Requirements:
  • Bachelor of Science Degree in Cost or Construction Engineering, Business Degree or equivalent
  • Minimum of 5 years experience within the chemical, refining or other industrial manufacturing industries
  • Previous Capital Project experience from working in a chemical plant, a refinery, oil and gas production, construction of major facilities, power generation or public infrastructure is a plus

Requirements:

Sr Contract Engineer

Primary Responsibilities

  • Provides daily contract administration support for a major offshore EPCIC contract.
  • Administers the contract, responsible for overseeing all contractual correspondence, and claims processing.
  • Maintains a continuing review of the work progress and provides management with information regarding financial, legal or technical difficulties.
  • Responsible for cost analysis and control.
  • Interface with internal and external customers to address contractual issues.
  • Prepares Variation Orders and amendments for Company approval.
  • Gather Contractual Data and prepare reports for internal business needs, as necessary.
  • Also, supports the Group Contracts Manager with the following, as necessary:
  • Handles low to medium value/risk contracts
  • Drafts appropriate contractual and commercial terms & conditions to best serve and protect Company's interests
  • Prepares and administers tender packages, reviews and evaluates bids
  • Provides general assistance & advice on contractual matters as required to support Company's operations.
  • Document Management, to ensure all contract documentation is filed appropriately.

Financial Responsibility:

  • Academic qualifications to first degree level, or higher in Quantity Surveying, Engineering, Business, or Law (with solid engineering/construction background) related subject.
  • Additional certifications, i.e. CIPS, IACCM will also be considered

Skills:

  • Oil and Gas industry professional
  • At least 10 years of experience in Contract Management/Administration ideally on large projects and major Offshore EPC contracts
  • Breadth of experience across all aspects of the supply chain contracts, including Drilling and Well Services contracts.
  • Complete understanding of legal and commercial issues
  • Ability to handle a number of tasks simultaneously
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Excellent interpersonal skills and ability to work effectively with Contract, Legal, Procurement, business users and vendor representatives
  • Computer literate and fully conversant with the Microsoft suite of applications
  • Excellent command of written and oral English

Job Scope:
Will be responsible for the implementation of project procurement processes within assigned projects, for interface management within client's project- and line organisation and the contracted engineering partner with respect to all commercial issues and for the award of contracts related to the assigned project in accordance with the clients Project Procurement Guidelines.
Will take over responsibility for category group assigned to him as member of category management team within the Procurement organisation. Manages the disciplinary affairs of his team and is responsible for his cost center.

Main Accountabilities:
Planning and forecasting duties:

  • The responsible set up of Project Supply Plans and planning of the project procurement schedule for the projects assigned. Forecasting of resources to be allocated according the project progress by using the tools and methods as defined in CPP working instructions.


Industry knowledge:
Deep understanding of project management principles and of market mechanisms for:

  • Application of the procurement directives at the according engineering office
  • Contract and contractor strategies for projects based on PSP (Project Supply Plan)
  • Contract tactics
  • Specification of the list of suppliers and the project implementation plan in cooperation with head of CPP and the nominated project leader based on the clients Project Supplier list /alignment with CM


Job requirements:

  • Several years of verifiable successful activity in the procurement of materials and services that are similar with regard to the content or the organization of the suppliers;
  • Relevant experience: 10 years
  • Experience in collaboration to projects and project management;
  • Experience in the application of project management tools and methods
  • Knowledge of all relevant possibilities of IT application.
  • Availability for business travel within the group and to the according supply markets;

Job Role

  • Assigned on large Project, the Project Procurement Manager is responsible of all the Procurement and Subcontract activities for the Project in terms of costs, time and Quality.

  • Procurement Manager will manage a dedicated Project Procurement Team and ensure closer coordination among the Team members and good interface with the other Project disciplines
  • The Procurement Manager will also strive to achieve Procedural integrity on his project.

Responsibilities

  • Development of a Procurement strategies for preparation and presentation to the Project Director and Corporate Procurement Management.
  • Establish in agreement with the Project Director the Procurement Execution Plan, Logistic Plan detailing Project organization and activities for the Procurement items, works or services
  • Implement and drive the procurement strategies in order to meet cost savings targets.
  • Direct involvement in the strategy definition and management of main Subcontracts.
  • Establish and manage the Project Procurement Plan and Procurement Tracking Schedule including organization of interface with other disciplines to plan and monitor all coming activities as well as schedule update
  • Organize and execute Procurement activities for materials, services, Sub-contracts in order to provide effective and efficient services to meet the Project and Client needs.
  • Manage the sourcing and preparation of the Project Vendor List considering the Client's or any local content requirements as well as the Company strategy.
  • Concluding the Vendor's selection based on technical, commercial and risk assessment criteria in coordination with the Project Director and in accordance with Contractor's Procurement policies and Main Contract requirements
  • Ensure the key stake holders (Corporate Procurement, Category Leads, Technical expert) have been involved in the procurement process when required.
  • Ensure a close, continuous and efficient interface with Engineering, Project Control, Construction, Quality and Stores dept.

Experience

  • Previous experience in large Marine civil construction project.
  • Previous experience with Projects in Middle East or/and North Africa.
  • Overall 10 years' experience in work related field including 5 years' as Procurement Manager on large Projects.
