergency Response best practices across the industrial cities directorate ensuring continuous improvement in the deployment of resources and their response to accidents. Leads the Emergency operations Group during all major emergency incidents in the industrial cities making strategic decisions on behalf of the Director of the industrial Cities to mitigate the effects of the incident on the population, multi-national companies and national economy.

Experience

  • Ideally have more than 15 years experience in an Emergency Response related profession with emergency planning experience for the oil and gas or chemical industry.
  • Must be an effective communicator with over 10 years of experience producing and delivering strategic high level presentations to senior management from industry.
  • Must be assertive confident and knowledgeable and demonstrate significant leadership qualities and must be able to make considered decisions of regional and national importance in times of emergency within industrial cities.
  • Must have a proven history of managing and motivating multi-cultural society.
  • Must have a working knowledge of Qatar Laws and thorough understanding of the intenational emergency response procedures within the oil and gas industries and be able to develop high level emergency procedures autonomously, based on internationally recognised standards (ex NFPA AND BS) and current practices.
  • Detailed user knowledge of the following applications; Microsoft office, Power point, excel, Access, Word and Project. Should be able to effectively operate lotus Notes, GIS Software and SAP.
  • Must have an excellent command of the English.
  • Fluency in Arabic would be advantage.

Job Description


Leads all new conventional exploration ventures for QP in EMAA region that has passed Deal Delivery stage and is entering venture execution.
> Executes initial exploration activity and navigates the venture through decision/exit points
> Leads exploration input to QP growth project in EMAA region
> Lead EMAA NOV venture teams
> Receive the new venture after Deal Delivery, and ensure that the venture is executed according to the QP venture
management standards, including:
- Business objectives, principles & standards are defined, e.g. HSSE commitment & policies, finance & accounting standards, information security standards etc.
- Venture is properly staffed and organized, with clarity on how the JV is structured with clear governance, management and service provider roles identified, mapped & communicated.
- Planning and performance appraisal and assurance processes are in place to assess the effectiveness of the JVs execution against plan.
> Responsible for up to date Decision Based Roadmaps for the venture , including technical and non technical risk inventories with mitigations and SMART actions, staff resourcing plan, stakeholder engagement plan and external communications plan.
> Responsible for project delivery, fully aligned with project management processes.
> Deliver effective financial management of the venture within QP systems
> Ensure that all of the Non-Technical Risks are fully mapped out and actively managed through clear mitigation plans.

Requirements

> Minimum 10 yrs in an internation oil company
> Minimum 15 yrs overall experience
> Gravitas, experience and decisiveness to make independent (commercial & technical) judgments for maximum value to QP, including the ability to manage relations with senior stakeholders when required and building long term respect. Coaching and motivating skills.

Shift Controller

Primary Purpose
Controls, Coordinates & Directs, all Integrated Operational & unplanned (routine / non-routine) maintenance activities of CLIENTS Refinery complex (Crude Refineries, Condensate refinery, RFCC & Product Treatment Complex, SRU & Utilities Section and Oil Movement) on all days including week-ends & holidays. Responsible as OM (R) after the normal working hours, weekends and holidays. Initiates Emergency Response and activates Emergency Control Centre as Emergency Manager until the ER team takes over the centre.
Principal Accountabilities

  1. Oversee Refinery Operation, through Supervisory team, to achieve plant performance matrices as per Business Continuity Plan & yearly look-ahead. Ensures the compliance of each area operating instructions (QWI-R-PS-WI002) including BSS advices. Close coordination & communication within the shift group, for routine & non routine issues, through Shift Meetings for smooth CLIENTS refinery integrated operation. Responsible for achieving overall optimal and safe operation by integrating the activities of different sections and utility optimization.
  • Interaction with other Refinery functional leads / Heads (Maintenance/Business support/Asset Integrity/Safety etc) to achieve targeted on-stream factor / KPI's for Refinery units with reasonable business balance.
  • Authorised to appove / endorse all critical work permits (within refinery & outside refinery) for all routine, non-routine & projects activities. Justifies on call resources of CLIENTS Refinery. Managing logistics of Central Control Building, BSS, AMWAJ etc.
  • Writing the shift report, in IMS approved format, in hard copy & e-log book (QFM-R-PS-FM047). Preparing daily reports for Refinery Operation & Slop generation (QFM-R-PS-FM004/005). Making plant visits as per IMS guidelines (QGI-R-PS-GI002). Maintaining office records as per IMS (CLIENTS R-R-PS-PR 013/004).
  • Reviews and monitors process operating data, Quality laboratory results, shift operational logs of all area shift supervisors. Prioritise & Initiates for Process adjustments/corrections to ensure on-specification product.
  • External Close coordination with CLIENTS Terminal (Natural Gas, crude, Condensate, slop), QVC (caustic), QAPCO (sulfur), QAFAC (MTBE), MIC (Waste Disposal), EXPORT/IMPORT (Berth 6), Medical Centre, Emergency Preparedness Plan, MEW (All HT Motors start up, Raw water issues), WOQOD/NGL (Refinery products), SEEF(slop, utilities & hydrocarbon streams) etc. for Smooth CLIENTS Refinery Operation.
  • Create safe & engaging work environment through staff's close interaction, shift meetings, safety tours etc.
  • Assumes full Administrative and Technical responsibility of all the process units during silent hours including week-ends & holidays. Coordination with HR for emergency Exit permits.
  • Various emergencies handling, Routine testing of emergency systems (ERT/Fire siren etc), Incident reporting SMS system, Initiates Emergency Procedures including Emergency Control Centre activation, as per the Emergency Preparedness Plan, depending on the level of emergency. Initiates Emergency Response and act as Emergency Manager until the ERP team takes over the scene.


Qualification / Knowledge / Experience

  1. Degree in Chemical Engineering or equivalent.
  2. 15 years experience in the Oil & Gas industry including at least 8 years in a Refinery at a senior Supervisory level (must have working exposure to Primary & Secondary Refinery Processing Units).
  3. High degree of oral & written English.
  4. Team player, Respectful, Transparent & Ability to work independently.

Job Description
1. Manages and directs a Division which provides a broad range of Optimization and Reliability services at Site location. Works closely with other Assistant Managers, Division Heads and Department Managers to achieve the corporate goals, objectives, targets and fulfills the all the relevant environmental and statutory obligations.
2. Manages and directs a multidisciplinary team consisting of maintenance Optimization & Reliability engineering professionals who perform tasks of CMMS Projects, SAP PM Master Data Maintenance, Maintenance Strategy & PM Optimization and Reliability engineering studies at Mesaieed Operations location.
3. Directs and supervises the Mesaieed Operations IT focal point for all system hardware, software requirements, upgrades and coordination & IT Projects. Also, oversee the SAP system and related applications implementation as a focal point for Mesaieed Operations location.
4. Establish systems to continuously develop, implement and improve world-class business standards and utilize APMS to ensure enhanced personnel safety, asset integrity, optimized maintenance, optimized critical spares, increase NGL systems & equipment Reliability and Availability; and reduce downtime and the life cycle costing.
Experience & Skills
He has a Minimum of fifteen (15) years multi-disciplined experience in engineering within petrochemical industry, with atleast 5 years in engineering Reliability and Optimization study and familiarity with maintenance engineering. He has appropriate computer literacy and knowledge of using computer features to solve/support different technical problem solving and Reliability studies.
Education
Bachelor of Science Degree in Engineering accredited university or college, Relevant short courses in SAP PM, MM modules, RCM, RCFA, FMEA, business process and management.
