Contracts Manager

Petroplan are seeking an experienced Contracts Manager with prior working knowledge of managing a large scale EPC contracts for major Projects within the US.


Job Overview
The Contracts Manager will be responsible for managing both the EPC and various sub-contractors for the Owner/Client on a major petro-chem Project in the Gulf Coast region. Will be responsible for assisting with the PMT (Project Management Team) in all aspects of contracts administration.


Responsibilities

  • Managing day-to-day contractual needs for the EPC and various subcontractors
  • Advise the PMT on all contract matters
  • Review and ensure accuracy for all invoices submitted for approval
  • Draft, evaluate, negotiate and execute contracts
  • Deveop RFP's and oversee process
  • Maintain supplier relationships and act as SME (Subject Matter Expert) for all contractual matters
  • Complete contract close-out, extension or renewal as appropriate


Experience / Qualifications

  • Bachelors Degree - Preferably in Supply Chain / Engineering / Construction / Business
  • Minimum of 10 x yrs experience required within Oil & Gas / Petro-Chem field
  • Minimum of 5 x yrs experience working as a Contracts Manager
  • Preference to candidates with an Owner/Operator background
  • Excellent negotiation skills along with communication, problem solving and decision making abilities
  • Ideal candidate will have professional certification such as; CPM - CPSM - PMP - etc.

Our client, a large oil & gas organization is looking to add a Marine Contracts Advisor for a 1 year independent contract based in St John's NL.
The Contracts Advisor develops and executes innovative, strategic sourcing strategies and contracts in support of Marine activity. In collaboration with business unit stakeholders, ensure contracts clearly define supplier expectations, deliverables, and any other requirements as deemed necessary to meet the business standards. This role executes the strategic sourcing process. Steps include:

* Category Segmentation,
* Demand Planning and Forecasting,
* Market Analysis,
* Sourcing Strategy Options Selection,
* Tendering and Market Test,
* Negotiations and Contract Award
* Supplier Performance Management,
* Application of Best Practices and Lessons Learned

Responsibilities:
* Develop category strategies by leading cross functional teams through the strategic sourcing process.
* Ensure that all contracts are awarded contracts are effectively managed in accordance with the organization's practices and project requirements
* Ensure that project benefits are adherred to in all sourcing activity including post award contract management
* Ensure sourcing processes are followed from conception to close-out, in accordance with the organization's Supply Chain Management policy.
* Manage the evaluation of all bids against pre-defined criteria, including management of cross-functional stakeholder groups. Ensure award recommendations are prepared and approved as per internal requirements, including joint venture, partner and regulatory approvals.

Must haves:
* 10 years of experience within category management, strategic sourcing or supply chain
* 10 years of experience in offshore oil and gas
* Undergraduate Degree in a Technical or Business discipline

Nice to haves:
* Professional Supply Chain certification (SCMP, CSCP, CPM, CPSM)
* 5 years of experience within marine industry

Topside Planner

Petroplan is actively recruiting for well-known Oil & Gas company looking to add an experienced Topside Planner professional. Prospective candidates must have prior experience working on major topside projects. This position will be located in Houston, TX and is a 1 year contract on a day rate with possibility of extension. The standard working hours are 40 hours per week Monday to Friday.
Responsibilities:

  • Review and monitor contractors Engineering and Topsides Fabrication Schedule(s) and progress
  • Prepare and maintain Engineering and Fabrication cash flow, charts and histograms
  • Set up alerts for all important contractual, milestone and interface dates
  • Produce Topsides project progress report and key performance indicators
  • Prepare monthly labour histograms
  • Coordinate, collect and analyze data and information required for all Topsides Fabrication and planning activity
  • Support periodic Risk review sessions
  • Support the integrated project Work Breakdown structure (Norsok Z-014)
  • Conduct Project Schedule Review meetings
  • Provide schedule analysis to monthly internal reports
  • Develop contract Close out and benchmarking
  • Strong knowledge of, and the interrelationship of a good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up
  • Capable of managing impact of change & trends and resulting re-schedules / re-baselines
  • Working knowledge of Earned Value Measurement in engineering, procurement & construction


Requirements:

  • Professional Engineer, Certified Engineering Technologist/Technician, Professional Technologist
  • 15 years of Planning Experience
  • Association with PMI or AACEI
  • 10 years of Heavy Industrial ,Oil and Gas Developments Projects or large scale Fabrication Projects
  • Strong experience with planning / scheduling systems and tools Primavera P76, Cost Measurement tools, Progress and Performance Measurement tools (including Time Management systems)
  • Strong communication and interpersonal skills.
  • Demonstrated proficiency in spreadsheet development (Excel/Access)
  • Working knowledge of schedule risk analysis process and tools - quantitative
  • Possess extensive experience in progress measurements and progress reporting for engineering, procurement and construction

Topsides Cost Control

Petroplan is actively recruiting for well-known Oil & Gas company looking to add an experienced Topside Cost Control professional. Prospective candidates must have prior experience working on major topside projects. This position will be located in Houston, TX and is a 1 year contract on a day rate with possibility of extension. Responsibilities:

  • Monitor and report on costs at various levels within the Topsides sub-area including by CTR, Engineering Work Package, Construction Work Package, and Contract.
  • Interface with Vendors and Scope Manager to ensure processes are followed for effective cost control.
  • Manage the Topsides Cost Control Dashboard; Aid in the development of a Cost Control System.
  • Develop Monthly Cost Reports for Senior Management that include Cost /Commitment/Cash status against Control Budget along with associate Forecast Curves.
  • Manage the various Cost Control Registers including Contingency, Purchase Order, CTR, etc.
  • Support the Change Management Process and drive other processes such as Service Tickets for effective Cost Stewardship.
  • Steward project costs and commitments within a set CCOA structure that supports Program Level Reporting.



Requirements:

  • Professional Engineer or Certified Engineering Technologist or Professional Technologist
  • 15 years of topsides Cost Control experience
  • 5 years of experience in Major Projects
  • Knowledge in cost control monitoring, cost budgeting and cost forecasting
  • Association with AACEI, PMI or the CIQS preferred
  • Practical applied experience in cost engineering
  • High level understanding of cost forecasting against Norsok Z-014
  • Candidate must possess extensive expertise in MS Excel
  • Site related Cost Control experience an asset

Job role

  • The Global Stores Manager is responsible globally to manage the Stores department. The Global Stores Manager is also responsible operationally for one of the three regions.
  • Assigned at Global level and working under the direction of the Corporate Procurement Director.
  • In charge to supervise Regions, developing Standards, propose Budgets, manage and improve processes.

Role Responsibilities

  • Propose on a yearly basis for Management review and approval a strategic roadmap with Stores main objectives, initiatives, optimization and action plan.
  • Ensure proper Stores Management organization in place by regular visits and audits at sites.
  • Propose and lead the changes at Global level to achieve the necessary improvements within the Company for any matters related to Stores.
  • Maintains and improve receiving, warehousing, and distribution operations by initiating, coordinating, and enforcing program, policies and procedures.
  • Adhere to all warehousing, handling and shipping legislation requirements
  • Safeguards warehouse operations and contents by establishing and monitoring security procedures and protocols.
  • Maintains physical condition of warehouse by planning and implementing new Sites and propose some improvement to the design layouts

Experience

  • Expertise in warehouse management procedures and best practices
  • Overall 10 years' experience in work related field including 5 years' as Stores/Warehouse Manager at Department level.
  • Previous experience in Construction projects.
  • BS degree in logistics, supply chain management or business administration
