Primary Purpose of the Job

  • Overall responsibility of preparing, managing and controlling Department Budget and prepare precise/timely cost reports to the Lead Budget and Cost Control Engineer after constant monitoring the expenditure status in comparison to the approved Budget and represent the department on all financial related matters with Finance Department.
  • Responsible for Invoice administration, process and endorsement for timely payment after proper coordination with contract sponsors /engineers.

Principal Accountabilities

  1. Develop, control and monitor the department Capital, Non Routine and Operating budget in conjunction with the department 5-year Business Plan. Assists in developing the financial targets and objectives for the departments 5 -Year
  2. Plans, Annual Reports, and Corporate Planning input.
  3. Control the expenditure by systematically ensuring adequate budget allocation and confirm that the right fund centers utilization for all commitments such as Contracts, Materials, and work orders raised by the departments.
  4. Monitor Departments Expenditure and Budget ensuring that commitments are made in line with approved budgets and the correct account number or Work Breakdown Structure has been used. Revise and rephrased the Budget as required in line with latest project plans, material deliveries and contract execution plans after detailed expenditure analysis.
  5. Review Capital projects and raise asset capitalization certificates when capital projects have been completed. Maintain departments Fixed and Movable assets register by routinely checking and endorsing department's assets lists.
  6. Carrie out various ad-hoc exercises and cost reports that are required by management as and when required. Compile Cost Key Performance Indicators and Quarterly Variance Reports to monitor achievements against objectives and targets to ensure that Finance is fully aware on the variances justifications and reasons for audit purposes.
  7. Administer and review all invoice with the respective contract and endorse invoices for payments to ensure that all payments towards the contractors are in line with the contract clauses and effected timely. Support the contract sponsors (Engineers) to calculate the liquidated damages and financial earned value cost for preparing accruals.
  8. Maintains & updates in collaboration with the Departments procedures, workflows and Manual of Authority in line with current developments and modern methods and produces periodic suggestions for improvements and strategy changes.
  9. Liaise with departments to ensure financial control procedures are being applied for contracts owned by the departments. Coordinate and follow-up with Finance on all financial requirements and matters for the departments. Provide information and requirements to all process related financial audits for the departments.
  10. Develops and recommends new techniques to improve the budgeting and cost control of the department and assists in reviewing life cycle costs for major plant to assess cost efficiencies and value for money.
  11. Handling the Department petty cash and monitoring the expenditure.

Qualifications / Knowledge / Skills / Experience

  • Bachelors' Degree in Engineering Science or Accounting with post graduate certification in Cost Engineering and Systems Analysis.
  • 8 years in an Accounting preferably in the oil and gas industry.

Key tasks and responsibilities:

  • General accounting in accordance with applicable laws and accounting standards
  • Assist in monthly, quarterly, and year-end closing
  • Perform various account reconciliations monthly
  • Review and prepare all monthly accruals
  • Perform operating expense variance analysis and reporting for corporate
  • Ensure timely and reliable financial closing / statutory reporting

  • Prepare monthly Joint Interest Billings (JIB) and Cash Calls

  • Analyze and calculate allocation of operator expense and overhead to partners
  • Assist and coordinate in JIB audits

Education:

  • Preferably CPA Certification

Experience:

  • Ideally over 5 years of Accounting experience, with a background in management reporting
  • Previous Big 4 experience
  • Previous E&P experience

Responsibilities:

The Internal Auditor conducts internal financial audits of various business units and field operations, consults on special projects and performs due diligence audit of business acquisition targets. The candidate may work on any of the following:

  • Planning, organizing, and eventually leading various audit programs for the all business units worldwide.
  • Developing accurate and complete work papers that adequately support audit findings and documenting work performed.
  • Preparing key observations, summarizing findings and recommendations which are discussed and agreed with auditees.

Qualifications:

Education:

  • Bachelor's degree in Accounting or Finance, with a minimum four (4) years' experience in external audit with the Big 4 public accounting firms.
  • Professionally qualified (CPA, ACCA).

Experience:

  • Working knowledge of GAAP, audit procedures, including planning, techniques, tests and sampling methods.
  • Strong accounting fundamentals with advanced skills on Word, Excel, and PowerPoint.
  • Strong technical, analytical and decision-making skills. Self-motivated. Should be able to work independently and with minimal supervision.
  • Good interpersonal and leadership skills. Excellent oral and written communication skills.
  • Able to interact professionally with all levels of Management.

Job Title Senior Accountant

Reports to: Chief Accountant

Purpose

To record financial information in order to enable preparation of financial statements and all financial accounts in accordance with accounting principles and civil, fiscal and company norms. To identify assets and liabilities in line with the administrative/fiscal/statutory requirements thereby ensuring proper handling of accounts for nature and destination.

Main Accountabilities and Responsibilities

  • Review asset, liability, and capital account entries by compiling and analyzing account information.
  • Review simple journal entries and have the ability to prepare complex journal entries along with synthesizing common ledger for subsidiary accounts.
  • Develop good knowledge of chart of accounts and ensure adherence thereto while recording financial information.
  • Review appropriateness and correctness of accruals in the books for each month end reporting including half year and annual reporting.
  • Ensure correctness of day to day accounting processes such as A/P and Journal Entries plus monthly closure of books & accounts.
  • Perform personnel accounting including but not limited to salaries posting, expense reports, expatriate insurance etc.
  • Run currency revaluations at each month end on SAP.
  • Highlight & Recommend financial actions by analyzing accounting options.
  • Monitor working capital situation at fortnightly intervals and suggest appropriate actions to management where required to optimize cash flow operations.
  • Analyze vendor and GL account reconciliations on monthly basis including Intercompany account management and reconciliation.
  • Reconcile mainly Payroll & Other financial discrepancies by collecting and analyzing account information.
  • Substantiate financial transactions by auditing documents
  • Maintain accounting & internal controls by ensuring adherence to policies and procedures and recommending improvements thereto
  • Guide accounting staff by coordinating activities and answering questions
  • Check documents by monitoring and implementing all accounts payable checks including but not limited to contractual compliance checks in relation to approved contract values, tariffs, fees etc. for onward payment by Treasury function.
  • Post vendor invoices and ensure correctness of invoice register
  • Monitor aging of overdue invoices through bi-weekly reports
  • Ensure that all invoices and staff reimbursements are paid accurately and in accordance with Company & Finance Dept. policies and procedures
  • Answer accounting procedure questions by researching and interpreting accounting policy and regulations
  • Comply with international & local financial & legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Prepare ad-hoc financial reports by collecting, analyzing, and summarizing account information and trends.
  • Protect operations by keeping financial information confidential
  • Maintain professional and technical knowledge by attending educational training & workshops; reviewing professional publications; establishing personal networks; participating in professional societies
  • Provide support during different audit activities

Qualifications & Experience

  • Accredited by a well-known Institute of Chartered Accountants
  • 3-4 years of experience in handling financial matters in a Big 4 Firm or in a well reputed global/multinational organization
  • Bachelor's degree in Finance, Business Admin. Professional/Master's Degree is preferred

Required Competencies

  • Strong Knowledge of accounting principles (IFRS) and practices.
  • Experience with SAP or similar ERP system and Hyperion.
  • Advanced MS Office skills.
  • Strong Analytical & Organizational Skills.
  • Ability to meet tight deadlines.
