Requisition Title: Sr. Project Engineer (HF Alky Additions & Equipment Refurbishment)

Roles and Responsibilities Summary:
The Project Engineer will oversee the day to day activities for the design and installation of safety enhancements to the HF Alky unit and the project wide refurbishment of equipment damaged during the recent event.

Description:
The project Engineer will support the Project Manager to ensure that project performance, consistency and compliance to the project charter and project execution plan is maintained as committed. Responsibilities for the HF Alky unit safety system additions and FCC/Crude unit Equipment Refurbishment activities as well as other activities as assigned by the Project Manager to accomplish the project objectives through engineering, procurement, fabrication, construction, and pre-commissioning activities. The Project Engineer will be required to interact with internal and external stakeholders of the project and exercise the necessary leadership to help ensure the project is completed on schedule and within budget, while maintaining the safety and operational integrity of personnel and facilities.

Primary Functions:

  • The Sr Project Engineer is the focal point for providing engineering and coordination support for the assigned scope which may include but not limited to contractor requests for information, interpretation, clarification, deviations, and concessions.
  • Ensure project risks, within the assigned project area, are identified and the mitigation of said risks are implemented.
  • Effectively manage and support the project team on all aspects of the project execution thru commissioning & start-up.
  • Ensure that project interfaces are identified, properly managed and tracked to full completion.
  • Take lead on contract formation activities while maintaining an active participation in cost, progress, schedule reviews.
  • Ensure RFI's from engineering and construction contractors are closed in a timely manner.
  • Ensure project Quality and conformance to design specifications, drawings are maintained by engineering and construction contractors.
  • Champion HSE behaviors and ensure proper process safety is incorporated into the design.
  • Comply with applicable Laws, Regulations, Permitting requirements and Company business practices, code of conduct.



Required Qualifications:

  • Bachelor's Degree in engineering



Desired Qualifications:

  • Registered Professional Engineer or eligible for registration
  • PMP or advanced project management degree or equivalent experience



Required Experience:

  • A minimum of 10 years of proven experience in project and construction engineering associated with the execution of Brownfield upgrading oil & gas refining, petrochemical project with TIC > $200MM
  • Experience in Crude and FCC units
  • Experience with HF Alky Unit safety systems, water curtain deluge and mitigation.
  • Strong understanding of discipline engineering deliverables and activities as well as Project Planning and Controlling
  • Knowledge of up-to-date business processes and project management best practices on Major Projects
  • Previous experience working in Pre-FEED, FEED and Detailed Design project phases
  • Project experience within EPC contractor and Owner's organization.
  • Knowledge of specific codes and standards used in the design and construction of downstream facilities

Position Title: CRUDE Civil/Structural Coordinator
Reports to: Crude Construction Superintendent

Main Function: The Crude Civil/Structural Coordinator will be responsible for the Crude Civil/Structural Steel execution of a Refinery Rebuild Project. The Civil/Structural Coordinator will be responsible to review and supervise the Contractors' work daily. Activities include planning, organizing, directing and controlling methods of construction, manpower levels, material quantities equipment, work schedule and reviewing documentations. The Civil/Structural Coordinator is responsible to report construction issues (interfaces/safety/productivity etc.) to the Construction Superintendent to ensure Project Objectives are achieved.

Key Roles and Responsibilities:

  • Responsible for witnessing contractor work procedures and quality of work performed for compliance with project requirements. 25%
  • Responsible for coordinating contractor activities and ensuring performance in accordance with work packages and instructions. 40%
  • Responsible for preparing NCRs, and notifying the Construction Manager and contractor, when contractor's work does not comply with project requirements, specifications and/or drawings. 5%
  • Participate in construction incident investigation and corrective actions. 5%
  • Coordinate Simultaneous Operations (SIMOPS). 10%
  • Monitor and follow the Refinery Emergency Response Plan. 5%
  • Provide input and monitor the construction schedule, including identifying potential problems and impacts to the schedule. 5%
  • Provide input and support mitigations of identified construction risk items. 5%



Required Qualifications and Experiences:

  • Appropriate Trade designation / certification (Carpenter / Ironworker / Concrete etc.)
  • Journeyman designation as a minimum
  • A minimum of 20 years of experience on large capital projects
  • Proven track record of success as an effective leader and construction professional
  • Strong technical competency at the planning, execution and completion levels
  • Proven practical knowledge of current project and construction management tools and practices (e.g. cost management systems, scheduling, estimating, risk tools, constructability, etc.)
  • An understanding of the competitive environment and ideally bring an extensive personal network of contacts in the EPC, Oil and Gas and related large-scale process industries while understanding the issues and challenges is required
  • Effective communication skills both written and verbal
  • Effective negotiation skills are preferred
  • Consensus builder; team player; mentor; credible at all levels - both internally and externally preferred

  • Other relevant post-secondary education such as a Civil Engineer/Structural Engineer, advanced degree or equivalent experience will be considered in total experience

Petroplan's client, Downstream Operator is looking to add a QA/QC Mechanical Inspector (Pipe Rack Modules to join their team. This is a Greenfield Gas to Liquid facility.

