Construction Analyst

Petroplan is in search for a Construction Analyst in Markham, ON.

This is a 1 year contract.

Responsibilities:

* Overall responsibility for the analysis, design, technical specifications and picklines for all new sales and district stations, replacement district stations, subdivisions, main extensions, multi-family dwelling, reinforcements, relocations, replacements and headers.

* Responsible for design and costing for both upstream and downstream piping on district stations.

* Overall responsibility to analyze, plan and design parameters for the Measurement & Regulation Department for all pressure gas sales stations

* The Analyst must also ensure projects are prioritized in a cost-effective manner. Negotiate with municipalities and external agencies to minimize conflicts and maximize cost sharing opportunities where potential main relocations are identified.

* Project management responsibilities include completion of pickline, cost estimation and tracking for budget accuracy. Ensure timely communication of accurate pressure and flow parameters for design, costing and station selection.

* The Analyst is responsible to attend Public Utility Coordinating Committee meetings in order to negotiate with utility and municipal managers and staff to settle conflicts, co-ordinate joint projects, minimized overall costs while maximizing cost sharing and maintain a mutually efficient environment to operate within the municipality.

* Overall responsibility for the development of the program for prioritizing and justifying replacement of distribution plant, to ensure integrity of the system.

* Responsible to develop and cost estimate a group of replacement projects to meet an overall targeted budget amount.

* Overall responsibility for performing an On-Call coordinating role, supporting field forces, for system occurring anywhere across the entire EGI System. Emergency response is covered on a 24 hour, 7-day rotating schedule.

* The Analyst is required to serve as a key contact for field staff and is accountable to provide accurate planning record information, network analysis, affected customer data, system isolation information and other distribution planning information during system emergencies.

* Design and co-ordinate pressure elevations.

* Conduct compression coupling searches and contingency plans as required ensuring construction crews are not working in potentially dangerous situations

Qualifications


* Project management certificate/experience and thorough understanding of Distribution Operations procedures and policies.

* Excellent organizational, analytical, communication and negotiation skills

* Demonstrate effective working relationships with peers and internal/external customers

* 4-6 years' experience in an operations and/or engineering environment

* Thorough knowledge of various computer software programs including spreadsheet and word processor

* Thorough knowledge of Planning, Design & Records, Operation & Maintenance, and Construction policies and procedures

* Working Knowledge with Maximo, e-GIS, planning and records is an asset

* Job shadow, cross training or work experience from any of the following departments: Construction, M&R, Corrosion, Leak Survey

* In depth business, industrial and company knowledge is required to perform design analysis function effectively, recognizing impacts on capital dollars and understanding Codes, Standards and regulations is required.

* Certified Engineering Technician/Technologist or equivalent, or Project management certificate/experience is an asset

* Successful completion of Pipeline inspection school/additional on the job training is an asset

Job Description:

  • Ensure compliance with Major Projects common process & Planning & Scheduling procedure
  • Support Project Schedule Probabilistic Analysis as required working closely with the Lead Planner & Cost Estimating Team
  • Produce & maintain Project Schedule Basis Documents including all relevant benchmarking information
  • Produce Planning procedure including Progress Measurement procedure specific to the Project
  • Develop Project work breakdown structure (WBS)
  • Co-ordinate Project Planning meetings
  • Develop and maintain Project Master Control Schedule (MCS) working closely with the delivery area SPA's to develop the MCS including all key Milestones & Interfaces ensuring robust float & allowance management with focus on forecasting accuracy

Sr. Budget Controller

Supervise Budget Control section providing budget control services including but not limited to CAPEX/OPEX Budgets & AFEs, Invoice Processing and Asset Capitalization

  • Develop and implement effective cost budget control strategies to ensure compliance with Departmental Procedures and Work Instructions
  • Act as Budget Focal Point & address / resolve all queries of Finance Department including external auditors.
  • Ensure smooth interface with engineering departments in preparation, endorsement, approval and administration of CAPEX, OPEX Budgets & AFEs.
  • Review the Annual Budget, Budget Revisions/Supplementary Budget and ensure appropriate justification.
  • Challenge budget to ensure it adequate and mapped with Project Execution Program.
  • Analyze cost budget data and perform "WHAT-IF" Expenditure trend to identify potential under/overruns and provide "Early Warning" to line supervisor of variances beyond acceptable parameters with best solution for mitigation.
  • Provide expert, professional and timely solutions to Projects on all matters related to budgets, AFE administration and invoice processing.
  • Ensure all activities are completed within agreed KPIs.
  • Ensure that all the financial & technical requirements are met for closeout of completed Projects, including completeness of Statement of Final Account and timely Asset Capitalization.
  • Lead continuous improvement team to identify areas of opportunity that can result in cost/time savings, complexity reduction and propose solutions to realize these benefits.
  • Actively participate in coaching / development of Qatari Nationals.


Qualifications and skills

  • A university/college degree in financial accounting and/or CPA,CMA,ACCA.
  • At least 12 years relevant experience in project cost budget control. Experience in Oil & Gas industry is preferable.
  • Effective analytical and problem-solving skills. Ability to adapt to changing priorities and manages multiple tasks simultaneously.
  • Performs routine duties independently and refers to Line Supervisors on non-routine work.
  • Substantial working knowledge in SAP essential.

  • Prepare and submit updated work program and cash flow curve showing actual progress and identify areas of weakness and establishes means and methods for recovery, if any, as well as new critical activities
  • Prepare monthly report reflecting work progress (planned Vs actual) summary, MAS & shop drawing schedules, resources etc, KPIs and Bench marks achievements.

This is a rotational, site based role.

This is a 1 year contract.

This role is in the Integrity & Asset Management department. The goal of the Integrity department is to ensure the safe and reliable operation of all the company's gas-carrying assets. The role resides in the Integrity Assessments team which focuses on risk modelling and assessment, Integrity data governance, and software administration for all integrity sub-programs

The focus of this position is to expand the current scope of risk assessment models, make improvements to existing models, and manage & oversee integrity data collection to support new models. Strong analytical and problem solving skills, and self learning of industry modelling techniques, basic understanding of statistics, and understanding of SQL and VB Script coding languages is required.

Qualifications:

Required:
- Professional Engineer (P. Eng) Designation with 4 years engineering experience
- Strong independent problem solver
- Understanding of the gas utility industry
- Strong communication skills to relay technical information clearly and concisely

Preferred:
- Quantitative risk modeling in piping industry

- Previous experience in the gas utility industry or integrity risk & reliability assessments is preferred.
- Experience with SQL, VB Script, and VBA coding languages
- Advanced mathematical and statistical techniques
- Knowledge of ECDA
- Knowledge of QRA techniques
- Experience with creating PowerBI interactive dashboards
- Knowledge of pipeline materials and metallurgy
- Experience with TSSA/NEB Regulations and CSA Z662 standard
