Site Senior Contract Administrator

Our client, a leading owner/operator Oil & Gas organization is looking to add a Senior Site Contract Administrator their team for a long term 20 month contract. This is a rotational 8/6 position to Fort McMurray (flights & camp provided).

Key Accountabilities

  • Coordinate with Project Management, Construction Management, Legal, Finance, EHS, and Project Controls during contract preparation and project execution
  • Coordinate the development of Scopes of Work, facilitating issuance of clear contracts and Contracts or Change Orders
  • Work with project stakeholders to develop contracting plans, coordinate and communicate with various project stakeholders the timely delivery of their responsibilities required for contract formation
  • Participate on cross-functional sourcing teams taking responsibility for translating business requirements and negotiated outcomes into a contract
  • Assist in the development of supply contracts utilizing approved contract templates, and support contract development and management activities as directed
  • Manage the contract formation cycle
  • Assemble, correlate and maintain contract records for the purpose of administering site contracts and for preparing claims defense cases
  • Communicate potential impacts and contract information to the contracts manager and other members of the team as required
  • Work with contractors to ensure all contractual obligations are adhered to
  • Coordinate and preside over site kick-off meetings with contractors
  • Coordinate and document Progress Meetings for all contracts
  • Attest contractor invoices in compliance with established procedures and certify and approve the invoices and forward to Accounts Payable for input into SAP and the payment to contractor
  • Maintain change management process for contracts ensuring documentation is coordinated with the functional groups
  • Resolve contractor's claims and back charges
  • Negotiate 'extras' with Contractors
  • Adhere to, implement and maintain existing tracking systems for the purpose of monthly draw approvals and quantity surveys and ensure signing authorities are adhered to for commitments
  • Adhere to audit process and conduct audits (as directed) on contractor site manpower and equipment LEM's and invoices
  • Coordinate with Project Management Contractor Performance Assessments prior to Contract Close out
  • Organize and document and audit of final contract performance
  • Prepare data on the organization's performance / supplier performance related to contract terms as directed
  • Report all contract compliance discrepancies, highlighting repeat offences to leaders
  • Responsible for the collection and management of contract/ supplier data in accordance with data management policies and procedures for

Key Qualifications

  • Five - ten years of experience in a contracts administration role with a focus on oil and gas, mining, or utilities
  • Post-secondary education in business or supply chain management
  • Proficiency with Microsoft Office products (especially Excel)
  • Preference for a working knowledge of SAP
  • Understanding of contract management, contract and procurement law

MOC Coordinator - Process Safety

Our client who is a leading Oil and Gas Operator are currently looking for a MOC Coordinator - Process Safety on a long term contract based downtown Calgary.
Key Responsibilities:

  • Coordinate the Engineering modification change process and to monitor the Management of Change (MOC) process from initiation to completion and ensure changes comply with MOC procedures.
  • Ensure that the MOC Process is effective and efficient and delivers the desired results of ensuring the changes are managed properly.
  • Facilitate and participate in various regular MOC status and system health meetings. (i.e. monthly meetings with senior management, bi-weekly execution status review meetings, bi-weekly proposed change review meetings with engineering and operations, etc)
  • Contribute to the Continuous Improvement and Operational Excellence of the MOC process.
  • Participate in corporate audits and assist with clearing non-conformances.
  • Provide training and support with regard to the MOC process.
  • Provide training and support in utilizing spotfire and Live Link to complete MOC related activities.
  • Work closely with Facilities Engineers (Calgary & field), Operations, Project Coordinators, Maintenance Leads, Mechanical, Instrumentation & Electrical Planning, C&SU and construction on MOC process for projects as a result of a change request.
  • Maintain and report MOC and Process Safety key performance indicators.
  • Track safety critical MOC's as a priority and 'time in status' for all MOC's.
  • Assist with management of the Site Revalidation HAZOP study open action list
  • Some travel to site may be required for this role



Required Qualifications

  • 5 years Operations and/or Facility Maintenance experience.

Position Overview

Reporting to Manager of Project Controls, this individual will providing an in-depth and well rounded set of project control services in the areas of planning/scheduling, budgeting, cost control, project management, progress and performance analysis etc.

