QA Specialist
The QA Specialist is to conduct the QA specific activities to make sure that all QA matters related to projects are handled in a smooth and timely manner.
The QA Specialist is responsible for the following tasks:
- As per scope of work, prepare quality procedures for the project
- Control and distribute all the quality documentation
- Monitor all quality related activities on the project
- Perform all internal and external audits on behalf of the Company management
- Verify contractor quality requirements are specified to vendors and contractor documentation submittals.
- Implement the QA/QC management system- QMS in office and at site
- Coordinate with the Client on all quality matters
- Distribute relevant QA/QC documentation to site subcontractors
- Verify that the quality related site activities are in accordance with the applicable codes and standards
- Participate in internal and external audits
- Coordinate all the quality site inspections through the site QC inspectors
- Ensure all quality control documentation is compiled and competed for as-built hand over through the turnover engineer
- Establish, maintain and communicate corporate QA/QC requirements for projects in form of standards, specifications, procedures and guidelines
- Evaluate, audit and approve new Third-Party Certification/Third Party Inspection (TPCs/TPis) Agencies, Non-Destructive Testing (NDT) Service providers, Testing Labs, Contractors/Subcontractor and Vendors/Manufactures.
- Coordinate with quality inspections with all the site sub-contractors and vendors all non-destructive testing on site
- Identify, review and approve QA/QC & engineering critical deliverables for all project phases starting from Project Initiation up to Project Handover as per corporate procedures.
- Guide and review Project Quality Plans, project KPls and Project Organization.
- Review and check the implementation of corporate QA/QC requirements in projects by leading/conducting the required audits as per corporate procedures and project gate approval.
- Review and advice on Technical Deviations, Technical Queries and Non-Conformity Reports advise and lead/guide technical investigations to establish nonconformities root causes.
- Advise and attend projects Risk Assessment, HAZID and HAZOP workshops as required. Advice and guide on failure investigation of existing facilities and the required mitigations for safe operation Control all non-conformance reports and undertake remedial action
- Review the Client's specification and undertake relevant training to the site QC inspector
- Monitor the implementation of the approved site QC Plan
- Complete and coordinate the approval of the sites QC technical submittals to the Client
- Coordinate with the site maintenance manager on all quality issues.
- Coordinate and chair the QA/QC site weekly meetings with the projects subcontractors, QC personnel
- Elaborating inspection procedures and test programs
- Ensure the safety is adhered to at site
- Assure all technical documents relative to site quality control are current status
- Perform other work as assigned

To provide single point of responsibility and accountability at directorate level technical service for VP Director in the areas of Health, Safety and Environment during definition, detailed design and execution stages to ensure Directorate's compliance with the latest Codes, standards, procedures, practices, Corporation and National requirements.
Qualifications
Bachelors Degree in Engineering discipline from an internationally recognized University in addition, NEBOSH or equivalent certification is required.
Minimum of 18 years of experience in HSE Management functions and exposure on HSE for major Oil and Gas and/or infrastructure projects of which at least last 5 years in similar HSE Senior position for projects in reputable Oil and Gas Companies or EPIC Contractors.
Wide exposures in various Safety Studies such as QRA, HAZID, HAZOP, Knowledgeable on Major Accident Hazard Management (MAH) and Environmental Assessments.
Knowledgeable on development and implementation of HSE Targets and objectives, Key performance indicators, statistics and Performance monitoring.
Familiar with OSHA standards and established international Codes and standards.
Experienced in providing safety management and supervision to a team of HSE personnel.
Experienced as Auditor in key and critical HSE Compliance audits, inspection and reviews within Department and Contractors.
Experienced investigation, review and analysis of work related accident/incident including root cause and lessons learned, ensuring implementation and close-out of preventive and corrective actions.

This position is to manage development, evaluation, implementation and maintenance of VP QA/QC requirements applicable for engineering, design and project implementation/execution of O&G Onshore, Offshore and associated Infrastructure projects, in line with VP technical, project and business objectives.


Lead liaison with relevant parties, such as Corporate Quality, Industrial Cities, Regulatory bodies, to rationalise VP QA/QC requirements, resolve conflicts and manage it's implementation in proper governance and compliance with QP Corporate policies, philosophies, standards and applicable national laws and regulations.


Qualifications:
Engineering graduate, preferably in Mechanical/ Metallurgical Engineering from an internationally recognised University

ISO 9001 Lead Auditor qualification are highly preferable

Knowledge of Arabic would be an advantage.

Leads a team of health and safety professionals to provide support regarding safety aspects of Project activities, overseeing identification of emerging risks with regards to safe working practices, ensuring compliance with the relevant safety policies and procedures.

