The OSBL Superintendent will be responsible for OSBL construction coordination and execution of the Project.
The OSBL Superintendent will coordinate the OSBL coordinators and supervise the Contractors' daily work include planning, organizing, directing and controlling methods of construction, manpower levels, material quantities, equipment, work schedule and documentations.

Primary Functions:

  • Responsible for Safety guidance and enforcement of site rules and regulations. 25%
  • Responsible for coordinating contractor activities and ensuring performance in accordance with work packages and instructions. 30%
  • Ensures OSBL coordinators bring RFI's to closure, and contractors work complies with project requirements, specifications and / or drawings. 15%
  • Participate in construction incident investigation and corrective actions. 10%
  • Coordinate Simultaneous Operations (SIMOPS). 5%
  • Monitor and follow the Superior Refinery Emergency Response Plan. 5%
  • Provide input and monitor the construction schedule, including identifying potential problems and impacts to the schedule. 5%

Required Experience/Certifications:

  • Technical Diploma in Engineering and/or Certification as a Journeyman with supervisory training with significant experience leading a number of trade professionals.
  • A minimum of 20 years of experience on large capital projects
  • Proven track record of success as an effective leader and construction professional
  • Strong technical competency with regard to understanding engineering principals in support of the planning, execution and completion levels
  • Proven practical knowledge of current project and construction management tools and practices (e.g. cost management systems, scheduling, estimating, risk tools, constructability, etc.)
  • An understanding of the competitive environment and ideally bring an extensive personal network of contacts in the EPC, Oil and Gas and related large-scale process industries while understanding the issues and challenges is required

Reporting to the SCM Manager, the primary purpose of the incumbent in this position is to provide life cycle management of Projects Contracts from creation, revision and maintenance to close-out. He/she will execute Contracting strategies and plans in alignment with key business objectives.
Primary Functions:

Execute Supply Chain best practices for Contract Administration activities, ensuring these practices are in accordance with HOIMS, Supply Chain Policies, and all relevant Contracting Strategies and Contract Execution Plans in support of PDE Gate reviews and Project execution.

  • Provide oversight of Construction Contractors and Service Providers in managing Project Contracting activities (per division of responsibilities between client and E&P). 20%
  • Execute Pre-Award activities for main project services (Engineering, Fabrication, major Construction Work Packages): Develop EOI and evaluation criteria; Coordinate the evaluation of EOI, Bidders prequalification and shortlisting; Coordinate the development of Bid Evaluation Criteria and Plan (BECP) with PMT & CMT; Develop the appropriate commercial compensation structure for the SOW and conform the RFP; Issue the RFP and Manage the Bid process (as Single / Focal Point of Communications with Bidders); Coordinate the evaluation process per BECP; Develop and Prepare negotiation plans and Conduct negotiations, Prepare award recommendations and Route for appropriate financial and commit authority approvals, Issue Awards and Kick-off (with PMT/CMT); Conform the contracts and Route for execution by authorized personnel; Prepare Contracts Briefs (Terms of Reference) 10%
  • Execute Post Award Contracts Management (for contracts assigned to the incumbent) and support the management of Contractors Relationships: Compile data to assist in periodic reviews of Contractors' performance (Performance Scorecards/Metrics) against established KPIs; Support management of Contractors NCRs in accordance with the NCR process; Manage and Report on approved contract values (e.g. up-to-date Current Contract Value, Forecast Contract Value Vs. Approved Contract Value) and spend against Approved Contract Value (to ensure governance i.e. prepare amend decisions for proper approvals before committing additional spend). Manage the upkeep of Contracts Change Logs, Issues and Disputes Management Register (IDMR), disputes and claims mitigation plans; Route Change Orders, and Amendments for approval per process and signing authority guidelines. Work with Contractors to resolve day-to-day issues and expedite resolution. 50%
  • Ensure all Procurement & Contracting documentation is stored in the appropriate Contract Management Systems in accordance with the Procurement Information Plan. 10%

Mechanical Static Equipment Lead

The Mechanical Static Equipment Lead reports directly to the Project Engineering Lead providing technical oversight of the project design and deliverables.
The Static Equipment Lead must provide leadership identifying design, schedule, cost, quality, and reliability risks and pro-actively work with other staff to quantify or qualify the risks so that timely decisions can be made for the benefit of the project. This also entails providing detailed technical information on all aspects of rotating equipment at the request of other project disciplines.
Responsible for ensuring the mechanical equipment:

