Main responsibilities:

  • Reporting to the Health, Safety, Security, Environment & General Services Manager, the Ops Health, Safety & Environment Advisor will be responsible for:
  • Provide Health and Safety oversight on both the construction and production activity set at Client's Field Operations.
  • Provide clear, consistent and quality Health and Safety information, advice, guidance and monitoring services to the Field Management Team.
  • Function as the Health and Safety compliance gatekeeper providing verification that all relevant Health and Safety best practices; policies and procedural expectations are realized, while promoting a culture of continuous risk management.

Deliverables

  • Review, update, and implement in the field safety and accident prevention training programs, safety inspections, policies and procedures.
  • Promote safety culture and strive for excellent HSE performance in operations.
  • Facilitate and participate in Risk Assessments and Job Hazard Analysis for specific jobs as and when required.
  • Maintain pertinent documentation and records associated with scopes of work.
  • Conducting quality incident/accident investigation to determine root causes, provide action steps to prevent reoccurrence, and ensure all incidents and safety matters are reported directly to the HSEC Manager in a timely fashion.
  • Track all actions resulting from incident investigations and audits to ensure effective close-out.
  • Identify HSE-MS gaps and Safe Operating Practices to HSEC Manager and support development of HSE procedures.
  • Required to deliver training to employees in addition to, liaising and consulting with internal and external customers.
  • Other duties as required.



Scope:
To cover all field HSE related activities
Experience and/or educational requirements

  • A minimum of 10 years health and safety experience in oil and gas production.
  • Formal qualification in health and safety, e.g. University technical degree or NEBOSH IGC (Less formal education may be compensated with documented relevant strong experience.)
  • Experience of operating in a field-based processing/production operations environment, with good understanding of process safety hazards and the safety critical controls required to manage process safety hazards.
  • Evidence validating track record of presenting information to managers and staff.
  • Experience of developing, reviewing and implementing health and safety policies and guidance within a complex Organization.
  • Experience with HSE management systems development and evaluation.
  • Proven track record of leading and motivating employees at all levels to achieve health and safety performance.
  • Supervisory experience in production operations in the functional position of a Health and Safety Advisor.
  • Proven Process Safety knowledge and experience.
  • Microsoft Office Suite proficiency level skills, required to create and respond to letters, emails and compile reports.
  • Ability to work within a diverse cultural environment.
  • Have demonstrated interpersonal / teamwork skills.
  • Excellent written and spoken communication skills English, French desirable) in order to explain health and safety processes to a wide range of people and to give presentations to groups.
  • Ability to understand and analyse complex information and report and present it simply and accurately.
  • Forward planning required for weeks and months ahead, the post holder should be able to work independently and is responsible for delivering on the expectation of the HSE Team goals and objectives.
  • Highly developed communication skills required to persuade and influence managers to carry out their responsibilities to implement policies and procedures.



Desirable:

  • Demonstrable post-qualification experience as a Health and Safety practitioner providing operational and strategic health and safety advice to senior managers.
  • Experience from leading health and safety team, in a multi-discipline project team through the engineering, construction and completion phases of a project.
  • Experience of designing health and safety training courses
  • French speaker

HSE Advisor - Drilling

Petroplan is actively recruiting for a Drilling HSE Advisor for a deepwater Gulf of Mexico project. This position will be working on a rotational contract basis for a reputable international oil and gas company and act as the company HSE representative on a deepwater drilling rig.

Main responsibilities:

  • Provide quality leadership and drive a proactive approach to maintaining quality and solving quality issues. Provide any support necessary to meet project quality, schedule and cost objectives.
  • Manage Facilities Construction Contractor's QA/QC personnel and 3rd Party Inspection Contractors against Site Specific Construction execution / implementation ITPs.
  • Assist in Developing the client Asset Inspection and Testing Philosophy/Strategy in line with Industry Best practices.
  • Support the MOC Process to ensure both technical and commercial compliance with Project Expectations
  • Assist Project Construction Management in the Development and implementation of a Projects specific CCMS System (Computerised Completions Management System). Manage the system with discipline assistance to ensure a smooth and Auditable Hand over process from Mechanical Completion through to RFSU and Hand over acceptance by Asset Management.
  • Assist in the development and implementation of an agreed set of Equipment applicable, Mechanical Completion and Pre-commissioning Inspection Test Records to support Project ITPs and Asset Handover Certification requirements
  • Maintain a tracking system to monitor the status of Facilities Construction Contractors NCRs
  • Maintain and Manage Welding and Test Equipment Calibration logs and Welder Qualification Logs.



Deliverables:

  • Develop the specifications for the Contract Quality Plans and Manuals for the Contracts awarded within the Projects.
  • Review the Construction Contractors Quality requirements for the pre-qualification and tendering exercises and assist in the evaluation of the Bidders' Quality systems.
  • Monitor and ensure maintenance of project quality standards during construction, installation, commissioning and initial operations of the facilities. Actively engage in planning and work management, together with the Contractor's QA/QC departments at project sites;
  • Technically support and manage the Construction Contractor's site QA/QC personnel assigned to the site Teams, in the various site locations.
  • Manage and report on findings and repair requirements found during execution of Project specific ITPs.
  • Co-ordinate the review and acceptance of Contractor's Quality records and certification and ensure that they provide evidence of compliance.
  • Review and acceptance of Project/Supplier Data Requirements (PDRL / SDRL / VDRL) of data and documentation throughout Project life through to Final hand-over to Operations.
  • Drive continuous improvement of the Site-Specific Quality Management System and prepare management reviews and reports on Site Specific QMS aspects and QA/QC issues;
  • Prepare QA/QC input & data to the monthly Project Progress Reports for the Clients Management, including KPI development and measurement relating to Corporate and Project Quality Assurance.
  • Develop, implement, improve and maintain the client's E&P Chad short- and long-term objectives for Quality Management
  • Assist in generation /review of supplier ITP requirements
  • Perform other tasks as requested in support of Projects and Operations activities and objectives



