Job Requirements

The activity supports all sourcing activities, from the development of Strategy & Bid Lists, and subsequent RFP preparation, including the development of Evaluation Criteria, and the negotiation and placement of Contracts.

Post Contract Management and Supplier Management activities shall be executed through established processes. A strong working relationship with the Projects Technical teams based in Iraq, supports Contract implementation. The requirement to comply with the Procurement Principles which align with the Technical Services Contract and supports local content and cost recovery.


Key Accountabilities:

  • Manages multiple sourcing of the sector
  • Utilises ISNetworld to define bid-lists and issue Expressions of Interests (EOI)
  • Prepare Strategy & Bid List (SBL) for approval by relevant Governance Board
  • Prepare all necessary RFP and Contract documentation for issue through ARIBA OneSource and all subsequent clarifications and Supplier communications
  • Apply appropriate local contracting templates and work with Stakeholders to define and develop Scopes of Work and associated Evaluation criteria
  • Prepare and develop Bid Evaluation Plans (BEP)
  • Prepare Recommendation for Award (RFA) for approval by relevant Governance Board and ensure timely execution and implementation of Award Recommendations
  • Undertake Contract Management activities including the issuing of Call Offs, and support invoice queries and any dispute resolution as required
  • Support HSE or other investigations as required
  • Support Cost reduction activities through renegotiation and/or retendering activities, including the development of Negotiation Strategies
  • Continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety
  • Maintain accurate records in MAXIMO and ARIBA of all sourcing events and Contracting activities to ensure compliance and cost recovery
  • Perform Counter-party Due Diligence checks
  • Support Internal and External Audits as required

Job Overview:
Under general supervision, the HSE Specialist solves complex problems requiring detailed knowledge of field and industry best practices. He/She uses experience and problem solving skills to develop and improve processes. May provide guidance to less experienced team members.
Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with safety requirements. Provides technical assistance to other safety professionals assigned to projects and other project functions.


Duties / Responsibilities:

  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department/site safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations.
  • Determines prerequisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.
  • Implements and conducts project safety orientation to employees on site
  • Performs daily safety audits


Skills / Experience:

  • Undergraduate degree in related field, to include Construction Management and/or HSE, preferred

  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies' processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.

Job Overview:
The Construction Manager is responsible for the management and direction of the construction activities of the project, establishing and managing the Owner's construction organization and provide direction to Contractors used for the FEED and Construction phases of the project


Duties / Responsibilities:

  • Establishment of an Owner's construction organization to ensure EPC Contractors meets the Clients project and Responsible Care requirements.
  • Participate in the development of the Project scope, and conceptual design for the Project in conjunction with other Project Management Team members. Insure effective implementation of a Constructability review process
  • Participate in the bidding process and the selection of all Contractors and Sub-Contractors required for the completion of the construction aspects of the Project.
  • Manage all aspects of Construction Management within the Project, including Responsible Care & Quality, staffing, budgets, schedules, changes to scope of supply, pre-commissioning, and turnover to commissioning & start up.
  • Review and approve all site construction project specifications and technical standards. Ensuring fulfillment of the approved policies, procedures and standards that will regulate the construction activities of the Project.
  • Work closely with the EPC Construction Management Team on all necessary construction details, procedures, schedules, and resources as needed.
  • Develop and maintain strong relationships with the major EPC contractor and Engineering Consultants.


Skills / Experience:

  • Minimum 15 years within the Petrochemical or related Industry.
  • Must have construction management experience, as well as management experience within operating plants.
  • A strong technical background in plant operations is preferred.
  • A strong understanding of the Responsible Care and Quality concepts.
  • Excellent computer skills.
  • Experience in Contract Administration and budgeting controls.
  • Effective verbal and written communication skills.
  • In depth knowledge of standards and procedures and industry best practice.
  • Flexible to operate in both EPC and Owner's side.

Job Overview

Roles/Responsibilities

  • Management of Operations experience, with directly related and demonstrated supervisory experience in LNG or other similar or compatible gas processing facilities.


