Snr Contracts Advisor

Our client, an emerging Operator within the Oil & Gas Industry, has a requirement for an experienced Senior Contracts Advisor with a focus on Downstream / LNG Projects.
The role will be initially based in Houston, TX however may require visits to Project Sites both domestically and internationally.

Job Overview
This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Snr Project Contracts Advisor is primarily responsible for assisting the Sr. Project Manager for Contracts and Project Controls in contracting for, and administering an Engineering Design and Services Agreement, and negotiating an EPC Agreement. The Snr Project Contract Advisor initiates, tracks and monitors the RFP process and contract development process, contract changes, deliverables, correspondence and risks, and maintains associated documentation.

Roles/Responsibilities

  • Understand and aid in the project teams' understanding of all contract requirements and coordinate with the project team to ensure compliance with all contracts throughout the life of the project. Responsible for informing the project team of the requirements of the contract and monitoring compliance. Works with the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly and manages the OBE process to convert from a cost reimbursable phase to a Lump Sum phase.
  • Responds to complex inquiries regarding contract obligations and revisions and prepares change order and amendment documents in conjunction with legal and the contracts manager. Aids the Sr. Project Manager, Contracts and Procurement in managing the ongoing life cycle of the agreement including any potential amendments to product/service price and/or terms and conditions, contract performance against commitments, and compliance to agreed terms.
  • Aids in negotiating contract terms, pricing and payment schedules, ensuring that the agreements with vendors/suppliers are commercially advantageous. Prepares negotiation plan and prepares back up documentation prior to negotiations.
  • Prepares reviews, drafts white papers and creates tools for analyzing and tracking of Contractor OBE process and claims.
  • Prepares and initiates letters and responses to the EPC contractor regarding various aspects of the project and contract. Prepares notices and facilitates quick responses to EPC contractor's inquiries.
  • Liaise between the risk and tax departments and contractors to develop and administer insurance and tax programs required for specific projects, regions, or financing needs.
  • Develops and integrates contract management tools, templates, methods and processes. Using tools and templates, prepares and disseminates information regarding contract status, compliance, modifications, etc. Works with Project Analyst to develop and maintain the contract database and manage the contract document repository in SharePoint.
  • Actively involved in regional and global contract management initiatives and aware of impacts to the project, including any weather threats to the region or job site, or governmental tariff risk and ensures proper documentation and management of the initiatives or events.


Experience / Education

  • Recognized Bachelors Degree - Preferably in Business or English
  • Minimum of 10 x years experience within the energy / oil & gas industry
  • LNG and Commercial Legal experience a plus.
  • Possess comprehensive knowledge of general corporate business practices, government and commercial contracting regulations and principles, subcontracting practices, and accounting and finance principles
  • Clear understanding of contracting strategies, including Convertible Contracts (i.e. OBE to LSTK Agreements)
  • Experience in Open Book Process is a plus
  • Strong contracts negotiation skills
  • Able to resolve contracts and pricing issues
  • Detail oriented and adheres to deadlines
  • Able to demonstrate excellent analytical and mathematical skills
  • Certification a plus (i.e., CFCM, CCCM, CPCM, CPM)
  • National Contract Management Association (NCMA) membership or International Association for Contract and Commercial Management (IACCM) preferred

  • Play a leadership role on cross-functional category teams focused on integrated value creation.

  • Deliver 'economic' category-level, enterprise-first focused solutions through deep understanding of both asset/project-level economics and category-level cost targets.
  • Develop appropriate risk mitigation strategies to address security of supply risks during both falling & rising markets.

  • Maximize supplier performance through robust performance scorecards, KPIs, and supplier relationship management programs to develop sustainable competitive advantages.

Skills and Experience

  • Bachelor's Degree from an accredited university in Supply Chain Management, Business Administration, Accounting, or Engineering (or similar experience).
  • 3-5 Years of category management / procurement experience required, with a minimum of 2 years drilling and completions experience preferred
  • Thorough understanding of how rigs (completions) fit within the upstream value chain
  • Ability to visualize industry trends and direction as a basis for formalizing category strategies.
  • Demonstrated delivery through dynamic industry cycles
  • Proven track record of category management/procurement delivery for a major contractor or operator.
  • Gravitas and maturity to stand ground and maintain objectiveness on critical issues.
  • Strong analytical skills, familiarity with should cost models, and ability to conceptualize and develop strategies which address business-related concepts.
  • Ability to operate effectively in an environment with a level of ambiguity and changing priorities.

Duties / Responsibilities:

  • Provide strategic leadership in all areas of Procurement to the project team, delivering the procurement of Services, Materials and Equipment in an effective and timely manner.
  • To actively plan and co-ordinate sourcing strategies with the project team and align contracts and negotiations to ensure procurement requirements are met.
  • Responsible for supporting any disputes, negotiations or commercial discussions supporting the project team.

