Analytical Chemist
Core Job Function:
In this role, you will be responsible for providing technical support for the refining process through effective utilization of laboratory instrumentation and measurement systems. You will also provide administrative and technical support for all laboratory analysis, instrumentation and personnel.
Primary Responsibilities:

  • Assess and apply innovation in developing technological solutions to further advance improvements in measurement systems, capture efficiencies
  • Ensure laboratory instrumentation and measurements are aligned with all applicable SPC/SQC processes, daily lab quality audits, and monthly/annual laboratory clean fuels re-certifications
  • Advise laboratory personnel of priorities in day to day activities
  • Schedule personnel to ensure adequate staffing is available to support safe, reliable laboratory operations
  • Manage decisions regarding personnel issues to ensure that the rules of the collective bargaining agreement are being followed
  • Collaborate with engineering, production planning and other refinery operations personnel in troubleshooting and optimization of plant production and quickly resolve quality assurance issues
  • Work with appropriate laboratory staff to develop and update testing protocols, providing technical support where necessary
  • Install and commission new analytical instrumentation - train affected personnel, generate/support related procedures, develop related reliability programs and SPC processes based on criticality/risk
  • Repair and uptime of advanced laboratory electronics and instrumentation
  • Ensure that laboratory database (LIMs) meets customer needs; SQC requirements are met, specifications are updated, testing schedules are accurate, resources are adequate, and interfaces such as OSI PI are functional
  • Provide technical assistance to operations for specialized activities


Qualification/Experience Requirements:

  • Two or more years of experience in refining or a related field
  • A Bachelor's degree in Chemistry, Chemical or Electrical Engineering
  • The ability to anticipate potential problems and check for out-of-the-ordinary conditions, as well as having a strong sense of accountability
  • A zero-tolerance for shortcuts, and if the procedure is incorrect, you fix it

Additional Preferences:

  • Knowledge of electronics and related communication protocols, chemistry and instrumented measurement systems used in chemical/refinery industry

  • The ability to apply professional knowledge to analyze, understand refinery processes, and support resolution to technical problems

Additional Information Around Role:

  • Hours of work are a regular 40-hour work week, Monday to Friday, with the potential for extended work hours based on business needs (process unit upsets, equipment start-ups and/or other demands required in supporting uninterrupted laboratory operations)

Procurement Expediting and Master Data Expert

Purpose

Expediting & Master Data Expert who is a critical position in Procurement Section has responsibility for ensuring timely and properly organizing and coordinating procurement activities in order that Procurement Section meets department KPIs approved by the Management through an up to date tracking records and reports.

Responsibilities

  • Under supervision of Procurement Section Manager, the Expediting & Master Data Expert will coordinate with the Procurement Team to:
  • Ensure that all procurement activities are conducted properly and timely as the per the approved procurement plan.
  • Ensure that the procurement team well-coordinated with other company's User departments in order to ensure that bidding schedules are met.
  • Ensure that procurement activities undertaken meet Vietnamese regulations, procedures and policies.
  • Supervise the expediting work for ensuring timely delivery of materials and equipment, and timely completion of services.
  • Supervise and ensure that year to year vendors/suppliers' evaluation KPI is provided timely and accurately to meet procurement and vendor management goals.
  • Supervise and maintain and monitor the lead time from requisition to payment to ensure compliance with agreed SLA.
  • Supervise and maintain the on-time payment reports in coordination with account payable.
  • Supervise and validate the data upload and extraction of contracts and procurement in SAP for all the required updates and upgrades of SAP.
  • Supervise and ensure that SAP trainings is provided to other employees on procurement, warehouse, and contract processes.
  • Ensure that all procurement analysis reports are generated timely as required with the recommendations of where contract coverage would be required.
  • Ensure monitoring and managing the spend analysis, budget consumption, and validities of the contracts on SAP.
  • Supervise the up to date end to end SAP master data maintenance related to the material, vendors and contracts in coordination with procurement, warehouse and user department


Work experience:

  • About 15 years working experience in oil & gas procurement.
  • Familiar with Incoterm 2000/2010, experience in import/export.
  • Experience in SAP MM, Master data management, Reporting.
  • Experience in Procure to pay and accounts payable processes.
  • Experience preparing contracts and procurement spend analysis, reports and KPI's monitoring.
  • Experience in managing the expediting and dealing with multiple internal and external stakeholders

Civil/Structural Coordinator

Position Title: CRUDE Civil/Structural Coordinator
Reports to: Crude Construction Superintendent

Main Function: The Crude Civil/Structural Coordinator will be responsible for the Crude Civil/Structural Steel execution of a Refinery Rebuild Project. The Civil/Structural Coordinator will be responsible to review and supervise the Contractors' work daily. Activities include planning, organizing, directing and controlling methods of construction, manpower levels, material quantities equipment, work schedule and reviewing documentations. The Civil/Structural Coordinator is responsible to report construction issues (interfaces/safety/productivity etc.) to the Construction Superintendent to ensure Project Objectives are achieved.

