Job Title : Marine Pilot - Qatar

Salary range: 24,000/26,000QR per month package

Working Pattern: Residential in Qatar working 5 days per week

Purpose of Role

Primary purpose of job Provide marine pilotage to all types of vessels calling at client Operated Ports.

Marine pilotage includes approaches channels navigation, harbour movements and offshore Single Point Mooring (SPM).

Experience & Skills Requested

  • A minimum of 10 years Sea going experience as officer of the watch with at least 5 years' experience on large size vessel (VLCC, Capesize) in capacity as Chief Officer or Master. Or 5 years Sea going experience on large size vessel (VLCC, Capesize) as Chief Officer or Master, and 5 years as Pilot on all types of vessel.
  • Detail knowledge of International, State and Local regulations pertaining to Port operations, logistics, and fully familiar with International Maritime Conventions such as SOLAS, MARPOL, STCW, etc.
  • Detail knowledge of the management of large-scale port cargo operations including port rules, regulations, policies and procedures pertaining to operations and activities.
  • Extensive knowledge of the occupational hazards and safety precautions of work in a port operations area.
  • Good organizational planning skills and able to plan, execute and complete targets without supervision
  • Ability to communicate and work with people at all levels of the client organisation, both internally and externally.
  • Innovative thinker and self-starter with proven leadership.
  • Ability to express ideas and information, clearly and concisely, verbally and in writing in English language.
  • Ability to work within a focused team of maritime and port professionals.
  • Performance orientated and able to work to the delivery of agreed targets.
  • Strong analytical and administration skills.
  • Ability to work under stress Education Master Mariner (FG) class I

Purpose of the Job

  • Manage independent Cost estimation and Cost advice for developing and implementing various Capital, Production, Maintenance, HSE and Refinery Shutdown Projects.
  • Execute cost estimate for in-house Plant modification for optimizing and improving Refinery processes, production and HSE requirements.

Principal Accountabilities

  • Prepare independent Corporation estimates, for multi-discipline projects of General Tender Committee (GTC), Limited Tender Committee (LTC) and Direct Order (DO), obtain approvals and submit confidentially to tender committee with in the time frame set by the company, for tender evaluation
  • Develop a detailed breakdown for the Corporation estimate using accepted estimating methods, submit to Contracts Department, along with basis of estimate, for commercial evaluation and Provide justification for the company estimation
  • Prepare cost estimates for Plant Change Request (PCR), obtain approvals and submit to PCR focal point for evaluation
  • Develop and maintain cost estimating database and norms from the awarded contracts for benchmarking with Corporation estimates and prepare cost estimating policies and procedures with the assistance of subordinate.
  • Ensure the preparation and submission of cost estimation weekly and monthly status report as requires to the Department Manager
  • Corporate Business Plan to ensure timely execution of projects within the agreed scope, time and budget
  • Ensure HSE considerations are always taken into account in all proposals recommended and support of the strategic Qatarization Plan initiated to achieve a quality national workforce in the Refining Operations

Qualifications / Knowledge / Skills / Experience

  • Mechanical Bachelor Degree or equivalent.
  • Minimum 12 years oil and gas experience in cost estimation, contractor interface, planning and costing.
  • Certified Project Management Professional (PMP) and / or Certified Cost Professional (CCP) will be an assets.
  • Excellent oral and written English, communication combined with good presentation skills.
  • Experience in MS Office applications and leadership and motivation ability and Problem solving skills.

Supervise the handling activities of the Materials Warehouse section, ensuring safety and efficiency in day to day operations in the Yard and at the Jetty.


Principal Accountabilities

  • Plan and execute daily operational activities.
  • Conduct daily checks on Contractor personnel, equipment and resources, ensuring that they meet the Contract requirements
  • Receive and coordinate with Boat Scheduler for daily boat movement program and plan activities for the day.
  • Coordinate with other Departments to ensure smooth operations of loading and offloading activities and monitor related Contractor's handling activities, whilst ensuring that safety, efficiency and dependability is maintained at all times.
  • Supervise and ensure special care operations during loading and offloading of chemicals and direct delivery of all hazardous/non-hazardous chemicals/waste to Waste Management Facility Yard as per HSE regulations.
  • Provide guidance to subordinates in operational matters, ensuring that the User demands are met without delay to the operations.
  • Supervise timely inspection and maintenance of the equipment to avoid loss to the Assets. Ensures receipt of written-off/scrap, domestic/chemical/production wastes with proper documentation as per procedures and coordinate certification/colour coding of equipment.
  • Endorse daily operational activities reports, handover notes and vessel discharge report. Ensure operational activities are carried out in adherence with the policy and procedures and HSE requirements.
  • Conduct checks in work area, ensure the area is clean and in a safe working condition and give instructions for corrective action, wherever required.
  • Provide annual budget requirements, monitor expenditures, identify variances and implement corrective actions, as required.
  • Ensure SAP transactions are executed on time. Recommend appropriate job related courses and trainings for staff.


Qualifications:

  • Degree in Logistics Management or equivalent.
  • Minimum of 8 years experience, of which 5 years in supervisory capacity
  • Technical background is desirable.
