Petroplan are looking to recruit a Junior HSE Inspector to work on a residential assignment in Abu Dhabi.

Ideally the candidate will already live in Abu Dhabi before applying.

The position is located at the Sharjah project site.

The duration of the assignment is 33 months, and ideally to start immediately.

Degree preferred or other industry standard professional qualification in Health and Safety with Minimum 8 years' experience in supervising Health and Safety on construction sites.


The HSE Supervisor shall supervise the Contractor's adherence to the agreed HSE requirements and rules for the construction and commissioning phases and shall monitor all Project participants' compliance with the Company's applicable and project country local authority HSE policies and shall prepare the agreed reports related to HSE.

Petroplan are seeking an experienced HSE Specialist to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will initially be based in Houston but require to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019


Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations.
  • Determines prerequisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.
  • Implements and conducts project safety orientation to employees on site
  • Performs daily safety audits


Skills / Experience:

  • Undergraduate degree in related field, to include Construction Management and/or HSE, preferred
  • Minimum 5 years field safety experience
  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.

This role supports the Electrical and Instrumentation side of the mechanical/engine/rig testing team.

The Test Services Technician Role is an integral part of the Test Services team working to support the on-going projects within Product Testing and Engineering.

They are required to complete a variety of tasks ranging from mechanical fabrication, maintenance of established test beds, support the mechanical team with on-going installations and maintenance equipment programs.

The role will support engine and rig testing operations throug build, disassembly, problem solving & diagnostic skills. They will work closely with the Test Services Team to support of a variety of fuels or lubricant technical projects.

Educational background:

  • NVQ L3 in engineering/science or equivalent experience.

Essential Experience:

Responsible for establishing, developing, and managing the health, environmental, and safety (HSE) programs. Develops and drives HSE strategy, cultural change and continuous improvement of HSE practices in alignment with regulatory requirements, industry best practices and global standards. HSE Director Responsibilities:

  • Develop HSE strategies and mitigation plans which are consistent with business performance, regulatory requirements and reliability.

Main responsibilities:

Reporting to the Chad Health, Safety, Security, Environment & General Services Manager, the Ops Health, Safety & Environment Advisor will be responsible for:

  • Provide Health and Safety oversight on both the construction and production activity set at the Field Operations.
  • Provide clear, consistent and quality Health and Safety information, advice, guidance and monitoring services to the Field Management Team.
  • Function as the Health and Safety compliance gatekeeper providing verification that all relevant Health and Safety best practices; policies and procedural expectations are realized, while promoting a culture of continuous risk management.
  • Mentor, monitor and audit the effectiveness of the Permit to Work System on site ensuring appropriate risk assessment and isolation's are in place for Control of Work.
  • Managing Health and Safety matters through the effective use of resources to achieve the project's Health and Safety goals and objectives.
  • Communicate pertinent best practice, lessons learned, safety & environmental alerts.
  • Manage all aspects of the Safety Observation Program.
  • Support contractors to implement toolbox talks, safety meetings, training, competency standards, drills and exercises.

Experience and/or educational requirements:

  • A minimum of 10 years health and safety experience in oil and gas production.
  • Formal qualification in health and safety, e.g. University technical degree or NEBOSH IGC (Less formal education may be compensated with documented relevant strong experience.)
  • Experience of operating in a field based processing/production operations environment, with good understanding of process safety hazards and the safety critical controls required to manage process safety hazards.
  • Evidence validating track record of presenting information to managers and staff.
  • Experience of developing, reviewing and implementing health and safety policies and guidance within a complex Organization.
  • Experience with HSE management systems development and evaluation.
  • Proven track record of leading and motivating employees at all levels to achieve health and safety performance.
  • Supervisory experience in production operations in the functional position of a Health and Safety Advisor.

This direct hire position will oversee the Health, Safety and Environmental record keeping for the company and support the regulatory group with compliance at federal, state & clocal levels, as well dealing with company reporting requirements.

