Snr Process Engineer

Our client, an emerging Operator within the Oil & Gas Industry, has a requirement for an experienced Snr Process Engineer with a focus on Downstream / LNG Projects.
The role will be initially based in Houston, TX however require frequent visits to Project Sites both domestically and internationally.

Job Overview

The Senior Process Engineer performs the review of the process deliverable from the FEED and/or EPC contractor. Reviews the functional test and performance standard procedures developed by the EPC Contractor for performing the Functional tests and measuring the Performance Standards related to utility consumption, LNG production, and on line reliability and maintenance requirements of all equipment.

Roles/Responsibilities

·Advises, reviews and signs off on projects and contractor developed documentation:

  • Heat and material balances
  • Process Flow Diagrams
  • Piping and Instrument Drawings
  • Plot Plans
  • Equipment data sheets
  • Vendor drawings
  • Vendor shop inspections
  • 3 D model
  • Start-up / operating manuals
·Advises on the development and execution plans of the common standards and process for the process engineering as provided by the engineering services group in E&C.
·Directs the efforts of the assigned process engineers
  • Assigns areas of responsibility to process engineers assigned to the project and reviews process groups work product

·Participate in HAZOP and HAZID reviews
·Coordinates with other discipline leads
·Supervises assigned employees

·Develops and/or reviews all process modifications made on the project
·Require competence in the use of process simulation software in order to model process situations as requested to support management decisions
·Participate in the development, reviews and bidding of technical contracts for the projects
·Leads teams and provides mentoring of junior engineers at the company

Experience / Education

  • Bachelors Degree in Chemical Engineering
  • Minimum of 8 x years experience within the energy / oil & gas industry
  • Minimum of 5 x years experience on LNG Projects / Design
  • Familiarity and ability to read and interpret electrical and mechanical diagrams, including flow charts, cause/effect diagrams, and Piping and Instrument Drawings (P&IDs).
  • Excellent communication skills due to extensive EPC and vendor interface
  • Strong analytical and problem solving skills
  • Demonstrated proficiency in referencing, researching, reporting, tracking and monitoring of activities and documents
  • Ability to work independently and function with limited supervision
  • Proficient in the use of HYSYS, Excel, and Word
  • Working knowledge of ASME Pressure Vessel Code Section VIII, API RP 520 and 521

Job Overview

This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Engineering Manager is accountable for the management, review and approval of the final technical design and other documents provided by Contractors and will assist in administering and monitoring the FEED and/or EPC contractor during the detailed engineering and procurement phases, providing technical support to engineering and managing engineering support during construction, commissioning and start up.

Roles/Responsibilities

  • Works with Project Manager and E&C Engineering services team on all engineering related aspects to ensure on time and cost-effective project execution
  • Ensures quality of engineering and design services and deliverables of both direct and subcontracted work complying with contract and government requirements and support the overall project schedule
  • Manages the administration of engineering including interfaces with document control, review and approval matrices, document numbering, conformance to comments and all other administrative functions of managing the engineering effort.
  • Provides leadership in review and approval of project issues such as design assumptions, heat & material balance, equipment and material selection, operation & maintenance and compliance with design standards and environmental regulations
  • Attends and participates in all project key meetings organized by Project Manager and Engineering Services. Conduct technical coordination meetings with relevant parties.
  • Reviews drawings, schedules, specifications, and permits to ensure compliance with project requirements. Make proper decision for FEED and/or EPC Contractor not to stop and/or hold the project construction activities.
  • Works collaboratively with the Process Engineering Manager, the Senior Project Manager and ther members of project leadership to ensure timely deliverables and proper and efficient interface management between the three functions of Projects, Process and Engineering.
  • Works with the E&C Construction Manager to review engineering plans for plant constructability, operability and maintainability

Experience / Education

  • Recognized Engineering qualification (Degree preferred), with extensive project development skills
  • Minimum of 15 x years experience within the energy / oil & gas industry
  • Minimum of 7 x years within a Snr / Leadership role on a Major Project
  • Minimum of 3 x years experience on LNG Projects / Design
  • Strong knowledge of LNG liquefaction design and operation.
  • Demonstrated project management skills.
  • Strong knowledge of quality assurance and control practices.
  • Strong knowledge in HAZOP (Hazard and Operability) studies in oil & gas field.

Job Overview
This role will be an integral part of the Snr Leadership Team and will be at the forefront of the development and execution of a Major Petro-Chemical facility.
The Snr Project Contracts Advisor is primarily responsible for assisting the Sr. Project Manager for Contracts and Project Controls in contracting for, and administering an Engineering Design and Services Agreement, and negotiating an EPC Agreement. The Snr Project Contract Advisor initiates, tracks and monitors the RFP process and contract development process, contract changes, deliverables, correspondence and risks, and maintains associated documentation.

Roles/Responsibilities

  • Understand and aid in the project teams' understanding of all contract requirements and coordinate with the project team to ensure compliance with all contracts throughout the life of the project. Responsible for informing the project team of the requirements of the contract and monitoring compliance. Works with the project team and/or business unit and Legal, ensuring that all legal and contractual matters are addressed efficiently and promptly and manages the OBE process to convert from a cost reimbursable phase to a Lump Sum phase.
  • Responds to complex inquiries regarding contract obligations and revisions and prepares change order and amendment documents in conjunction with legal and the contracts manager. Aids the Sr. Project Manager, Contracts and Procurement in managing the ongoing life cycle of the agreement including any potential amendments to product/service price and/or terms and conditions, contract performance against commitments, and compliance to agreed terms.
  • Aids in negotiating contract terms, pricing and payment schedules, ensuring that the agreements with vendors/suppliers are commercially advantageous. Prepares negotiation plan and prepares back up documentation prior to negotiations.
  • Prepares reviews, drafts white papers and creates tools for analyzing and tracking of Contractor OBE process and claims.
  • Prepares and initiates letters and responses to the EPC contractor regarding various aspects of the project and contract. Prepares notices and facilitates quick responses to EPC contractor's inquiries.
  • Liaise between the risk and tax departments and contractors to develop and administer insurance and tax programs required for specific projects, regions, or financing needs.
  • Develops and integrates contract management tools, templates, methods and processes. Using tools and templates, prepares and disseminates information regarding contract status, compliance, modifications, etc. Works with Project Analyst to develop and maintain the contract database and manage the contract document repository in SharePoint.
  • Actively involved in regional and global contract management initiatives and aware of impacts to the project, including any weather threats to the region or job site, or governmental tariff risk and ensures proper documentation and management of the initiatives or events.


