The Job

  • Owning the development and implementation of a comprehensive regional category management strategy and the development of commercial agreements to minimize total cost of ownership and maximize value that will drive competitive advantage and meet the organization's governance requirements;
  • Executing those category plans. This will include leading key or complex sourcing projects and ongoing management of contracts and supplier relationships;
  • Consolidating internal regional data collection of current internal customers' supply and consumption trends that will be the basis for category strategy development and related sourcing programs;
  • Contribute to a rigorous fact base on external dynamics that will be basis of the category strategy and sourcing program, specifically through market analysis. Systematizing the analytical process through developing and maintaining customized supplier databases and risk management tools;
  • Responsible for building the negotiations plans for approval and be able to support and lead during negotiations;
  • Managing contracts and support the Business Units end user service delivery team to managers in their contract management accountabilities as defined by the Segmentation model;
  • Ensuring all projects are delivered using SAP Ariba and to ensure they meet the requirements outlined in the Procurement and Group Policies, Standards and Guidelines;
  • Undertaking value tracking and preparing monthly, quarterly and ad hoc reports to customers. Collating and preparing market analysis specific to commercial negotiations;
  • Being open and transparent in their relationships and able to develop a high level of trust and work in a matrix environment.


The Individual

  • Bachelor Degree in Business or Engineering
  • Minimum of 5 - 8 years of procurement & supply chain experience
  • Previous experience with multi-national companies in Oil & Gas, Petrochemicals, Mining, Manufacturing, Utilities, Automotive or Aerospace industries etc.
  • Previous experience with SAP
  • Strong commercial acumen with proven category and contract management capabilities
  • Strong project management, problem solving and customer relationship management skills
  • Ability to achieve outcomes through influencing and collaboration with others
  • Ability to communicate succinctly verbally and in written form with both internal and external stakeholders
  • Prior experience in data analysis, reporting and systems design
  • Bilingual (English/French) is a must

* Work closely with legal and supply chain in finalizing sub-contract s/POs for execution

Job Summary and Scope of Responsibilities

Review of scope of work, developing suitable pricing structure, preparing tender documents with suitable conditions and ensure that company policies and procedures are followed. Formulate suitable tendering strategy depending upon the scope, value, type and time schedule. Select the most appropriate bidders list. Obtain approval for the strategy. Lead role in conducting site visits, pre-tender meetings and coordinate with user, finance and legal in providing clarifications. Co-ordinate technical evaluation, conduct commercial evaluation, and obtain Bid Committee approval for award. Prepare Letter of Intents, Contracts and Change Orders.


Primary Duties and Responsibilities

  • Preparation of tenders and contracts for design, consultancy, FEED, Projects, and EPC with total involvement from conceptual design till contract close-out. Work as a team member in project contracts team and contribute to the planning, implementation and close out.
  • Take lead role in arranging and conducting site visits and pre-tender meetings. Issue clarifications and amendments to tenders. Overall review of the technical bids on opening and follow-up with tenderers for any missing details and for technical/commercial clarifications.
  • Actively participates in Strategy formulation and advises Projects Team in selecting the criteria for evaluation of bids. Arranges and coordinates technical evaluation of bids by Projects team departments. Finalize Technical evaluation submissions and obtain approval for the commercial bid opening.
  • Preparation of price comparison, sensitivity analysis for complex price structures to obtain the best commercial option. Advise the management in taking the right decision for selecting the optimum bid. Preparation of Bid Committee submission to obtain the approval for the Commercial evaluation and to award the contract.
  • Preparation of Service Orders or other operational emergency contracts in limited time to avoid project delays
  • Take lead role in negotiating with contractors for the price as well as other contract terms, as and when required to get the best value for the company within the established procedures of company.
  • Analyze and make recommendation to the Bid Committee for the settlement of extra claims, time extension requests etc as per the best industry practice.
  • Post contract administration of Change Orders, settlement of disputes, claims, etc.
  • Getting feedback from projects team and implementing for future improvements in contracts. Advise in implementing contract requirements and interpreting contract terms
  • Follows up on contracts, including preparing amendments, cancellation, extensions and claims; obtaining management's approval and records management. Ensures that completion certificates and performance evaluations are prepared and duly signed upon completion of contracted work.
  • Responsible for implementation of Company Safety, environment and Quality policies and programs in contracting

Minimum Educational, Technical Qualifications/Certifications Required

Bachelor's Degree in Engineering or MBA in Supply Chain management


Minimum Professional Experience Required

Minimum 15 years Oil and Gas industry experience in Contracts Management with at least 5 years-experience in greenfield/ brownfield projects handling high value EPC/ EPIC contracts. Familiar with various contracting strategies and mechanisms used in oil & gas construction projects.

Petroplan is hiring for a Project Manager position for a Major Oil and Gas Company in the Houston, TX area!
Description:

  • Under broad direction, act as liaison between supply chain (procurement, strategic sourcing, category management, and logistics) and Business Development.
  • Develop and execute projects for a given scope of work ranging from $1M (twelve projects per year) - $250M in revenue across stakeholders from multiple regions and all product service lines.
  • Provide business analysis and data management necessary to develop complex cost models which represent the business' market cost picture to customers, position pricing for multi-service tenders and determine price adjustment models.
  • Track relevant commodity markets and work with internal and external sources to provide a market forecast.
  • Assist in pricing strategy formulation with Business Development and Operations stakeholders.
  • Review commercial portion of tenders and provide initial and alternative proposals which are submitted to customers.
  • Participate in negotiations, meetings, and reviews with major Oil and Gas Operators worldwide..


Responsibilities:

  • Job role has budgetary type of accountability or directly impacts a revenue center's viability or its quality of service via personal contributions.
  • Skill are typically acquired through an undergraduate (and graduate, preferred) degree in Business or a related field, and knowledge generally associated with 4-6 years related commercial experience in supply chain, business development, or market analysis.
  • Heavy analytical, project management
  • Microsoft Office skills are also necessary.