Skills / Experience:

  • Preference for 10 years' experience in major capital development and execution projects, with specialist skills in Procurement

Petroplan is hiring for a Staff Accountant for a Major Oil and Gas Company in Houston, TX
The Staff Accountant is primarily responsible for performing a full spectrum of financial, regulatory, reporting and accounting assignments including preparation of complex financial reports and related financial analysis in the area of fixed assets and other assigned areas of accounting.
Responsibilities:

  • Accountable for recording cost of newly acquired fixed assets, tracking existing fixed assets, recording depreciation and amortization, and accounting for disposition of fixed assets.
  • Track all costs that are capitalized to determine when assets or projects are completed and when assets are ready to be placed into service.
  • Prepares reports related to fixed assets and assets under construction both for external and internal reporting purposes, e.g. fixed asset roll-forward.
  • Analyzes information and options by developing spreadsheet reports and verifying information.
  • Prepares general ledger entries by maintaining records and files.
  • Works with specified budget owners on actual costs vs budget and verifies accruals needed in the month.
  • Reconcile balance sheet accounts including the tying out of GL asset account balances to the fixed asset sub-ledger.
  • Develops and implements accounting procedures by analyzing current procedures and recommending changes where needed.
  • Answers accounting and financial questions by researching and interpreting data.
  • Review of external financial statements for accuracy and tie out.
  • Protects organization's value by keeping information confidential.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Accomplishes accounting and organization mission by completing related tasks as needed.
  • Contribute to technical accounting research in the area of fixed assets for both USGAAP and IFRS.


Performs other duties as needed.

Qualifications:
Education:

  • Requires a bachelor's degree preferably in accounting, finance, economics, or related business administration field.
  • CPA, CMA, MBA and/or other professional certificates/advanced degrees are preferred but not required.


Experience:

  • A minimum of three years of related public or private accounting experience. Requires public and/or professional accounting experience preferably in the area of fixed assets. Both USGAAP and IFRS experience desired but not required. Experience with internal control documentation and control self-assessments preferred.


Skills/ Knowledge/ Abilities:

  • Excellent accounting and financial skills.
  • Ability to communicate effectively at all levels of the organization including Executives.
  • Working knowledge of other Microsoft products such as Exchange, PowerPoint, etc. also a plus, (SAP and BPC experience preferred).
  • Proficient in analyzing large amounts of data in a quick and efficient manner.
  • Ability to estimate and form conclusions and depict future courses of action based on the available financial details.
  • Excellent communication skills and can communicate well with all departments in order to ensure that the accounts are accurate.
  • Able to work with high accuracy and has the ability to work with high precision.
  • Able to meet deadlines and may have to put in extra hours and work under stress.
  • Able to demonstrate ability to think outside of current processes and suggest improvement and change.
  • Shows interest and ability to define ones own role and contribute to the overall group outside of assigned duties.
  • Have a passion for the accounting profession with long term goals to succeed and progress up through management.


Preferred/Required Experience:

  • SAP Experience (strongly preferred but not required)
  • 3-5 years' experience (More than this may be of concern, depending on how much more)
  • CPA or eligible to sit for CPA Exam
  • Highly motivated and self-starter
  • Fixed Asset Accounting experience required and Reporting experience strongly preferred
  • General Accounting experience
  • Good communication skills

Our client, a mid sized Operator within the Oil & Gas Industry, has a requirement for an experienced Engineering Manager with a focus on Petro-Chem / LNG Projects.
The role will be initially based near Houston, TX.

Job Overview

The Electrical Engineer will be an integral part of the Maintenance and Reliability Team and required to perform maintenance and troubleshooting activities on the operational facility.
The Electrical Engineer will work under the direction of the Maintenance Manager to ensure the safe and reliable operations of the equipment in the terminal. The complexity of the electrical power systems in both the LQF and PTF plants requires the availability of high level technical expertise on short notice to understand unfolding events, explain them to Operations and to maintenance personnel; and to supervise repairs and restarting problematic electrical equipment.

Roles/Responsibilities

  • Responsible for all static electrical equipment reliability - high voltage experience is a plus
  • Learn operations of all facility processes and equipment
  • Assist facility personnel with operational and maintenance problems
  • Perform advanced equipment troubleshooting
  • Evaluates electrical and electromechanical systems and products by designing and conducting research programs and can apply principles of electrical engineering
  • Confirms system and product capabilities by designing feasibility and testing methods and testing properties
  • Develops electrical and electromechanical products by studying customer requirements
  • Researches and tests manufacturing and assembly methods and materials
  • Confirms fabrication, assembly, and installation processes
  • Prepares reports by collecting, analyzing, and summarizing information and trends
  • Provides engineering information by answering questions and requests
  • Maintains product and company reputation by complying with government regulations
  • Keeps equipment operational by coordinating maintenance and repair services
  • Completes projects by training and guiding technicians
  • Insure all regulatory requirements are met, regarding maintenance activities for electrical equipment
  • Good analytical problem solving skills, including root cause analysis
  • Assist in creating, updating, and maintaining Maintenance Procedures for electrical equipment


Experience / Education

  • BS in Electrical Engineering
  • 10 years experience in plant reliability engineering
  • 5-7 years experience in planned and unplanned maintenance scheduling
  • Knowledge and experience working with electrical harmonics, harmonic filters, and non-linear loads, High Voltage and Medium Voltage electrical power systems
  • Knowledge and experience in the application and programming of protective relays, with focus on Schweitzer Engineering Laboratories equipment, illumination, methods, luminary types, & calculations, grounding, ground potential rise, & static bonding and the National Electrical Code
  • Familiarity with NFPA 70E, Safety in Design, and Safety in the field
  • Control Engineering with production planning, and job knowledge
  • Ability to develop and lead the MOC process
  • Strong general consulting and planning skills
  • Experience in reading and understanding P&ID & PFD drawings and Instrument & Electrical drawings
  • Understanding of Vendor/Equipment supplied data sheets