Experience / Education

  • Recognized Bachelors Degree - Preferably in Business or English
  • Minimum of 10 x years experience within the energy / oil & gas industry
  • LNG and Commercial Legal experience a plus.
  • Possess comprehensive knowledge of general corporate business practices, government and commercial contracting regulations and principles, subcontracting practices, and accounting and finance principles
  • Clear understanding of contracting strategies, including Convertible Contracts (i.e. OBE to LSTK Agreements)

IT Category Manager
Petroplan is looking to hire an IT Category Manager for a major Oil and Gas Company in the Houston, Texas area.
Summary
Under broad direction, responsible for managing all of or a subset of commodities within a category consisting of several commodity groups, prioritizing initiatives, managing the implementation of the category strategy and supplier agreements, determining category and sub-category strategies, managing suppliers and their contracts, and measuring cost and benefits.

Key Responsibilities

  • Responsible for market intelligence and category analysis by assessing external market conditions, identifying risk, and developing effective cost reduction models.
  • Must possess excellent project management, change management, collaboration, communication, contract/negotiations, and risk management skills in order to successfully coordinate supplier relationships and major commercial decisions across a diverse set of stakeholders.

Job Description:
This position is based in Houston, Texas and will be part of the Global Category Management Team, reporting to the Global Category Manager for Rigs. In this role you would be a key member of the team responsible for managing and coordinating global contracts and preferred supplier relationships for onshore and offshore drilling rigs, work-over rigs, and light well intervention vessels.


Job Duties:

  • Drive integrated value creation through heavy involvement in cross-functional category management teams.
  • Develop comprehensive, cross asset solutions which underpin a sustainable competitive advantage
  • Tailor category strategies which deliver the lowest, direct and indirect, lifecycle costs.
  • Implement commercial solutions which increase the ability to be nimble and responsive in the marketplace.
  • Partner and collaborate with key service suppliers to identify opportunities and extract maximum value out of relationships.
  • establish a best-in-class category management foundation which will drive standardization, efficiencies, and informed decision making which will be achieved through:
  • Market Intelligence (through the development and management of market intelligence materials).
  • Sourcing (through the development of category strategies and sourcing templates).
  • Supplier evaluations (through the development of an objective supplier evaluation mechanism).
  • Contracting (through the development of Global Frame Agreements and Model Contracts).
  • Supplier Relationship Management (through the development of performance scorecards & KPIs, use of analytical tools and collaborative platforms to drive value).

Key Accountabilities

  • Support the management a comprehensive onshore and offshore portfolio of direct D&C category expenditure.
  • Build strong internal networks amongst stakeholders (Asset Leads, Project Leads, D&C Managers, D&C Engineering Managers, Superintendents, and Supply Chain).
  • Play a leadership role on cross-functional category teams focused on integrated value creation.
  • Manage the 'end to end' sourcing process; market analysis, demand management, supplier qualification, procurement strategy development, negotiation, and contractor performance management for assigned projects.
  • Deliver 'economic' category-level, enterprise-first focused solutions through deep understanding of both asset/project-level economics and category-level cost targets.
  • Develop appropriate risk mitigation strategies to address security of supply risks during both falling & rising markets.
  • Drive solutions for tomorrow's challenges through leveraged use of data analytics and increased supplier collaboration
  • Maximize supplier performance through robust performance scorecards, KPIs, and supplier relationship management programs to develop sustainable competitive advantages.
  • Provide company with updated onshore and offshore market intelligence and influence the development of company plans on the basis of this information.
  • Review and amend category plans to account for regional factors including tax, legal, and local content considerations.
  • Ensure compliance with legislative regulations and corporate policies and procedures (Sarbanes-Oxley, FCPA, etc).
  • Proactively participate and provide leadership in support of Environmental, Health, Safety, and Social Responsibility initiatives.
  • Collaborate with other Supply Chain representatives in order to maximize opportunities across D&C categories and assets.


Skills and Experience

  • Bachelor's Degree from an accredited university in Supply Chain Management, Business Administration, Accounting, or Engineering (or similar experience).
  • 3-5 Years of category management / procurement experience required, with a minimum of 2 years drilling and completions experience preferred
  • Thorough understanding of how rigs (completions) fit within the upstream value chain
  • Ability to visualize industry trends and direction as a basis for formalizing category strategies.
  • Demonstrated delivery through dynamic industry cycles
  • Proven track record of category management/procurement delivery for a major contractor or operator.
  • Gravitas and maturity to stand ground and maintain objectiveness on critical issues.
  • Strong analytical skills, familiarity with should cost models, and ability to conceptualize and develop strategies which address business-related concepts.
  • Ability to operate effectively in an environment with a level of ambiguity and changing priorities.
  • Good verbal and written communication skills; ability to prepare and deliver compelling business presentations.
  • Good organizational skills and ability to perform under pressure.