Key Roles and Responsibilities:

  • Responsible for witnessing contractor work procedures and quality of work performed for compliance with project requirements. 25%
  • Responsible for coordinating contractor activities and ensuring performance in accordance with work packages and instructions. 40%
  • Responsible for preparing NCRs, and notifying the Construction Manager and contractor, when contractor's work does not comply with project requirements, specifications and/or drawings. 5%
  • Participate in construction incident investigation and corrective actions. 5%
  • Coordinate Simultaneous Operations (SIMOPS). 10%
  • Monitor and follow the Refinery Emergency Response Plan. 5%
  • Provide input and monitor the construction schedule, including identifying potential problems and impacts to the schedule. 5%
  • Provide input and support mitigations of identified construction risk items. 5%



Required Qualifications and Experiences:

  • Appropriate Trade designation / certification (Carpenter / Ironworker / Concrete etc.)
  • Journeyman designation as a minimum
  • A minimum of 20 years of experience on large capital projects
  • Proven track record of success as an effective leader and construction professional
  • Strong technical competency at the planning, execution and completion levels
  • Proven practical knowledge of current project and construction management tools and practices (e.g. cost management systems, scheduling, estimating, risk tools, constructability, etc.)
  • An understanding of the competitive environment and ideally bring an extensive personal network of contacts in the EPC, Oil and Gas and related large-scale process industries while understanding the issues and challenges is required
  • Effective communication skills both written and verbal
  • Effective negotiation skills are preferred
  • Consensus builder; team player; mentor; credible at all levels - both internally and externally preferred
  • Effective risk management, analytical and planning skills are assets
  • Strong non-authoritative leadership skills - ability to influence others
  • Proven leadership and team building skills
  • Proven innovation skills



Desired Qualifications and Experience:

  • Other relevant post-secondary education such as a Civil Engineer/Structural Engineer, advanced degree or equivalent experience will be considered in total experience
  • Has experience with various labor postures in Owner and Contractor organizations
  • Recognized participation in industry organizations such as CII, COAA, IPA, etc.

Construction Planner/Scheduler

Petroplan is currently accepting applications for a Construction Planner / Scheduler to join a market leading Oil Field Service company.
This opportunity will be located in Superior, WI, and will be a long term contract.
Prospective candidates will be responsible for the following:
  • Responsible for developing all schedule and progress documentation, which enables the Project Management Team to fully control construction progress, completion dates and deliverables for the Project, from execution through to commissioning and startup.
  • The Construction Planner/ Scheduler will be the primary source of counsel to contractors scheduling and progressing work.
  • Is also expected to influence and control the quality and integrity of the contractors planning effort.
  • Will also establish sound, informal working relationships with planning staff in primary contractor organizations.


Qualifications and Experiences:

  • Degree from engineering discipline preferred.
  • Related education such as Project Management preferred.
  • Minimum 10 years field construction experiences in oil and gas, refinery, and other downstream projects
  • Strong facilitation skills. Ability to manage upwards and help secure understanding, ownership and commitment to activity timings, within key discipline leads.
  • Able to exert influence on contractor staff in potentially adversarial circumstances.
  • Strong technical competence in both planning software and all primary project disciplines.
  • Some experience of and aptitude for working in a diverse cultural environment.
  • Strong written and oral communication skills.
  • Prior project experience within the Owner's organization
  • Proven experience in the execution of brownfield projects
  • Proven practical knowledge of current cost management and planning/scheduling tools
  • Proficient with Primavera and MS Project recent version
  • Extensive knowledge of cost reporting and forecasting and a thorough understanding of project change and trend management.

Work with process engineers to develop processes to maximize operational efficiency.

Work with process team to implement and integrate new/improved process workflow.

Maintain documentation for new and improved processes for reference purposes.

Interact and coordinate with process engineering team to resolve yield and quality issues.

Resolve action items on timely basis to meet product development goals.

Communicate process data and actions through meetings, presentations, and reports to management.

Monitor process stability through ongoing review of yield and quality performance metrics.

Assist Engineers in process improvement and integration techniques.