Experience and/or educational requirements

  • Significant experience in a wide range of Inspection and QA/QC areas associated with Oil & Gas, preferably having extensive experience with a Major Operator in the area of ASME Plant Inspection.
  • A proven level of competency and execution in Non-destructive testing methods, including but not limited to: UT, TOF, Radiography, X-Ray, Hydro-testing, Nitrogen Testing and Acoustic Testing.
  • A proven track record of competency and understanding of the principles and fundamentals of an RBI Process (Risk Based Inspection)
  • A detailed level of experience and knowledge of CCMS (Completions Management System)
  • Strong knowledge in Quality Control and Assurance elements of regulatory codes and standards pertaining to national and international requirements for global projects. (Welding, Testing and Inspection)
  • Associated membership of a Chartered Quality Institute to maintain awareness of latest developments and trends in Quality Management would be beneficial.

Job Overview

Reporting to the HSE Manager, the H&S Advisor role will develop, implement and assess safety programs and H&S analytics. Working within a small team, this individual will provide technical expertise and support on the application of regulatory requirements, approvals and management systems.

Key Responsibilities

  • Conduct gap analysis and audit of health and safety programming; prepare reports and work plans prioritized based on risk to find solutions and efficiencies. Identify risks, trends in root cause and recommend controls

Petroplan is currently working with a Petrochemical facility who require an HSE Manager for their Westlake facility as they head into the Operational phase.

In this position, you will act as the focal point for all site safety matters and report directly to the Head of the Facility. You will be involved with ensuring that all activities are planned, scheduled and executed to achieve the agreed requirements in a safe and efficient manner. Key challenges will include:

Safety Officer - Paris/Site/Offshore
The OSS Safety Engineer (OSS-SE) will be dedicated to the Offshore Substation package from day one. The nature of this job function is Quality Engineering Technology driven which comprises product safety, quality & engineering safety, this as well includes the planning, setting up and reviewing of processes relevant for the manufacturing, shipping, installation and completion of the Offshore Substation in the North Sea so that there will be no plant/machinery concern.
This is realized by applying a process-oriented system which is achieved through inspections, testing, evaluation and quality and engineering safety tools and techniques to identify hazards, defects, or deviations from specifications. The aim is to manufacture and operate trouble-free machinery and plant also in reducing concerns and improving business processes so that all products are fault/hazard-free when delivered to the offshore site.
The incumbent will review drawings and verify those against (country of operation's) legislation and standards and negotiates with the OSS design/engineering department that the design risk assessment's content is to sound engineering safety methodologies for suitability to environment, international and domestic regulations and company expectations.
Once the Offshore Substation is completed and shipped to the the North Sea, the Safety Engineer will assure that all method statements & risk assessments are safety acceptable ensuring trouble-free project cycle from topside landing through to commissioning and handover.
The Safety Engineer appointment will be cross locational, initially primarily at the fabrication site. Secondly, he/she will join the installation vessel and assures to maintain effective relationship with the Substation Manager so that constant walk downs and inspections are conducted to verify set criteria. In case any concerns occur at any stage, those are immediately shared with the OSS team and an improvement campaign must be driven so that those are maintained as reasonably low as possible.
The OSS Safety Engineer will report primarily to the Health & Safety Manager but maintains close links with the Offshore H|S|Q Business Office from which directions and support will be given.
As a whole the incumbent will be responsible in assuring that the OSS is in compliance with the machinery directive and national requirements on achieving and running a safe plant.
KNOWLEDGE & METHODOLOGIES

  • Must be able to understand the logics of database systems
  • Knowledge and capable of developing an understanding for procedural documentation
  • Advanced (mechanical/electrical) knowledge of (engineering) safety methodologies relevant for the works
  • Appropriate communications approach towards directors and on site level staff must be understood to reach the right audience
  • Must have a good understanding or desire for European and harmonized Health & Safety (legislative) requirements
  • ISO 45001 and 9001 knowledge would be beneficial
  • Knowledge of AutoCad would be advantageous

Incumbent will be responsible for the development and implementation of policies, processes and systems that ensure an exemplary health and safety culture as well as a strong focus on the environment globally. The role provides coaching, support and advice to the Wells Management Team on HSE matters. The incumbent shall drive and assist the formulation and implementation of the Well Delivery HSE Management Strategy, plans, procedures, practices and organisation across global Well Delivery Campaigns. The ability to understand and integrate complex and conflicting needs and priorities in support of 24/7 operations, is imperative.   • Assist in Schedules audits and inspections of - rigs, and operational support locations
  • Is part of the audit team carrying out an annual rig inspection.
  • Implements a 3rd Party audit program



Qualifications:

  • Minimum of a 4 year Bachelor's Degree in a relevant technical field and 10 years of experience
  • Relevant HSE qualifications Offshore survival and medical certificates.


Experience:

  • At least 10 years' HSE/OHS experience working at a senior level in a global organization with an international operator (major independent / super major / major drilling contractor) in regulatory compliance, quality assurance, and safety management, or equivalent combination of education and/or relevant military experience.
  • 5years experience in HSE leadership position in Oil and gas industry.
  • Demonstrated experience of leading and developing a team or teams of employees in a matrix organization
  • Demonstrated strong skills and experience in health, safety and environmental management
  • Strong and pro-active communicator
  • Fluent English (written and spoken)
  • Ability to travel as required
  • Proven track record of SHE continuous Improvement
  • Working experience with exploration operations in remote locations onshore and offshore.
  • Working experience in Africa