  • Can achieve performance, cost, schedule and reliability goals as detailed in the Project Development Phase and project charter.
  • Is designed consistent with Superior Rebuild project specifications and industry best practices
  • Meets regulatory and environment regulations
  • Adheres to all corporate and industry safety standards
  • Does not require extra-ordinary effort to install or commission



Primary Functions:

  • To provide necessary mechanical field engineering support during construction. 45%
  • Supporting the EPC mechanical engineering group to produce the DBM phase mechanical deliverables and studies. 10%

  • 10 years' experience with API and ASME static equipment like heat exchangers, columns, pressure vessel, storage tanks and packaged auxiliary equipment.
  • 10 years' experience in Crude, Vacuum, FCCU and/or HF Alky process plants as a mechanical static equipment engineer. Preference is for actual experience in operating units as a maintenance engineer or operating engineer.
  • At least 10 years' experience with the contents of API standards, ASME/ANSI standards, HEI.
  • Familiar with identifying mechanical static equipment inspection and testing plan
  • Minimum of 15 years related Oil and Gas Industry experience
  • At least 10 years' experience reviewing or creating project deliverables such as technical bid evaluations, technical deviations, materials of construction selections, and project decision records.
  • At least 10 years' experience resolving rotating equipment issues using formalized root-cause procedures.
  • Prior experience in development and operation of downstream projects such as heavy oil


upgrading and refining.

  • Experience in presenting to executive audiences and EPC contractors
  • Excellent organizational leadership, interpersonal and technical skills
  • Driver's License is required for business travel
  • High level of familiarity with the contents of the API static equipment standards

Key Accountabilities

  • Provides resolution to all desktop support requests.

Lead Electrical Engineer

Lead Electrical Engineer:


1. Electrical discipline engineering input on behalf of Oman LNG to PMC and EPC though project phases until handover of the project to sustainable operations. Maintain the electrical equipment, electrical distribution and generation system in accordance with HSSE standards, OLNG standards and other regulatory requirements.
2. Operate, maintain and control the electrical network and equipment reliably and with integrity to agreed targets with cost optimization.
3. Review all the electrical discipline procedures within an ISO certified quality assurance system.
4. Initiate, develop and deliver plant reliability and integrity improvements to the electrical network and equipment via management of process change.
5. Implement appropriate maintenance techniques to establish the required preventive maintenance (PM) for all electrical equipment to ensure non overdue status at the OLNG; raise and get consensus approval when overdue happens.
6. Ensure sufficient and suitable resources in terms of manpower, material and equipment are available to efficiently carry out all electrical work in accordance with appropriate standards and procedures.
7. Lead in trouble shooting, through proper techniques like RCA and tripod if needed, all electrical related process incidents that can affect complex reliability and availability.
8. Develop and obtain approval for all modifications needed to overcome electrical design issues.
9. Develop & Implement electrical projects.
10. Carryout review of equipment Life Cycle Analysis & Management.
11. Implement electrical equipment long term review that is documented and updated in Asset Reference Plan (ARP) and implement ARP action items (stock proposals, upgrade proposals, etc.).
12. Implement regular electrical spare parts reviews and follow up of action items that ensure availability of required spares to maintain complex electrical equipment.
13. Manage all interfaces between electrical and other disciplines within OLNG and 3rd parties.
14. Manage budget and contracts for the electrical discipline.
15. Plan and carry out electrical audits and provide input to the relevant HSSE audits.
16. Contribute to site safety as an Authorized Engineer and participate in the duty engineering system for out of hours support.
17. Develop optimum CAPEX & OPEX budget for all electrical activities by keeping in view the future requirements and forecast to ensure sufficient funds and resources are available.
18. Initiate new contracts for Major Electrical Maintenance & Projects and carry out technical evaluation.
19. Support continuous improvement of complex availability and reliability whilst working within agreed budgets. Ensure no plant trips as a result of the electrical equipment failures or through human errors.
20. Actively control the additions to the high voltage network imposed by the complex expansion.
21. Signoff described decisions and / or deliverables in specialized areas with in electrical discipline as an authorised Technical Authority - TA3.
22. Responsible for ensuring that al, the process safety requirements as per DEM-1 DEP are met at the complex.

QUALIFICATIONS AND EXPERIENCE:

* Electrical Engineer with minimum 8 years of experience in the Chemical/ Oil & Gas industry with preference for LNG industry.

* Minimum 4 years of experience in troubleshooting, analysis of networks and equipment

* Experience in the construction, commissioning and start-up of large electrical equipment, systems and Power plant and integration, plus the overhaul, inspection and testing of large electrical machines and associated control systems

* Must be Technical Authority - 2 (TA2)

* Hazardous area classification knowledge.

* Knowledge in DEP
