Project Cost Estimator

Our client, a large Oil & Gas organization is looking to add a Technical Cost Estimator to their team for a 1 year independent contract based in Fort McMurray. This position is local, therefore, no Fly in Fly out is provided. The individual would have to be based in or around Fort McMurray.

The Position Itself


Reporting to the Estimating Manager, this Individual will be responsible for cost estimating projects within the Project Resources, which includes new construction and sustaining projects. The scope of work includes being responsible for roll up discipline estimates into the main summary sheets, benchmark with other projects, run CEC benchmarking tool and be proficient in presenting their scope of work.

Key Responsibilities

  • Ensure that the estimates produced adhere to the estimating standards and procedures as outlined by the PC Governance and those established in the organization
  • Challenge project teams for alternatives to improve project performance, reduce project costs
  • Provide mentoring / guidance to other team members and extended teams.
  • Work alongside EPC estimators and extended estimating teams.
  • Support and participate in the development of a cohesive estimating team and support strong relationships with other groups such as the EP Contractor, Construction, contract resources and other stakeholders related to the project
  • Understand all levels of estimates: Pre-Scoping, Scoping, stage 2 and FEED.
  • Must be able to work on estimates for new construction, sustaining projects and for field turnaround type projects.
  • Ensure accurate and timely estimates are delivered on the agreed upon dates.


Key Qualifications

  • 5 - 10 years of experience within the Oil & Gas Industry
  • CEC Benchmarking experience
  • Knowledgeable in Aspen-tech (k-Base) and WinEst estimating programs
  • Must be experienced in both brownfield and greenfield projects
  • knowledgeable in civil, structural, piping, equipment, electrical, I&C and EHT disciplines.

The ideal candidate will have the following:

Bachelor Degree in an Engineering discipline from an internationally recognized University. In addition, NEBOSH or equivalent certification is required.

Membership of a recognized professional engineering or HSE association/institution is required.

Minimum of 12 years' experience in HSE management functions and exposure on construction safety for major Infrastructure

Familiar with HSE and Environmental regulatory regimes, international safety engineering codes and standards.

Experience in development of project HSE related plans, philosophies and specifications. Relevant skills in HSE Studies, Environmental assessments and Project HSE Risk Registers.

Exposure to Accident/Incident investigation, review and learning from HSE incidents.

Experienced as auditor in key and critical HSE audits, inspections and reviews. Develop and maintain consolidated records, lessons learnt, Root Cause Analysis, etc.

Extensive leadership skills to motivate and organise HSE and Contractor HSE Teams to achieve a high performance level.

Proficient in the use of the English language (both written & spoken).

Work experience in the Arabian Gulf Countries.

The ideal candidate will have the following:

Bachelor degree in an Engineering discipline from an internationally recognized University

Membership of a recognised Professional Institution of relevance is preferable.

Minimum twelve (10) years of relevant experience in Infrastructure & Civil or Oil & Gas projects with an EPIC Contractor of which at least last 5 years in similar senior position.

Qualified as Internal/Lead ISO 9000 Auditor. Professional qualifications relevant to quality is desirable. Working knowledge and experience with International codes and standards relevant to quality.

Familiar with development of quality management systems, quality assurance & control relevant to Oil and Gas or Infrastructure and Civil projects during engineering development, procurement, construction & commissioning.

Working knowledge in the manufacturing inspection and certification processes for equipment/ materials in projects and the associated Quality Assurance and Quality Control practices.

Working knowledge in construction, welding & NDE is essential.

Proficient in the English language (both written & spoken).

Leadership skills to motivate and organise Project and Contractors quality & Inspection Teams to achieve a high performance level.

Key Responsibilities

  • Responsible for providing the information required by the Project Team to adequately control each project and ultimately control and forecast the project program.
  • Coordinating project funding and track cost, in close coordination with the extended project team, develop and maintain program schedules and cost reports.
  • Enhance project performance metrics tracking, including cost and scheduling benchmarks.
  • Report on overall spend metrics and develop value earned forecasts.

