Piping Construction Engineer

Role Synopsis

We are recruiting a piping construction engineer to work on a jack-up rig in the Caspian. The Project is a new Integrated Production, Drilling, Utilities and Quarters Offshore platform. This will report to the lead piping construction engineer, ultimately reporting to the construction manager.

Key Accountabilities

The ACE Piping Construction Engineer will be responsible for delivery of piping construction/installation across the ACE Topsides, with specific emphasis as follows;

Demonstrate excellent personal HSSE leadership and HSE behaviours. Lead, by example, with regards to company's HSE policy.

Fulfil the role of ACE focal-point for piping construction/installation delivery, across designated areas of the platform-build.

Actively participate in construction-related decisions; collaborate with ACE Lead Piping Construction Engineer to provide a discipline perspective to schedules, design deliverables, materials purchases, degree of shop fabrication, material delivery configuration and sequence, as well as development of any required subcontracts.

Interface with Design and Fabrication Contractors to ensure piping constructability input is being actively considered and implemented.

Develop and maintain all required project documentation for ACE Build-It-Tight and Build-It-Clean programs, including all associated construction preservation procedures and piping installation assurance document.

Provide all necessary piping technical input to ACE Construction Execution Plan, Mechanical Completion Plan, Construction Work Package Plan (CWPP) and Construction Site Surveillance Plan.

Support the development and implementation of project modernisation and transformation solutions across the project construction discipline.

During the Execute phase, provide oversight of all piping construction activities, from start through final acceptance including Mechanical Completion Handover processes.

Anticipate and identify adverse trends/events throughout the piping fabrication and construction cycle and work with the relevant parties to avoid them or achieve timely resolution.

Review Hydrotest packs and attend line walks to insure all requirements within test packs including weld log has been met test criteria.

Participate in piping system completion try-party walk downs and generate punch list.

Essential Education

Educated to Degree Level

Essential Experience and Job Requirements

A high-level of communication and interpersonal skills.

Significant experience (5 years) of leading piping construction, including knowledge of associated codes and practices.

Experience of effectively interfacing and working together with Design / Construction Contractors and Operations entities.

Experience with HSSE issues related to on-site construction activities.

Deep understanding of construction methods and the latest international standards that assure integrity of build and construction quality.

Desirable Criteria

Previous experience in similar role would be a distinct advantage.

Knowledge of the Azeri and/or Russian languages would be a distinct advantage.

Petroplan are supporting a client on a Project to build a new Integrated Production, Drilling, Utilities and Quarters Offshore platform to be installed in the Caspian Sea, Azerbaijan. This role is specifically focused on leading fabrication of the Jacket structure which will be installed on the sea-bed to supports the Topsides facilities above sea-level.

The project is currently in Define phase and is planned to enter Execute during 1Q19.

The Fabrication Specialist will be responsible for the overall construction delivery for the Jacket, with specific emphasis as follows;

Health, Safety & Environment

  • Demonstrate excellent personal HSSE leadership and HSE behaviours. Lead, by example, with regards to HSE policies.
  • During Execute phase, participate in the implementation of HSE standards through self-verification and oversight activities across the fabrication facility, ensuring investigation and follow-up where required.

People Management

  • Lead a collaborative approach to ensure seamless delivery and a unified vision for success.
  • Coaching/mentoring of in-country personnel for technical and leadership development purposes.