Duties & Responsibilities:

  • Take product measurements and samples; accurately and promptly; perform related calculations; complete required reports and forms; perform inventories; do non-petroleum or chemical inspection assignments.
  • Verify the accuracy of measurement equipment and keep all issued equipment clean and in good condition at all times.
  • Perform visual cleanliness inspections of tanks including entering confined spaces.
  • Work safely in the presence of hazardous materials as defined in the appropriate Material Safety Data Sheets.
  • Perform other inspection department duties assigned by Operations.
  • Exercise procedural, safety and quality requirements specified by Coastal Gulf & International.
  • Attend training and pass appropriate examinations in petroleum, chemical and gas inspection procedures, including Right-to-Know training, hazardous materials transportation, and other safety training required by applicable regulations.
  • Inspectors must be ready to accept job assignments at any time and must be willing to work on an on-call basis.
  • Read and understand all job and safety requirements in English.
  • Adhere to all company policies and procedures.
  • All other duties assigned by management.


Qualifications

  • Experience with NDT
  • API 570 Certification
  • Must have internal and external customer service skills.
  • Candidate must have a valid driver's license with a clean driving record.

The Lead Planning & Scheduling Specialist will be a subject matter expert (SME) and will provide guidance and support in all planning and scheduling aspects of capital spend. This role will report directly to Senior Leadership, supporting all company segments and business units. This role will collaborate with estimating and cost control resources across the company.?

Key Responsibilities:

  • Ensures projects establish credible schedules appropriate for best practices based on scope, complexity, project development and execution, and would include critical path evaluations, base-lining, float and contingency analysis, resources loading, productivity, progress tracking, deviations and corrective actions, evaluation of schedule basis completeness, and connectivity to contractor or turnaround (TA) plans or schedules
  • Collaborate with and guiding other planning and scheduling resources across the company on policies, procedure, and workflow
  • Aids segments and individual project teams by supporting: securing the right resource(s) for scheduling/planning efforts; mentoring, coaching and training those less experienced or knowledgeable project professionals; interface with leadership when appropriate for insight on issues, concerns, or instill confidence on planning/scheduling efforts; auditing schedules or plans in such a manner to influence or direct credibility, control, and success
  • Identify planning/scheduling metrics, and implement roll out of metrics for reporting across all segments, in a systemic manner, helping and not overwhelming those responsible for reporting, and ensuring training with understanding
  • Lead and facilitate interactive planning sessions (IPS) across company at various stages of project development and execution to ensure alignment and success; this accountability could be leading and facilitating or ensuring a 3rd party is providing this support
  • Champion conducting lessons learned and continuous improvement sessions for planning and scheduling
  • Demonstrated experience with contractor planning and scheduling as well as owner's needs for planning and scheduling, and knowledge for merging these together for success of the project

Required Qualifications:

  • Bachelor's Degree in Engineering, Finance or Accounting or related areas
  • Seven or more years of planning/scheduling project control experience with a strong background in planning (TA, project, and FEL and FEED efforts including decision making and risk management), schedule development, schedule monitoring, progressing and tracking, reporting
  • Project size experience, small and large efforts of planning and scheduling, <$5M to $100M
  • Project complexity, highly complex (with a simplicity in approach)
  • Project type, experience with planning and scheduling for infrastructure projects (buildings, power upgrades, etc.), refining or similar production improvement related project (debottleneck or expansion), enterprise wide migration projects (SAP enhancements, accounting migrations to new systems, and similar)
  • Demonstrated experience with contractor planning and scheduling as well as owner's needs for planning and scheduling, and knowledge for merging these together for success of the project
  • Experience with contractor scheduling to include best practices, and proven ability in recommending improvements when needed for project success
  • Ability to successfully prioritize and complete multiple tasks, collaborating with diverse teams
  • Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, SharePoint)
  • Proficient, and able to train and coach others in Primavera P6 and Microsoft Projects project management application
  • Excellent communication skills, in both oral and written forms, with all levels of the organization including Executive Management, vendors and contractors

Lead Estimating & Cost Control Specialist

Petroplan is currently recruiting a Lead Estimating and Cost Control Specialist to join a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels.
The Lead Estimating and Cost Control Specialist will be a subject matter expert (SME) and will provide guidance and support in estimating and cost control aspects of capital spend. This role will report directly to Senior Leadership, supporting all company segments and business units. This role will collaborate with estimating and cost control resources across the company.