  • Provide technical guidance to Sr. Engineers / Engineers to ensure schedule adherence and quality of engineering documents related to FEED, basic and detailed design in Civil/ Structural discipline.
  • Identify personal development & training plan for the reporting staff.
  • Awareness of Company's QHSE Policy and Integrated Management System. Be aware of and obey the Company QHSE rules and perform the activities required by relevant procedures on these issues.
  • Monitor the project schedules/Quantities/Changes through timely review and comments
  • Review design of steel and concrete structures to various International & Company codes and standards
  • Review design of structure and equipment foundations to static and dynamic loading
  • Monitor and review - Basis of Design, Material Specifications, Material take offs, Scopes of Work, Technical reports, Inter discipline design coordination and supervision
  • Review and approve design calculations for steel and concrete structures
  • Review and approve seismic design and design for extreme wind loads
  • Approve CAD drawings done using, Microstation, Smartplant 3D, AutoCAD, PDMS, PDS, etc.
  • Liaise with other disciplines to accommodate their requirements
  • Liaise with Designers in the preparation of structural and foundation drawings and details
  • Ensure all deliverables comply with quality as per Client/Project/Code specifications & standards.
  • Give effective presentation to customers, suppliers and internally within the organization with other discipline leads and project management team
  • Prepare and supervise preparation of proposal and contract design calculations using standards and / or new methods as required
  • Review vendor drawings/other discipline drawings for adequacy of Civil design input requirements.
  • Have sound technical knowledge in structural analysis and design, foundation design, civil works and geotechnical engineering with considerable exposure to relevant design codes and standards
  • Attend all the company-organised training courses when invited.

Pay rate: 30,000 AED pcm

Opportunity to join a global Oilfield Service company on a permanent basis. Our client has a need for a Wireline Field Engineer to ensure Logging jobs are being run efficiently and safely in the Permian Basin. The position is remotely located within driving distance of the Midland/Odessa area.
Key responsibilities will include:

  • Ensures logging operations are run efficiently and safely at the client wellsite
  • Work with wellsite crew to arrange logging operations at rig or production site
  • Provide guidance on logging operations through interpretation of logging data, analysis, and/or troubleshooting

In this position, you will be responsible for leading a team of advisors, technicians and safety supervisors who are employed within the Permian asset team to push forward and improve safety programmes within the field. Some of the main responsibilities of this position will be:

  • Providing day to day hands on HSE support and leaderships to all departments within the Permian asset teams
  • Analysing Drilling HSE data to identify trends and make recommendations where you feel performance could be improved
  • Implementing training and coaching at the rig site
  • Being heavily involved in actively reviewing all HSE documentation

The ideal candidate will have experience working within Drilling, Completions, Production and well site construction with a Bachelor's degree in a relevant field. Any experience working in New Mexico/Permian assets is preferential.

Suitable candidates will be a driven, autonomous, self-motivated safety professional who is passionate and hungry to succeed.

Job Duties:

  • Calibrate testing equipment ranging from; micrometers calipers, plug & ring gages, height gages, dial gages, bore gages, mic-trac, FARO Arm, CMM and various other testing equipment.
  • Adhere to calibration procedures and specifications.
  • Prepare and maintain calibration documentation and input to database as required.
  • Work with third party vendors to schedule and maintain calibrations on equipment that cannot be calibrated internally.
  • Generate monthly calibration reports, outlining upcoming calibration dates, number of equipment needing calibration, total calibrated for the month and various other metrics.
  • Basic understanding of measurement uncertainties.
  • Maintain standards and measuring instruments and test procedures utilized by the company.
  • Write calibration procedures as needed for new equipment.
  • Perform other related duties as assigned.


Qualifications:

  • Minimum of 2-4 years of technical experience in metrology, or an equivalent combination of education and practical experience required.
  • Demonstrated knowledge of metrology in accordance with ISO17025:2005, ISO 9001:2008, and ANSI/NCSL Z540-1.
  • Knowledge of measurement parameters and procedures of the National Institute of Standards and Technology (NIST).
  • Knowledge of basic electronics, engineering, and metrology principles, theories and concepts in accordance with standard company procedures and policies.
  • Ability to work with all types of electronic test equipment.