The role will implement campaigns and initiatives to improve personal and process safety to drive Safety Culture and deliver safe, reliable and compliant operations. Key Agency role
  • Supports the Project site safety culture continuous improvement working, in conjunction with the Project Leadership team.
  • Leads a team of health and safety professionals to provide technical advice to the Project workforce concerning safety procedures / programmes, hazard identification and promotional activities to raise safety awareness and understanding. Reviews processes to verify that procedures accurately reflect safe working practices.
  • Co-ordinates and ensures regular site self-verifications are carried out based on the activity and risk of operational activities and leads safety compliance audits, identifying gaps, creating gap closure plans and implementing solutions.
  • Manages the incident investigation process to determine causal and contributory factors and develop recommendations. Assists in co-ordinating the response to issues identified from incident investigation reports with the appropriate leadership.
  • Develops insights from safety metrics analysis, contractor self-verification and other findings to advise on emerging risks and improvement opportunities regarding safety and provides direction to improve safety performance.

Expected resource experience
  • H& S related qualification eg Chartered Safety Professional or IOSH accreditation
  • Experience of leading HSE teams within the major project's environment within an oil or gas environment
  • Advanced technical knowledge and experience in hazard identification, with detailed knowledge of HSE practices and procedures and delivery of safety programmes.
  • Experience - Demonstrable people management and stakeholder management skills / experience.

Petroplan are looking to recruit a Junior HSE Inspector to work on a residential assignment in Abu Dhabi.

Ideally the candidate will already live in Abu Dhabi before applying.

Responsible for establishing, developing, and managing the health, environmental, and safety (HSE) programs. Develops and drives HSE strategy, cultural change and continuous improvement of HSE practices in alignment with regulatory requirements, industry best practices and global standards. Identifies and mitigates HSE risks in support of business performance and reliability goals. Provides regulatory expertise to strategize and maximize company position within safety, health, and environmental economic programs and interact with regulatory officials. Coordinates environmental, health, PSM, security and safety programs with an emphasis placed on identification and communication of regulatory requirements to facility personnel.


HSE Director Responsibilities:

  • Develop HSE strategies and mitigation plans which are consistent with business performance, regulatory requirements and reliability.
  • Assess the safety culture and develops strategies to monitor and continuously improve the overall HSE culture. Drives HSE strategy, continuous improvement initiative and HSE culture that aligns with in HSE practices in the business.
  • Directs, conducts and participates in HSE site assessments by HSE team members to ensure compliance with policies and practices
  • Ensures through audits that HSE programs have been implemented across the business and sites. Works closely with Managers and Site Supervisors to ensure effective implementation and enforcement of policies and procedures
  • Serves a as contact for regulatory agencies. Provides notifications to government agencies as required. Acts as the Company's HSE lead in investigations or compliance issues with outside agencies. Provides expert support to the outside regulatory agencies

  • Designs and implements Supervisor and Employee HSE training programs. Identifies and coordinates environmental and safety training programs for all employees.
  • Manages environmental record keeping and reporting program. Ensures that each site maintains the appropriate HSE records for permitting, compliance and training records.
  • Audits and measures the effectiveness of hazard controls and hazard control programs and communicates result to management.
  • May lead or participate in accident or incident investigations as needed including conducting root cause analysis. Must review all accident or incident investigations. Work with management, HR and other HSE employees to determine corrective actions
  • Oversee Worker's Compensation Management program. Works with HR and supervisors to ensure that employees are fit for duty to return to work
  • Observes and complies with all standard safety code and practices
  • As a member of the Division Senior Leadership team actively contributes to the development and implementation of the broad enterprise strategy, culture and governance processes.
  • Manage, participate in and coordinate the implementation of PSM and monitor and sustain compliance in conjunction with PSM and Operations team.
  • Experience with quality and continuous improvement programs a plus


HSE Director Qualifications:

  • B.S. or M.S. degree in HSE, Engineering, Industrial Safety or related HSE discipline
  • Certified Safety Professional (CSP) certification is highly preferred
  • Minimum 10-15 years of experience with safety and environmental programs in a chemical, refinery, water treatment facility.
  • Must be familiar with Federal, State and local regulations.
  • Strong interpersonal and written communication skills are required.
  • Requires a high degree of professionalism.
  • Requires the ability to work well independently and effectively with others, on a daily basis.
  • Must be detailed oriented and able to handle multiple tasks and prioritize work effectively.
  • Must be able to develop innovative and creative ways to drive the HSE culture throughout the business while maintaining high levels of compliance.
  • Prior experience as the Senior HSE manager involving multiple sites preferred
  • Highly proficient in the development of strategies, objectives and plans to achieve short and long term objectives for the department