There will be some travel to the field required and prior experience working directly with an oil & gas company is required.

Responsibilities

  • Prepare safety/environmental reports (OSHA & EPA)
  • Maintain company schedules including environmental compliance calendar and Leak Detection & Repair schedule
  • Work with the operations group to ensure company safety & environment goals are met
  • Prepare HSE charts and reports
  • Responsible for greenhouse gas and air quality reporting/permits

Requirements

  • 5 years' HSE experience in the oil & gas industry
  • High level of attention to detail
  • Energetic self-starter who works well in a fast paced environment
  • Bachelor's degree preferred
  • Certified to use FLIR camera

Our client, my client, a large owner/operator Oil & Gas organization is looking to add a HSEQ Advisor to their team for a 1 year independent contract with a high possibility of extension. Based in St. John's, NL regularly, with a few occasional offshore trips.


Reporting directly to the HSEQ Manager, this Individual is responsible to coordinate the Operations Readiness and Assurance activities in the areas of Health, Safety, Environment and Quality Activities and documentation requirements necessary to ensure safe and efficient start up and ongoing operations.


Key Responsibilities:


* Responsible for the creation of key HSE management documentation, including the safety plan and any other safe work practices
* Develop new Platform-specific safety documentation to support the Safety Plan
* Revise existing or other HSE documentation
* Responsible for development of a platform specific hygiene plan in consultation with the corporate hygienist that includes creation of a Qualitative Health Hazard Assessment (QHHA).
* Establish and implement the Permit to Work System with Pre-job planning
* Procure any health and safety monitoring equipment, i.e. gas monitors, medical supplies, loose lifting gear, personal protective equipment etc.
* Implement a process for the management of non-standard operations including control of overrides and risk mitigation for equipment out of service (NOPRAS and SSIM)
* Develop an inspection and audit plan for the platform
* Will be the liaison between HSEQ Operations and the Project group
* Implement a Behavioral Based and Hazard IS System

Key Qualifications:

* Post-Secondary education in Safety Engineering Technology or similar
* Be able to complete the Medical Assessment and required training for offshore trips
* Ability to conduct incident investigation
* 10 years of experience working in a HSEQ role, including direct responsibility for the administration of Health, Safety, and Environment management programs for the offshore or marine industry
* Experience supporting HSEQ in the Production/Drilling industry
* Ability to conduct audits of suppliers and contractors to various management system standards (ISM, ISO 9000 series, ISO 1400 series, etc.)
* Desire and ability to maintain professional competence through continued education and training development
* Ability to work well with others and show leadership when necessary
* Excellent computer skills and proficient with MS Office applications (Word, Excel, and PowerPoint)
* Professional safety designation such as CRSP, CSP, ROH, or ROHT is highly desirable

Petroplan are looking to recruit a UKCS Principal HSE Consultant/Manager to join a London based team on a permanent basis.

Candidates should be enthusiastic, self-motivated and keen to be part of the development of a dynamic and growing business.

As a minimum, candidates must hold a Bachelors (essential) and Masters degree (desirable) in a science related discipline, and have a minimum of 5-6 years relevant HSE consultancy experience in the offshore oil and gas sector.

Ideally candidates who have technical knowledge / experience of one of more of the following is great:

  • HSE Management Systems
  • UKCS permitting and consents management, including knowledge of the UK Oil Portal and BEIS Portal Environmental Tracking System
  • HSE Auditing
  • Offshore experience is desirable, but not essential.

The successful candidate should be able to demonstrate:

  • Experience of implementing and maintaining HSE management systems in the oil and gas industry and management of the ISO 14001 certification process
  • Knowledge of UKCS oil and gas regularly framework, industry standards and good international industry practice
  • Ability to work independently with minimum supervision, but also as part of a team
  • Excellent written and verbal communication, organisational, analytical and time management skills
  • Strong attention to detail at all times
  • Enthusiasm for mentoring and building knowledge and skills