Experience / Education

  • Recognized Engineering qualification (Degree preferred), with extensive project operations skills

Job Overview

This individual will play a key role in the development of the Go to Market strategy (RFx Package), bid evaluation and selection criteria for the project. Furthermore, lead engagements with the Field Logistics and its Stakeholders to aggregate demand, evaluate business requirements and assists in identifying optimization opportunities.

Key Responsibilities

  • Develop Go To Market strategy, bid evaluation and selection criteria
  • Provide current sub-category market intelligence and historical information related to supplier(s) performance and contract compliance as input to the development of the sub-category strategy and contracting plan
  • Evaluates and develops recommendations for the commercial structures of contracts for (dependent on risk/complexity) materials and services with new and existing suppliers

Responsible for establishing, developing, and managing the health, environmental, and safety (HSE) programs. Develops and drives HSE strategy, cultural change and continuous improvement of HSE practices in alignment with regulatory requirements, industry best practices and global standards. Provides regulatory expertise to strategize and maximize company position within safety, health, and environmental economic programs and interact with regulatory officials. HSE Director Responsibilities:

  • Develop HSE strategies and mitigation plans which are consistent with business performance, regulatory requirements and reliability.
  • Assess the safety culture and develops strategies to monitor and continuously improve the overall HSE culture. Drives HSE strategy, continuous improvement initiative and HSE culture that aligns with in HSE practices in the business.

HSE Director Qualifications:

  • B.S. or M.S. degree in HSE, Engineering, Industrial Safety or related HSE discipline
  • Certified Safety Professional (CSP) certification is highly preferred
  • Minimum 10-15 years of experience with safety and environmental programs in a chemical, refinery, water treatment facility.
  • Must be familiar with Federal, State and local regulations.
  • Strong interpersonal and written communication skills are required.
  • Requires a high degree of professionalism.
  • Requires the ability to work well independently and effectively with others, on a daily basis.
  • Must be detailed oriented and able to handle multiple tasks and prioritize work effectively.
  • Must be able to develop innovative and creative ways to drive the HSE culture throughout the business while maintaining high levels of compliance.
  • Prior experience as the Senior HSE manager involving multiple sites preferred
  • Highly proficient in the development of strategies, objectives and plans to achieve short and long term objectives for the department

Commercial Project Manager - Nigeria - Oil & Gas - Owner / Operator - Long Term Contract

Our client, a market leading Owner / Operator, are currently seeking a Commercial Project Manager to join them on a long term contract basis in Nigeria. This role, will ensure the efficient Commercial delivery of a new Gas Processing Facility in Nigeria, in which our client plan to build and operator. We are seeking a candidate with a strong Gas project background with Reduction of Flared Gas experience.

Responsibilities:

  • To negotiate all major contracts (gas sale and purchase agreement, liquid/LPG sale and purchase agreements, gas interconnection agreement, etc);
  • Develop and maintain relationships with all stakeholders, at all levels, from local communities to regional heads of development institutions (World Bank etc.);
  • Together with the technical team, support the development of the project specification, Development plan, conceptual/basic engineering, FEED and detail design;
  • Together with the Technical Team, coordinate with all international and local Statutory & Regulatory authorities and related third parties to ensure that requirements are complied with and incorporated into the ongoing project development;
  • Establish a staffing plan for all phases and locations maximising local content (engineering, procurement, construction and commissioning);
  • Work together with the technical team, establish a comprehensive trailing and forward-looking project control infrastructure (KPIs, reporting systems, organisation structure), Budget forecast, Cost estimate, Documentation, project procedures and reporting;
  • In conjunction with corporate departments establish contract strategy, implement with contract award monitoring and control of same;
  • Together with technical teams, establish the operating structure organigram, recruit and staff the organisation;
  • In conjunction with corporate departments implement all legal requirements and strategies required for commercial, financial agreements and control thereof;
  • Establish an interface and risk register defining mitigations where required;
  • Ensure within Company that effective and timely reporting is maintained with a factual non-political bias;
  • With the support of the corporate origination function, develop new similar flare gas processing opportunities in Nigeria and other neighbouring countries.

Experience:

  • A minimum 15 years of directly related experience within the Oil & Gas experience.
  • Experience in Western African countries, in particular Nigeria, would be of advantage.
  • Degree qualification in Engineering or Economics.