Key Responsibilities

  • Responsible to develop, maintain and continuously improve all aspects of project planning / scheduling and Cost Control.
  • Develop and maintain Work Breakdown Structure, Work Packages, Control Accounts and the Cost Breakdown Structure for assigned project.
  • Responsible for the producing effective scheduling reports, cost reports, incurred cost flow reports and forecast for the project.
  • Develop, review, and evaluate schedule management involving the critical path method of scheduling techniques, estimating change notices, project incurred / actual costs management, change management process (scope changes, non-scope changes etc.)
  • Onboarding and continuous stewardship of Engineering, procurement and Construction contractors to the organization's project controls requirements for early compliance to the contractual controls obligations and standards.
  • Provide a Project Control view of the development scope of work on projects
  • Provide project progress and performance earned value (EV) verification, compares planned, forecast and actual hours, key quantity installed and trend in the field, cost control and explains variances;
  • Identify future potential cost / schedule forecast through data-analytics and makes a judgment regarding its impacts.
  • Coordinate the preparation, consolidation and analysis of project reports assuming responsibility for its overall accuracy, completeness and timeliness.
  • Collaborate with functional counter-parts like PC Estimating, Regional Development, Construction, Supply Chain, Finance, and Project Governance to achieve project goals.
  • Working with contractors and functional counterparts, works on the month-end reporting w.r.t schedule and cost variance analysis, project performance metrics, and stewardship process per required timelines.


Key Qualifications

  • 12 - 15 years of project controls experience in the Oil & Gas Industry within the field or the home office.
  • Bachelor's degree in engineering or relevant field
  • performance management in a major projects environment a requirement
  • Experience in various phases and stages of the projects will be an advantage
  • Additional experience in cost estimating fundamentals, and risk management an asset
  • Ability to be hands-on in planning /scheduling, Cost Control to support critical project needs and meeting tight deliverable deadlines

Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.

Responsible for establishing, developing, and managing the health, environmental, and safety (HSE) programs. Develops and drives HSE strategy, cultural change and continuous improvement of HSE practices in alignment with regulatory requirements, industry best practices and global standards. Identifies and mitigates HSE risks in support of business performance and reliability goals. Provides regulatory expertise to strategize and maximize company position within safety, health, and environmental economic programs and interact with regulatory officials. Coordinates environmental, health, PSM, security and safety programs with an emphasis placed on identification and communication of regulatory requirements to facility personnel.


HSE Director Responsibilities:

  • Develop HSE strategies and mitigation plans which are consistent with business performance, regulatory requirements and reliability.
  • Assess the safety culture and develops strategies to monitor and continuously improve the overall HSE culture. Drives HSE strategy, continuous improvement initiative and HSE culture that aligns with in HSE practices in the business.

HSE Director Qualifications:

  • Minimum 10-15 years of experience with safety and environmental programs in a chemical, refinery, water treatment facility.
  • Must be familiar with Federal, State and local regulations.

Main responsibilities:

Reporting to the Chad Health, Safety, Security, Environment & General Services Manager, the Ops Health, Safety & Environment Advisor will be responsible for:

  • Provide Health and Safety oversight on both the construction and production activity set at the Field Operations.
  • Provide clear, consistent and quality Health and Safety information, advice, guidance and monitoring services to the Field Management Team.
  • Function as the Health and Safety compliance gatekeeper providing verification that all relevant Health and Safety best practices; policies and procedural expectations are realized, while promoting a culture of continuous risk management.
  • Mentor, monitor and audit the effectiveness of the Permit to Work System on site ensuring appropriate risk assessment and isolation's are in place for Control of Work.
  • Managing Health and Safety matters through the effective use of resources to achieve the project's Health and Safety goals and objectives.
  • Communicate pertinent best practice, lessons learned, safety & environmental alerts.
  • Manage all aspects of the Safety Observation Program.
  • Support contractors to implement toolbox talks, safety meetings, training, competency standards, drills and exercises.
  • Providing guidance, coaching and mentoring to local Health and Safety personnel in the delivery of the project's health and safety expectations and to ensure their development.
  • Assist the HSSE & GS and Field Manager through the robust review and testing of all Emergency & Contingency plans.

Experience and/or educational requirements:

  • A minimum of 10 years health and safety experience in oil and gas production.
  • Formal qualification in health and safety, e.g. University technical degree or NEBOSH IGC (Less formal education may be compensated with documented relevant strong experience.)
  • Experience of operating in a field based processing/production operations environment, with good understanding of process safety hazards and the safety critical controls required to manage process safety hazards.
  • Evidence validating track record of presenting information to managers and staff.
  • Experience of developing, reviewing and implementing health and safety policies and guidance within a complex Organization.
  • Experience with HSE management systems development and evaluation.
  • Proven track record of leading and motivating employees at all levels to achieve health and safety performance.
  • Supervisory experience in production operations in the functional position of a Health and Safety Advisor.
  • Proven Process Safety knowledge and experience.
  • Microsoft Office Suite proficiency level skills, required to create and respond to letters, emails and compile reports.