Fabrication Execution Management

  • Ensures safe, compliant, reliable and efficient fabrication productivity of the ACE Topsides.
  • Ensures Contractor's fabrication work processes and procedures are fully implemented to underpin effective and efficient productivity; evaluate Contractor's core work processes and implement improvements to optimise efficiency.
  • Performance-manage fabrication productivity through-out yard workshops and erection areas, minimising double-handling of materials. Evaluate and implement improvements to fabrication productivity.
  • Performance-manage contractor's production work package system to optimise fabrication productivity.
  • Performance-manage welding productivity ensuring that the best welding techniques and equipment are implemented and being used.
  • Performance-manage weld productivity ratio to achieve maximum output with available welders, oversee weld repair ratio to minimise and identify repairs with QA department.
  • Performance-manage Contractor's Weld Procedure and Qualification processes to ensure these are generated on-time to support the fabrication timeline.
  • Performance-manage the generation of Contractor's manufacturing record books, ensuring accuracy and completeness prior to Mechanical Completion Handover.
  • Anticipate and identify adverse trends/events throughout the fabrication productivity cycle and work with the relevant parties to agree performance / improvement steps to achieve safe and on-time execution.


Modernisation and Transformation

  • Supports the development and implementation of project modernisation and transformation solutions across the project fabrication phase.

Job Spec:

The Resource Data Analyst will be responsible for collating, maintaining, reporting and analysing project headcount and staffing plan data, using the Project Staff Management system.

Essential requirements to apply:

  • 5 years of relevant experience in HR or Project Services
  • 2 years progressive reporting and data analytics experience in an international organization
  • Solid experience in data validation and interpretation, ability to analyse large datasets and generate meaningful insights using data tables, charts, graphs
  • Familiar with standard concepts, practices, and procedures within Human Resources and Project Services and database structures, knowledge and experience with SAP and/or relevant Project Staffing Management systems.
  • Computer Literacy: excellent in MS Office applications, particularly MS Excel and PowerPoint.

Education:

  • Manages construction performance from start through to final acceptance, including all Mechanical Completion Handover processes.
  • Development and maintenance of construction schedules in conjunction with Fabrication Contractor. Drives value through effective construction prioritization and planning (weekly), and through compliance with MPcP and Construction Practice.
  • Manages interface with Fabrication Contractor to ensure thorough reporting and analysis of performance data provided. Anticipate and identify adverse trends/events throughout the fabrication cycle and work with the relevant parties to agree performance / improvement steps to achieve safe and on-time execution.
  • Drives construction risk identification and management and owns construction risk action plans.
  • Ensures readiness reviews are conducted prior to defined construction activities.



Modernisation and Transformation

  • Supports the development and implementation of project modernisation and transformation solutions across the project construction discipline.



Education

  • Must be degree qualified


During 2018, the role will be primarily office-based in Baku (Azerbaijan) with business visits anticipated to the Project Design Office in Leatherhead (UK).

At the start of Execute phase (est. 1Q19), the role will be based at the selected fabrication facility in Baku (Azerbaijan).

The role will report to the ACE Project Construction Manager (PCM) with a daily interface to the Jacket Delivery Manager.

Our client is looking for a lead piping construction engineer to work on an offshore platform to be installed in the Caspian Sea, Azerbaijan.

The role will be located at the selected fabrication facility in Baku (Azerbaijan), and will report to the Construction Lead.

Key Accountabilities

The Lead Piping Construction Engineer will be responsible for the overall delivery of piping construction across Topsides facilities, with specific emphasis as follows;

Demonstrate excellent personal HSSE leadership and HSE behaviours.
Lead, by example, with regards to company's HSE policy.
Perform the role of focal-point for piping construction delivery, providing ongoing technical oversight and input to fabricator, from start through final acceptance including Mechanical Completion Handover processes.
Provide technical assurance and oversight of both shop and field-based piping fabrication activities, including testing, ensuring compliance all required piping codes and standards.
Ensure all required processes for project Build-It-Tight and Build-It-Clean programs, including all associated construction preservation procedures, are fully implemented by Fabricator.
Interface with Design and Fabrication Contractors to ensure piping constructability input is being actively considered and implemented.
Provide a piping discipline perspective to construction schedules, design deliverables, materials purchases, degree of shop fabrication, material delivery configuration and sequence, as well as development of any required subcontracts.
Anticipate and identify adverse trends/events throughout the piping fabrication and construction cycle and work with the relevant parties to avoid them or achieve timely resolution.