Key Responsibilities:

  • Ensures projects establish credible estimates and cost reporting structure appropriate for best practices based on scope, complexity, project development and execution
  • Collaborate with and guiding other cost control and estimating resources across the company on policies, procedure, and workflow
  • Aids segments and individual project teams by supporting: securing the right resource(s) for estimating and cost control efforts; mentoring, coaching and training those less experienced or knowledgeable project professionals; interface with leadership when appropriate for insight on issues, concerns, or instill confidence on estimating efforts; auditing estimates in such a manner to influence or direct credibility, control, and success
  • Identify estimating and cost control metrics, and implement roll out of metrics for reporting across all segments, in a systemic manner, helping and not overwhelming those responsible for reporting, and ensuring training with understanding
  • Lead and facilitate estimate reviews across company at various stages of project development and execution to ensure alignment and success; this accountability could be leading and facilitating or ensuring a 3rd party is providing this support
  • Champion conducting lessons learned and continuous improvement sessions for estimating and cost controls
  • Works closely with planning and scheduling SME to deliver balance between cost and schedule aspect of project and portfolio management
  • Participates in meetings for key projects and quarterly portfolio discussions as support to capital governance around estimating and cost control efforts
  • Collaborate with accounting and project directors to establish and document improved work breakdown hierarchy allowing functionality across all segments and alignment with asset allocation needs and project cost structures

Required Experience/Qualifications:

  • Bachelor's Degree in Engineering, Finance, Accounting or related areas
  • Seven or more years of project control experience with a strong background in estimating.
  • Project size experience, small and large efforts of estimating and cost controls, <$5M to $100M
  • Project complexity, highly complex (with a simplicity in approach)
  • Project type, experience with estimating and cost controls for infrastructure projects (buildings, power upgrades, etc.), refining or similar production improvement related project (debottleneck or expansion), enterprise wide migration projects (SAP enhancements, accounting migrations to new systems, and similar)
  • Demonstrated experience with contractor estimating and cost controls as well as owner's needs for estimating and cost controls, and knowledge for merging these together for success of the project. Experience with contractor estimating to include best practices, and proven ability in recommending improvements when needed for project success
  • Ability to successfully prioritize and complete multiple tasks, collaborating with diverse teams
  • Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, SharePoint)
  • Proficient in the use of SAP
  • Experience with estimating programs such as Timberline, Aspen Tech, etc.
  • Excellent communication skills, in both oral and written forms, with all levels of the organization including Executive Management, vendors and contractors

Involved in contract/confirmation processes and procedures. Liaises with Commercial, Trading and Finance roles to ensure timely dispatching and execution of contracts and confirmations.


Reviewing purchase contracts and negotiating the contract terms with suppliers

  • Preparation of sale contracts and dealing with countering of contracts to conclusion
  • Contractual updates on economic terms
  • Advising commercial teams on contractual and paralegal matters
  • Tracking and logging of contracts and all related correspondence and emails
  • Computer filing and trading system updating
  • Review of trade bookings in line with deal trade recap
  • Facilitating review and execution of tender agreements
  • Drafting, review, negotiations and tracking of term contracts
  • Updating and term contract management in ICM system
  • Review of new General Terms and Conditions
  • Daily and weekly trade report
  • Working closely with various departments


Skills:

  • Strong planning and organizational skills required
  • Excellent communication (written and spoken) and teamwork skills with preference for action, accountability and developing alternatives and solutions
  • Effective Negotiation skills
  • Strong desire for personal learning and sharing of knowledge and skills with others
  • Must be proficient in Microsoft packages and generally IT literate
  • The ability to identify inefficiencies in existing process and suggest improvements


Knowledge/Experience:

  • Proven experience in commodity/trading or shipping environment
  • Technical Knowledge of Contracts
  • Flexible approach and be commercially orientated
  • Knowledge of INCOTERMS and legal clauses affecting the contract
  • Sound experience of contracts within the Oil Industry, established knowledge of Oil contract administration.
