Snr Process Engineer

Our client, an emerging Operator within the Oil & Gas Industry, has a requirement for an experienced Snr Process Engineer with a focus on Downstream / LNG Projects.
The role will be initially based in Houston, TX however require frequent visits to Project Sites both domestically and internationally.

Job Overview

The Senior Process Engineer performs the review of the process deliverable from the FEED and/or EPC contractor. Reviews the functional test and performance standard procedures developed by the EPC Contractor for performing the Functional tests and measuring the Performance Standards related to utility consumption, LNG production, and on line reliability and maintenance requirements of all equipment.

Roles/Responsibilities

·Advises, reviews and signs off on projects and contractor developed documentation:

  • Familiarity and ability to read and interpret electrical and mechanical diagrams, including flow charts, cause/effect diagrams, and Piping and Instrument Drawings (P&IDs).
  • Excellent communication skills due to extensive EPC and vendor interface
  • Strong analytical and problem solving skills
  • Demonstrated proficiency in referencing, researching, reporting, tracking and monitoring of activities and documents

Job Overview

This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Engineering Manager is accountable for the management, review and approval of the final technical design and other documents provided by Contractors and will assist in administering and monitoring the FEED and/or EPC contractor during the detailed engineering and procurement phases, providing technical support to engineering and managing engineering support during construction, commissioning and start up.

Roles/Responsibilities

  • Works with Project Manager and E&C Engineering services team on all engineering related aspects to ensure on time and cost-effective project execution
  • Ensures quality of engineering and design services and deliverables of both direct and subcontracted work complying with contract and government requirements and support the overall project schedule
  • Manages the administration of engineering including interfaces with document control, review and approval matrices, document numbering, conformance to comments and all other administrative functions of managing the engineering effort.
  • Provides leadership in review and approval of project issues such as design assumptions, heat & material balance, equipment and material selection, operation & maintenance and compliance with design standards and environmental regulations
  • Attends and participates in all project key meetings organized by Project Manager and Engineering Services. Conduct technical coordination meetings with relevant parties.
  • Reviews drawings, schedules, specifications, and permits to ensure compliance with project requirements. Make proper decision for FEED and/or EPC Contractor not to stop and/or hold the project construction activities.
  • Works collaboratively with the Process Engineering Manager, the Senior Project Manager and ther members of project leadership to ensure timely deliverables and proper and efficient interface management between the three functions of Projects, Process and Engineering.
  • Works with the E&C Construction Manager to review engineering plans for plant constructability, operability and maintainability

Experience / Education

  • Recognized Engineering qualification (Degree preferred), with extensive project development skills
  • Minimum of 15 x years experience within the energy / oil & gas industry
  • Minimum of 7 x years within a Snr / Leadership role on a Major Project
  • Minimum of 3 x years experience on LNG Projects / Design
  • Strong knowledge of LNG liquefaction design and operation.
  • Demonstrated project management skills.

This position requires someone whom has experience of successfully overseeing the Start Up & Commissioning phase of a MEGA Petrochemical Project. Senior Process Engineer

Reporting to the Reliability Engineering Lead, the Senior Process Engineer will provide technical support for the Project, and is accountable for performing process optimizations of solutions to deliver work-scopes in a timely manner.

KEY ACCOUNTABILITIES

  • Main focus of this role is for support of the project to find ways to eliminate current facility and subsurface production flow limitations.
  • Work closely with process engineers within reliability Engineering team and Operations support team, including mentorship.
  • Perform sensitivity and optimization studies using HYSYS process model for optimum operating strategy.
  • Re-define swivel flow velocity limitations by optimizing flowrates beyond current API-RP14E limitations.
  • Establish meter accuracies for High Pressure Separator for allocation testing to allow less frequent well-testing.
  • Support new initiatives requiring process engineering as part of brainstorming sessions within the Optimization project.
  • Provide day-to-day well optimization support by collaborating with the production optimization team, ensuring production is optimized at all times.
  • Manage, drive and steward 3rd party process engineering support, including initiation, management and verification of work-scopes performed by EPF-contractor
  • Provide technical support for process engineers; participate in discussions and way forward on different issues.
  • Assist in trouble-shooting and optimization of production volumes as required.
  • Resolve production/process related technical Queries (TQs), ensuring adherence to MOC-process.
  • Work closely with Production Engineering in developing optimized operating envelopes for oil production.

REQUIRED QUALIFICATIONS
Education and Experience:

  • Degree in Engineering and Professional Engineering designation.
  • Minimum 8 years related experience in the petro-chemical/ oil and gas business with desired experience in fixed and floating production systems, topsides facilities, subsea facilities and offshore operations support.
  • Experienced using HYSYS process modeling tool for offshore production optimization.
  • Demonstrated knowledge and experience in process engineering, trouble-shooting and debottle-necking
  • Experience leading projects, managing 3rd party support contractors and delivering work-scopes on time.

Petroplan are seeking an experienced Lead Rotating Equipment Engineer to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will be initially based in Houston but required to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019.

Duties / Responsibilities:

  • Coordination of the technical rotating equipment disciplines activities during the different phases of the project.
  • Monitoring of the compliance with the specified deadlines, contractual stipulations and quality of work.
  • Review and approve detailed rotating equipment engineering drawings and operating, testing, and commissioning procedures for Rotating and related disciplines.
  • Ensure to follow all project procedures during the different project stages such as:
  • Weekly Reviews

Ideal candidates will come from a strong construction background with experience of developing and implementing quality manager systems related to QA/QC.

Job Overview

The Project QA /Manager (PQC) will oversee the Quality Assurance and Quality Control aspects of the project, as delivered through its contractors and vendors. The PQC will develop and maintain the Project Quality Assurance Plan in accordance with the project specifications, governmental regulations & standards, and additional requirements established by the Project Management Team.
The PQC is charged with ensuring that the project meets the quality requirements set forth by the Project Management Team, within the Project Execution plan and that quality documentation is can demonstrate that the asset is safe and ready for start-up.

Roles/Responsibilities

  • Reviews contract scope of work, specifications, Project Execution Plan and identifies unique requirements or special processes during the project which require control for effective examination and reliability.
  • Develop, implement and maintain a Project Quality Assurance Plan for the project that is compatible with the Project Management Team and any relevant entities in the project, including vendors and sub-contractors.
  • Manage Project Quality Assurance activities and assist the Project Management Team in the required planning for quality control activities of its contractors and vendors across the project phases.
  • Ensure that Quality Objectives and metrics are set for measuring the performance of the Project tams and its subcontractors and that these are regularly reported and reviewed.
  • Plan, direct and coordinate quality resources necessary to effectively execute the Project Quality Assurance Plan for the construction and commissioning of the Plant.
    • Responsible for assigning site quality inspection resources.
    • Administers the vendor inspection process though the assigned inspector.
    • Assures through proper utilization of resources and audit verification the effective execution of the Project Quality Plan.
  • Ensure that all subcontractors, vendors and suppliers used by the Project Management Team are evaluated from a quality perspective and that records of this assessment are maintained.
  • Develop quality reporting to management level
    • Communicates with management and project team on progress, issues, risks, costs and schedule impacts relative to project quality.
  • Initiate quality planning for the project to assure compliance first time through proactive and preventive measures
    • Using existing document control procedures, approve, review and update changes to critical documents within the scope of the project.
  • Develop an overall quality audit and verification program for the project.
    • Conducts inspections, audits, and surveillance to verify implementation of quality assurance/control requirements.
    • Prepares and compiles data from audits, identify non-quality trends and advises project management on the effectiveness of the Project Quality System.
    • Liaises with the QC/NDT/Certification Personnel to ensure that quality no conformances are addressed and technically resolved.
  • Liaises with Company teams in Engineering, Procurement, Construction, Commissioning/start-up and Operations to ensure quality requirements are fully understood and integrated into the various subcontractor contracts and quality management systems.
  • Liaises with subcontractors and vendors as required in order to ensure quality management systems and controls are in place and are fully operational
  • Liaises with the certifying authority on documents specified to seek verification, assessment and appraisal of their conformity and fitness to the codes and regulations in order that asset integrity can be demonstrated on paper at or prior to RFSU
  • Promote the awareness and enforcement of project quality requirements throughout the Project Team including subcontractors and vendors.
  • Coordinates the capture and compiling of all equipment records and files needed to satisfy the asset integrity and process safety requirements of the project.
  • Evaluates the schedule throughout the project and makes appropriate adjustments to ensure quality deadlines are met for the project.
  • Monitors the constructed site for quality assurance, tracking and reporting on the status of inspection activities and maintain daily records of activities completed.

Experience / Education

  • Degree in Engineering or Construction Management, or related experience.
  • Minimum of ten years of experience in construction, including five years construction management experience.
  • High level of knowledge and experience with the development and implementation of quality management systems as they relate to quality assurance and quality control.
  • Knowledge of applicable building, construction and quality codes and standards.
  • Extensive prior experience of developing project quality plans covering assurance and control activities for major capital projects.

Procurement Manager

Petroplan are seeking an experienced Procurement Manager to work for one of our clients, a mid-sized operator within the petro-chem industry. The role will be initially based in Houston but required to transfer to the Project Site in Louisiana (near Baton Rouge) in mid-2019.

Duties / Responsibilities:

  • Provide strategic leadership in all areas of Procurement to the project team, delivering the procurement of Services, Materials and Equipment in an effective and timely manner.
  • To actively plan and co-ordinate sourcing strategies with the project team and align contracts and negotiations to ensure procurement requirements are met.
  • Responsible for supporting any disputes, negotiations or commercial discussions supporting the project team.
  • Effectively manage key vendor relationships, with significant involvement in contract negations and the establishment of terms & conditions & ensuring beneficial, commercially sound outcomes for the project.
  • To gain the best suppliers and guarantee an optimum supply chain for project materials & equipment
  • Conduct and support supplier evaluations, performing economical approval when necessary
  • Ensure contract terms and conditions are kept up to date, and minimize exposure to the risks inherent in contracting
  • Work with accounting function to ensure that payments are made in compliance with agreed terms
  • Ensure resources are consistently provided to the project team in order to achieve project KPIs in a cost effective and customer focused manner.
  • Maintain oversight of project expenses in accordance with the approved budget and Corporate Governance principles.
  • Ensure appropriate procurement standards, processes and guidelines are established and maintained, ensuring all work is done in compliance with relevant legislation, regulatory requirements, and based on best practice and industry standards.
  • Ensure that efficient and effective integration with the warehouse, to ensure service from department meet Project team needs
  • To evaluate and execute continuous improvement opportunities to optimize the procurement process, improve commercial outcomes and minimize risk. Capitalize on synergies across the project team are maximized in purchasing arrangements.
  • Input into project reporting is done so in a timely, accurate and succinct manner
  • Demonstrate leadership in achieving all goals in relation to Project execution.
  • Contribute to a performance culture in the organization; providing continuous performance feedback.
Skills / Experience:
  • Bachelor of Commerce or Business Degree
  • Preference for 10 years' experience in major capital development and execution projects, with specialist skills in Procurement
  • Experience gained in petrochemical or related industry
  • Strong commercial experience, including analytical skills
  • Proven working knowledge of contract and insurance law & tendering process
  • Demonstrated negotiation and influencing capabilities
  • Contract Law expert
  • In depth knowledge of standards and procedures and industry best practice
  • Ability to communicate with a range of people - both internally across all levels, and also external stakeholders

Our client, a Major Operator within the Oil & Gas Industry, has the need for an experienced Electrical Commissioning Lead for a long term contract role based in Houston, TX.

Job Overview:

Will be responsible for ensuring the safe, timely and effective electrical commissioning for the project from design review up through and including final electrical functional testing This position will be responsible for directing the day to day activities for the commissioning supervisors and providing focused client oversight.

  • Provide guidance and technical review of project electrical testing procedures and associated ITR's
  • Direct day to day electrical commissioning work activities and provide supervisory oversight
  • Perform design reviews and interface with project engineering and vendor representatives. Initiate RFI's as required.
  • Overall responsibility for ensuring electrical commissioning team compliance with the project safety program

Experience / Qualifications:
  • Bachelors Degree in Electrical Engineering
  • 10 years experience as a Electrical Commissioning Superintendent / Supervisor within the oil and gas industry
